Russell has over 20 years’ experience in a lead management and consultant role, supporting projects on and offshore in the Energy industry. Year-over-year record of meeting and exceeding construction project management goals. Successful platform reconstruction leadership following hurricanes Katrina and Rita. Utilizing heavy lift cranes with static and dynamic lifts in various environmental conditions. An effective safety advocate, he has experience implementing world class health, safety, and environment (HSE) programs. He also has experience preparing, reviewing, and managing the permitting, construction, and expansion of industrial facilities, as well as designing, selecting, starting up, and operating oil and gas production systems and water treatment systems. Key Projects

Foggy Island Bay State #1 Well Site Remediation

and vegetation.

Completed remediation at the former Foggy Island

Bay State No. 1 exploration drill site approximately 20 miles east of Prudhoe Bay. The work performed

supported closure and rehabilitation of the inactive reserve pit, burn pit, sewer pit, lined fuel storage area, cellar drain pit, and gravel pad. Using available soil quality and survey data, the estimated volume of drilling waste and gravel at the site was allocated to four categories. Clean (diesel range organics [DRO]

200 milligrams per kilogram [mg/kg]), Conditional use (DRO >200 mg/kg and 500 mg/kg), Restricted

use (DRO >500 and 2,000 mg/kg), and

Contaminated (DRO >2,000 mg/kg). Gravel was

segregated into the above categories. An estimated 4,600 loose cubic yards (LCY) of drilling waste and associated E&P-exempt material was excavated;

Approximately 9,900 LCYs of foam board was

transported off-site to the Landfill. Clean gravel available on-site was used to backfill in the reserve pit, and excavation areas. Excess clean gravel,

estimated at 11,600 LCYs, was used to re-grade the site minimizing the risk of thermal degradation of underlying frozen soil, ice lenses, and massive ice. Restricted-use and contaminated gravel/tundra,

estimated at 6,800 LCYs, was transported for proper disposal. The remaining excavations were backfilled with clean gravel. The final pad grade across the

pad was topped with approximately 3 to 5 inches of organic overburden, to enhance the rate of

revegetation.

Osage Road Site

On Site IRM Phase 2–In Situ Bioreactor and

Engineered Wetlands

Stephens County, Oklahoma

Implement an interim remedial measure (IRM)

associated with the Osage Road Site. The IRM

included treatment of soils and groundwater with

residual non-reactive concentrations of perchlorate and 1,3,5-trinitro-1,3,5-triazine (cylconite or Royal Demolition Explosive [RDX]) located within a former burn pit and evaporation pond on the property. The specific scope covered by this RFP included:

Key Projects Prior

Field Construction / Production Foreman

Led reconstruction activities as Field Construction Supervisor at multiple onshore and offshore facilities setting sections of structural members for pipe

supports to entire deck sections for platforms,

installed multiple compression systems weights

ranging from 2 to 20,000 tons. Coordinated efforts of both internal team members and external resources

to maintain efficient operations and meet HSE

objectives. Supervised and mentored team of 20-30

in West Texas. Maintained record of zero lost-time due to accident or injuries for entire 4+-year tenure as well as in previous positions. Maintained continual training and rule enforcement to meet HSE goals.

Production Safety Systems Development

Enhanced and further developed a safety and

environmental management system in accordance

with 30 Code of Federal Regulations (CFR) 250,

Subpart 0 regulations. Worked with senior

leadership, safety, and compliance personnel

following the internal review of the current program to assess readiness and implement system

improvements. Improvements included in-depth

support related to compliance, personnel oversight, and training.

Safety Equipment design

Designed and Fabricated new SIMOPS Well Head

safety equipment for Oryx Land Group for production team’s well work. Worked directly with engineers for pipe design with Goodyear, earning letter of

commendation from Goodyear Akron Ohio HSE

management for safety flange design that led to

downtime savings and mitigating hazardous leak

exposure.

National Pollutant Discharge Elimination System

Monitoring and Regulatory Compliance

Led the implementation of new technologies for

offshore discharges. Handled overboard water

treatment of 100,000 barrels of water per day in the Gulf of Mexico, utilizing advanced separators, hydro- cyclone, filtration, and adsorption with activated carbon. Met the goal of 0 milligrams per liter (mg/L) proving the best available technology economically achievable (BAT) limits for oil and grease (29 mg/L average and 42 mg/L maximum) discharges could be

lowered.

Spill Remediation and Reconstruction

Responded to and investigated a spill adjacent to the National Wildlife Refuge. Investigation lead to the reconstruction of 84 flow lines and site soil

remediation. Root-cause analysis revealed welding

processes and procedures, incompatible materials,

and application of industrial coatings.

Land Management

Served as interim Company Landman in

relationships with land and minerals rights owners. Negotiated deals and trades with other companies

and individuals, assisted with contracts and

administered their compliance, prepared land for

drilling or operations and ensured compliance with state and federal governmental regulations. Assisted with negotiations in West Texas for first propane frac in the basin during cotton and other crop seasons. Served as the face of the company in remote areas

of operation. Called upon to act as liaison between landowners and the “Company.” Negotiated right of

ways for lines, roads, pads, fencing, animal

protection, site cleanup, and land maintenance

Alaska Polymer Enhanced Oil Recovery
