02/2023 to 12/2023 Training Support Officer

California Army National Guard – Camp Roberts, California As a ARNG GTC TSO, evaluated and approved or disapproved requests from supported activities for additional or new training equipment and determined validity of these services and methods for accomplishments to satisfy needs of U.S. Army. Acted as Army National Guard Garrison Training Center (ARNG GTC) point of contact on all TADSS matters between NGB-ARNG- Training Support (TRS), U.S. Army Installation Management Command (IMCOM), HQ TRADOC, U.S. Army Training Support Center

(ATSC), Combined Arms Center-Training-Training Support Analysis and Integration Division (CAC-TSAID). Communicated technical information and coordinates external TADSS support with managers at IMCOM, TRADOC, FORSCOM, ATSC, CAC-T-TSAID and other commands, other installations, and other activities to satisfy ARG GTC mission requirements or to provide TADSS support for other organizations. Conducts usage studies of TADSS assigned on a user basis and takes action to withdraw equipment not subject to satisfactory levels of utilization. Reported adequacy of TSC facilities and equipment and coordinates with appropriate activities at installation level to secure necessary allocations. Coordinated with staff officers, operating officials, and higher headquarters personnel through telephone contacts, conference participation, written reports, personal visits, or electronic means. Training Support Officer was regularly required to justify, defend, and negotiate in representing organizational programs, equipment, TADSS, and related resources required to support TSC mission.

Prepared annual and special budget estimates for operation of TSC and other resource needs; allocates organization resources and in conjunction with others, develops program goals and assesses impact of significant agency developments upon mission accomplishment. Coordinated assembly of cost data and justification for the annual TSC budget in coordination with ARNG-TC resource manager, State ARG DEP Program Manager and ARNG-TRS. Developed and submited unfunded requirements request (UFR) and identifies functions or tasks that cannot be accomplished with programmed funds. Monitored budget execution and ensures that costs do not exceed available funds. Determined life expectancy of equipment presently in use and provides background for justifying annual funding increments for equipment replacement. Authorizes procurement of commercial off-the-shelf (COTS) equipment and oversees installation's needs of Army-wide training device requirements from HQDA, CAC-T-TSAID and NGB-ARNG-TRS. Provided technical oversight for on-site Program Executive Office-Simulation Training and Instrumentation (PEO-STRI) and NGB-ARNG-TRS. Provided guidance to contract project directors who are GS-13 or GS-14 equivalent. Served as the ARG TC representative on all issues concerning these contracts. Works closely with members of PEO-STRI Acquisition Integrated Product Team (AIPT) and NGB-ARNG-TRS. Conducted surveillance of contractor performance to determine if work being performed is consistent with Statement of Work and Contract Clause requirements. Provided recommendations on corrective action of any violation of, or deviation from requirements of the contract, contractor request for changes to the contract, and any issues that require clarification or resolution. Provided PEO-STRI with written comments and performance certification reports. Represented the installation in off post conferences and partnering sessions with top contractor corporate management, supervisory contractor personnel and government officials. Resolved or attempted to resolve informal complaints and grievances; reports more serious cases to higher-level management and follows up to ensure satisfactory resolution. Provided long range planning and management of a large inventory of TADSS in coordination of training support services, materials, and requirements in support of designated area of responsibility (AoR) and ARG GTC training initiatives. Provided coordination between TS and all services commands on matters relating to TADSS materials, services, and requirements. Develops marketing packages and materials and conducts marketing visits. Performed critical functions of leading, training, coaching, mentoring and counseling directorate's first and second level leadership and supervisors at GS-09 and GS-11 level. Mentored directorate's leaders and supervisory personnel on professional and career goals, accomplishments and related issues. Trained leaders on proper organizational management techniques to include Civilian personnel management, proper budget planning and execution as well as compliance with various Army and Federal programs, policies or areas of special emphasis.
