CONSTRUCTION PROJECT MANAGER, 05-2016 - 04-2022 Lenhardt Management Group: Jacksonville, Fl:

This Citywide ADA Curb Ramp Compliance Program, responsibilities include the management and oversight of the Inspection of the construction of over 37,000 access ramps to ensure compliance with ADA for the largest City in the US, over 875 Sq. miles. As Construction Manager, I oversaw and coordinated various aspects of construction projects including managing the construction process from initiation to completion, ensuring adherence to project specifications, schedules, and budgets.

RFI Response:

oReview and respond to Requests for Information (RFIs) promptly, collaborating with project stakeholders to provide accurate and comprehensive answers.

oCoordinate with the design team and subcontractors to address any discrepancies or clarification needs arising during the construction process.

Shop Drawings Submittal:

oManage the submittal and approval process for shop drawings, ensuring alignment with project specifications and design intent.

oCollaborate with architects, engineers, and subcontractors to review and approve shop drawings in a timely manner, facilitating efficient project progress.

Monthly Subcontractor Meetings:

oConduct monthly meetings with subcontractors to review project status, address concerns, and ensure alignment with project milestones.

Daily Reports:

Provided qualified construction inspectors to inspect the work to ensure that construction was proceeding in accordance with the specifications, and that work was constructed properly.

Directed the contractor on removal and replacement of defective work that did not meet specifications or was otherwise incorrectly constructed.

Reviewed and analyzed contract change order requests and proposals to determine validity thereof and recommend appropriate action to the City.

Reviewed claims and disputes and recommended necessary actions.

Reviewed and recommended for approval contract change orders and forwarded necessary documentation and paperwork to the City as to the necessity for such changes, Including substantiation of the extra costs.

Arranged for construction materials testing by third party testing laboratories and reviewed test reports to ensure that materials Installed met the requirements of the contract documents.

This position oversaw the application, administration, monitoring, compliance and reporting of contracts and grant awards from the Federal, State, Local Government and Private funding sources including but not limited to FEMA, Hazard Mitigation, Disaster Recovery, Energy Efficiency, Economic Development and Sustainability & Community Development Grants. I applied and was successfully awarded $8,203,000.00 in grant funds and simultaneously managed 98 projects without any findings from the grantors. Created SOPs for sub-recipients in compliance and grant management. Managed stimulus grants to enhance the City of Jacksonville’s productivity and assisted with the elimination of slums and blight of Public Buildings and roadways.

PROGRAM MANAGER-COMPLIANCE OFFICER: City of Jacksonville; Housing Department: July 2005 - May 2009

Assisted organizations with doing business with the City of Jacksonville by receiving and reviewing requests for funding from non-profit community service organizations, small businesses, and others for assigned federally funded grants and programs: verified eligibility requirements; provided technical assistance, guidance and direction to sub-recipients regarding required forms and documentation; participated in review and recommendation of projects and programs; ensured applications complied with all applicable rules, regulations, policies and procedures. Monitored awarded funds and programs: managed and maintained financial and accounting databases and systems; prepared and monitored execution of contracts and agreements; conducted site visits; monitored and reviewed documentation, projects, and funds allocations to determine compliance with contract and local, state and federal rules and regulations; and prepared and submitted related reports as required by granting agencies. Also assisted organizations in building capacity, creating SOPs, instituting strategic management plans, and defining and implementing cost containment. I oversaw the application, evaluation, administration, monitoring and compliance of contracts and grants from Federal, State, and local Government including HOME, SHIP & Community Development Block Grants in excess of $75,000,000.00. PROCUREMENT & COMPLIANCE MANAGER-PROFESSIONAL SERVICES (COJ): Aug 1992 – July 2005

Served as the Front-Line Program Manager for the day-to-day operations of the Professional Services Unit in procurement for over 13 years. This position developed specifications, evaluated proposals, and recommended awards to the Mayor and Professional Services Committee for the Public Works and other City Government Departments. This position also managed departmental cost containment, clerical supervision, personnel management, logistics and the assurance of compliance, integrity and safeguarding of the bidding process.
