Property Manager and Supervisor of the Property Management Office, Department of Transportation, Harbors Division, responsible for the land management of all commercial industrial properties at all state-wide harbors including Honolulu Harbor and Kalaeloa Barbers Point Harbor on Oahu, Nawiliwili Harbor on Kauai, Kahului Harbor on Maui, Hilo Harbor and Kawaihae Harbor on Hawaii Island and Kaunakakai Harbor on Molokai and Kaumalapau Harbor on Lanai. Negotiate with maritime and maritime related corporations desiring to have its facility near the harbor. Projects completed include, development of the Domestic Commercial Fishing Village at Pier 38 at Honolulu Harbor, negotiated and drafted long term leases to United Fishing Agency and Pacific Ocean Producers. Negotiated 35 year leases at Kalaeloa Barbers Point Harbor for Hawaiian Cement’s bulk cement storage facility and Hawaii Pacific Industries coal unloading facility. Managed a 22 mile subsurface pipeline easement for the transportation of energy sources i.e. jet fuel and synthetic natural gas from Kalaeloa Barbers Point Harbor to Honolulu Harbor. Negotiated long term leases with Matson Navigation Inc. for its container handling, maintenance and shipping facility at Sand Island, Honolulu Harbor. Discussed with various corporation’s top management, planning, land requirements, lease terms and conditions and the determination of lease rent. Acquired real property consisting of 8 acres at Kahului Harbor, Maui from Alexander and Baldwin for over $8 million for the expansion the inter-island shipping facility for Young Brothers. Negotiated 35 year leases with Young Brothers Ltd. for its inter-island container and maintenance facility in Honolulu Harbor. Responsibilities included but not limited to environmental compliance of leasehold properties, acquisition of real property, finalizing long term leases with maritime entities and the collection of leasehold rentals amounting to $25 million per annum. Supervised property managers and contracts assistants. Assigned various projects to property manager’s ability to complete its work in a timely manner. Prepared and reviewed annual performance evaluations. Reviewed various plans and specifications of proposed tenant improvements with in house engineers in planning, maintenance and design. Reviewed independent appraisal reports, environmental assessments and environmental impact statements. Worked with the Environmental Protection Agency, Department of Health’s Clean Water and Clean Air offices. Conducted regular onsite inspections of all facilities and leasehold properties of all harbors for risk exposures, compliance to lease terms and conditions, federal, state and county laws, ordinances and regulations. Worked closely with the Department of Attorney General in the collection of rentals, evictions and approval of proposed leases. Attended court cases to testify, provide depositions and affidavits. Attended and conducted various meetings with harbor users and tenants.
