Managed 12 – 16 planners depending on project scope, who were assigned in various projects for the delivery of FTTH and FTTx designs.

Key Accomplishments

Resolved conflicts with UK counterparts in VM FTTH turnkey project which was on the brink of project termination on the first quarter of year 2017 by working closely and resolving issues with UK Project Manager. The UK Project Manager expressed his satisfaction on project management, gave an “exceptional performance rating” and had the project which included as-built drawing production that continued up to March 30, 2019.

Improved design quality in ITPC project by 96% and productivity by 215% thru establishing design standards and processes, standardizing design quality checklist, monitoring and publishing designers’ performance.

Conducted 5 international technical trainings to managers and engineers in India, Brazil, Mexico and Croatia where trainees gave the trainer an excellent rating

Developed 2 innovation tools (Duct Available Capacity Estimator and Automated Design Quality Assurance Checklist) which were implemented and acknowledged by Ericsson for internal use that resulted to cost savings by US$4,566.47 and US$149, 900, respectively.

Managed vendors/contractors’ project contracts, processed contractors’ project billings, resolved vendors’ project-related issues, enhanced department business processes and managed department’s budget.

Key Accomplishments:

Devised a tool for Request for Payment computation that saved 75% of RFP preparation time and ensured an accurate and consistent result.

Instrumental in consolidating and preparing the department’s annual budget for management’s approval by ensuring its funds for year’s build projects were available and well managed.

Assigned in PLDT, established and enhanced outside plant technical standards, issued type approval certificates for products that can be used in PLDT networks, accredited contractors/vendors of PLDT, and improved internal business processes.

Led 6 fiber network design engineers in the design and implementation of the SCTEX project.

Key Accomplishments:

Designed and implemented joint project of Smart, BCDA and Globe for Subic Clark Tarlac Expressway (SCTEX) spanning 94km of direct buried 72F fiber optic cable estimated at Php53M on year 2008 enabling Smart to have 60% cost savings (PhP 51M) and a very secured fiber network resiliency in North Luzon.

Resolved an issue about substandard AG cabinets from UTStarcom by fully documenting all related supporting items, proper escalation to designated authorities and collaboration with the supplier resulting to corrections of all non-compliant cabinets and extended warranty period to 5 years at no additional cost to PLDT.

One of the key players in Quality of Service (QoS) Improvement project that brought down OSP trouble index by 47% from 7.8 to 4.15 on year 2010 through rehabilitation of OSP facilities from cross connect cabinet to subscriber homes.

Planning and Engineering Transport Manager Oct 1, 2005 – Jan 31, 2008

Established department standards, processes and documentation standards, implemented fiber optic project from planning and engineering to acceptance phase, managed department database, processed contractors’ project billings, and acted as Smart SPOC for inter-company colocation initiatives.

Project managed 5 internal network engineers and 5 contractors with 2 planning and implementation engineers each to complete the planning and construction of the Loop Zero project mentioned below.

Key Accomplishments:

Engineered and project managed the Loop Zero fiber network redundancy segment project from Cabanatuan City to Laoag city with a total of 713,803 meters of fiber optic networks and delivered the project on time even though there were implementation challenges encountered during construction period.

Established in collaboration with other departments, when various teams were maintaining their own databases, the Transport Site Database, a unified database for the whole network services division that became a reliable and accurate reference to all users from engineering to operation teams.

Quality Assurance and Process Engineering Manager Jan 1, 2000 – Sept 30, 2005

Established division’s technical and business processes and ensured compliance of said processes, identified competency gaps and recommended required training for skills development.

Key Accomplishments:

Established, documented and managed 214 business and operational processes that were used by the whole division to attain cohesive and clearly defined inter-functional activities.

Key player in achieving Sarbanes-Oxley Act sub-certification for the whole Network Services Division.

OSP Engineering Senior Supervisor Feb 15, 1995 – Dec 31, 1999

Ensured quality OSP engineering plans were accurate and delivered in a timely manner, coached and supervised design engineers to produce accurate and implementable plans, evaluated and recommended for approval service contractors’ OSP design works, and coordinated with the implementation team during project implementation.

Key Accomplishment:

Developed a tool in MS excel that enabled OSP engineers to save 95% on processing time and accurate report output that listed and quantified all the OSP materials including nuts and bolts required before materials were withdrawn from Smart Warehouse.

Supervised 16 network design engineers of various nationalities to deliver secondary network extensions.

Trained and ensured productive and gainful design engineers for new employees of various nationalities like Saudi Arabians, Indians, Egyptians and Filipinos.

Devised a method that was used by the whole department on how to measure engineer’s productivity by defining measurements for secondary network extensions, buried service wire plan, revisions and as-built drawings.
