Partnership and Resource Mobilization Consultant

Orchestrate training and peer learning opportunities to cultivate and nurture strategic partnerships, building awareness of the organization, expanding functional impact, and further developing operations. Continuously elevate the quality of fundraising proposals to increase the governing body’s ability to access grant applications.

Mobilized over US$ 500,000 in grant and program support.

Established a partnership and resources mobilization department, and enable staff to run the new unit.

Tax Justice Network Africa, Nairobi, Kenya 2019 – 2021

Technical Advisor

Provided program management and strategic direction for 40+ civic societies organizations (CSOs), and oversaw governance, partnerships, policy, and external engagements for the organization’s tax and international financial architecture, tax and investment, tax and natural resources governance, and tax and equality programs. Piloted resource mobilization and strategic partnerships. Advised on project and policy program implementation and M&E program design.

Implemented administrative policies to strengthen the Tax Justice Network Africa, including organizational development, staff development, strategic planning, and reporting processes.

Steered the creation of the organization’s 2021-2025 strategic plan and spearheaded the development and launch of knowledge management systems.

Operationalized civic societies organizations regionally to strengthen the organization’s ability to promote advocacy in tax justice.

Advanced the interests, accessibility, and impact of the country’s tax collection and economic authority. Mobilized external resources and funding and cultivated strategic partnerships with like-minded entities. Researched, drafted, conducted impact analyses, and provided data-driven recommendations for tax policy.

Facilitated international resource mobilization across various donors including, the realization of US$1M in funding through the USIAD, UN Development Programme, the African Development Bank, and the Open Society Initiative of West Africa.

Piloted the organization’s first 5-year strategic plan and annual planning processes, resulting in a focus on revenue generation, compliance, human resource optimization, and IT modernization efforts.

Orchestrated domestic and international partnerships that increased the organization’s relevancy, allowing for participation in the West African Tax Administration forum, the Addis Tax Initiative and other tax jurisdictions.

Initiated several tax policy proposals escalated to the Ministry of Finance and Development Planning, most significant was a national revenue generation and resource mobilization strategy.

Provided project management role for the USAID organization’s Global Environmental Management Support (GEMS) initiative impacting Liberia’s National Bureau of Concession (NBC), Ministry of Land Mines and Energy, Forestry Development Authority, and Ministry of Agriculture. Optimized staffing, streamlined workflows, and provided technical assistance to advance organizational goals.

Piloted NBC restructuring, identifying overlap and aligning functions, and orchestrated a multi-stakeholder committee on concession management.

Supplied macro-level policy guidance in the development of a roadmap to monitor contracts.

Supported a partnership with the UN Development Programme and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), mobilizing additional technical resources and increasing productivity.

Managed the European Union (EU) funded support to national statistics program including the conduct of the 2008 National Population Censusus, the Household Income and Expenditure Survey (HIES) and others

Developed and mobilized resources for Liberia’s Private Sector Development Project (PSDP) which strengthened investment promotion, natural resources management and capacities of Small Medium Enterprises (SMEs)

Involved in data collection, analysis and ensured timely reporting of Liberia’s Millenium Development Goals (MDGs) for the period between 2019 – 2013.
