This position is located in the Program Management Unit, Supply Response Branch, Aviation Support Division, Aviation Supply Department, Commander Sea Control Wing, Pacific Fleet (CSCWP), San Diego, CA. The incumbent in this position functions independently as a Program Manager for specific aviation weapons systems and related materials. The section initiates, coordinates and manages action to ensure material readiness; its primary purpose being to resolve high priority Not Mission Capable Supply/Partial Mission Capable Supply (NMCS/PMCS) requisitions and material shortage requirements for all assigned squadrons and tenant commands. In addition, the Program manager, in his /her capacity as the central point of contact for specific material support requirements, coordinates/manages procurement or reservation actions for additional specific supply support programs, such as pre-deployment preparation.

Incumbent stays abreast of all planned and special program changes and schedules in order to interpret the impact on the material support mission. Expedites all NMCS/PMCS requisitions and material shortage requirements for Aviation Depot Level Repairables (AVDLRs) and awaiting parts (AWP) bit/piece/Shop Repairable Assemble (SRA) material. Incumbent passes NMCS/PMCS and other high priority requirements into the Department of Defense (DOD) supply system via on line input into the Naval Aviation Logistics Command Management Information System (NALCOMIS) and the Relational Supply (R-Supply) databases, initiation of Naval messages, telephonic contacts and U.S. mail. Monitors and maintains supply status of requisitions in NALCOMIS and R-Supply databases. Aggressively expedites delivery of material requirements by interrogating various Naval Inventory Control Points (NAVICP;s) and Defense Logistics Agencies (DLA’s) databases for availability to satisfy requirements; locates outstanding back ordered requisitions generated by other activities with the intent of diverting the material to fill local requirements. Performs research and analysis to improve supply status. Initiates appropriate actions to expedite delivery of assets and/or to resolve discrepancies impacting the validity of NMCS/PMCS requisitions. Identifies top degrader assets and drafts supply assist messages to expedited delivery of these assets. Assists Stock Control personnel in improving stock availability of critically needed material and assists in identifying procedural problems impacting NMCSW/PMCS requisitions. Performs daily stock “re-screens” to locate asset on-hand/ready for issue(RFI/on the shelf to fill outstanding NMCS/PMCS requirements. Contacts Item Managers at various type commands, industrial and commercial sources, and System’s Headquarters to solicit immediate supply support and prompt shipment of critical aviation, electronic and general usage materials to satisfy critical squadron requirements. In cases of long system lead delivery times, incumbent performs extensive research to identify alternative substitutes and/or sources of supply such as open purchase from vendors/prime manufacturers of cannibalization from stricken aircraft. Initiates documentation to obtain material from these sources. If the material is to be obtained from open purchase, incumbent works in conjunction with financial and contracting personnel to determine appropriate accounting data, complete purchase description, acceptable end price and delivery schedule.

Responsible for accurate accountability of material received from squadrons and tenant activities to the final disposition phase for returned Ready-For-Issue (RFI) and Beyond Capability of Maintenance (BCM) material from AIMD. Screens incoming NRFI from squadrons and Tenant Co9mmands (TC) for proper documentation. Ensures NRFI received matches accompanying documentation. Inducts NRFI received into Naval Aviation Logistics Command Management Information Systems (NALCOMIS) Phase II via CRT input and clears IOU’S. Forwards inducted NRFI to AIMD work centers. Monitors and forwards rejected NRFI Turn-ins to station customers and tenant commands.
