Selected Career Highlights in Educational Leadership

Dr. Eddie Ingram was named Superintendent for the Berkeley County School District in Darlington, SC in August of 2017. Under his leadership, Ingram has begun a continuous process to develop a community consensus group to identify skills that students need to be successful in the 21st Century. These skills include the 4 C’s (collaboration, communication, critical thinking, and creativity). Ingram also led the initiative to collaboratively develop “Work and Life Skills” and a new mission and vision for Berkeley County Schools.

Ingram returned to Franklin County Schools (NC) a second time as Executive Director of Curriculum in 2005 and later was named Superintendent in 2009. Under Ingram’s leadership, the district realized an 18% increase in graduation rates, a 1.5% reduction in the dropout rate, a 12% improvement in academic achievement at Louisburg Elementary (school with the highest and fastest growing Hispanic population), and moved two high schools from state “Turnaround Status” to “Schools of Distinction.” Through emphasis on “Positive Behavior Support,” Franklin County Schools reduced suspension rates by 34% in two years.

Ingram also wrote and received a $350,000 grant from the Gates Foundation (New Schools Project) to open a new Early College High School in January of 2009. Working with county commissioners, Ingram and staff secured funding to build a 12 classroom structure adjacent to the community college, and he collaborated with Novozymes, a world-renowned biotechnology company in Franklin County, to form a partnership to support STEM education at the early college and eventually all 15 campuses.

Prior to his appointment to the superintendent’s position, Ingram’s track record demonstrates improved student achievement in each of the four schools where he was principal. This includes a 51% improvement in writing achievement at D. S. Johnson Elementary School (Title 1 School - over 90% African-American Student Body and nearly 95% of the students receiving free and reduced lunch). On the other end of the spectrum, Ingram and his staff improved an already high performing Currituck High School from a performance composite of 80% in student proficiency to 85.4% in student proficiency in two years.

During his career, Eddie has made many presentations and has been a speaker at state and national conferences. Presentation topics have included but are not limited to: professional learning communities, educator evaluation processes, and increased student achievement. For his work, Dr. Ingram has been honored to receive three unsolicited promotions and was hired a second time by two different districts in higher level capacities.

Employment History

2021-2022 Interim Superintendent, Elizabeth City-Pasquotank Public Schools, Elizabeth City, NC. Provided professional development for the Board in the area of shared values and protocol development. Began community conversations regarding a bold vision and mission for the community. Provided extensive written recommendations to the board and the new superintendent.

2017- 2021 Superintendent, Berkeley County Schools, Moncks Corner, SC. Berkeley County Schools is a rapidly growing, diverse district serving over 37,000 students and 47 schools. Over 40 languages are spoken by our students. The total budget for the district is nearly 400 million dollars including state, federal, and local sources.

2013-2017 Superintendent, Darlington County Schools, Darlington, SC. Darlington County Schools is a diverse district with a student population of just over 10,000. The District’s Budget is approximately 90 million dollars, including state, federal, and local sources.

2009-2013 Superintendent, Franklin County Schools, Louisburg, NC. Franklin County Schools is a diverse district with a student population of 8600. The Budget is approximately $70 million dollars. Franklin County Schools employs about 1000 people and is the largest employer in the county. Began my tenure as Interim Superintendent in June of 2009 and was promoted permanently to the post in October of 2009. Ingram retired from NC service in 2013 to assume the Superintendent’s position in Darlington, SC.

2005-2009 Executive Director for Curriculum and Instruction, Franklin County Schools, Louisburg, NC Led the effort to improve instruction and student achievement in all 14 schools. We added the Early College High School campus in 2009.

2003-2005 Principal, Currituck County High School, Barco, NC. Planned, organized, and led a comprehensive curricular and extra-curricular program for an 1150 student high school. Student achievement improved (see selected highlights section) intentionally through adding AP courses, increasing the enrollment in honors courses, and implementing a freshman academy program.

2000-2003 Executive Director for Secondary Instruction and Personnel Director, Nash-Rocky Mount Schools, Nashville, NC. Led the district initiative to move from a hodgepodge of grade levels in the schools to a Pre-k – 5, 6-8, 9-12 structure. Also we planned and opened a middle college high school. In the personnel department, I coordinated recruiting and retention efforts for the district. I also performed the duties of county athletic director for the four high schools and five middle schools.

1999 (Sept.) – 2000 (Dec.) Consultant/Section Chief, North Carolina Department of Public Instruction, Raleigh, NC. Revised and disseminated the Performance-Based Licensure process, new teacher orientation programs. After being promoted to Section Chief, I supervised the state review of teacher education programs for 47 colleges and universities in North Carolina, and reported the results to the Education Oversight Committee of the NC General Assembly. I also supervised consultants who implemented the statewide teacher and principal of the year programs, and National Board Certification applications for NC teachers.

1997-1999 Principal, Louisburg High School, Franklin County Schools, Louisburg, NC. Planned, organized, and led a comprehensive curricular and extra-curricular program for a 600 student high school. Student achievement improved (see selected highlights section) intentionally through staffing changes and curriculum monitoring. I wrote and received a “Service Learning Grant,” one of three individual schools to be awarded the grant statewide. Louisburg High was recognized as a “National Service Learning School” as a result of grant implementation. I was a finalist for “Principal of the Year” for Franklin County Schools during the 1998-99 school year.

1996-1997 Principal, Roanoke Rapids High School, Roanoke Rapids, NC. Planned, organized, and led a comprehensive curricular and extra-curricular program for an 850 student high school. Student achievement improved (see selected highlights section) intentionally through staffing changes and curriculum monitoring. In Conjunction with the Assistant Superintendent for Curriculum, we developed a “Teacher Discourse Matrix” designed to analyze the quality of teacher questions and student interaction.

1993-1996 Principal, D. S. Johnson Elementary School, Nash-Rocky Mount Schools, Nashville, NC. Planned, organized, and led a comprehensive curricular and extra-curricular program for an 800 student Title 1 elementary school. Student achievement improved (see selected highlights section) intentionally through staffing changes and curriculum monitoring. We implemented a year-round track to accompany the traditional calendar, and in addition to math, reading, and writing instruction improving, the “Odyssey of the Mind” team won the state competition and placed 9th in the world competition in Knoxville, TN. I was a finalist for the “Principal of the Year” in Nash-Rocky Mount Schools during the 1994-95 school year.

1991 (Nov.) – 1993 (July) Assistant Principal, West Lee Middle School, Lee County Schools, Sanford, NC. Managed student discipline and transportation for 925 middle school students, and conducted staff evaluations. I coordinated and managed the change from a junior high to a middle school model in the summer of 1992.

1988-1991 (Nov.) Teacher, Northern Nash Senior High School, Nash County Schools, Nashville, NC.

Taught American literature and Latin and was named “Teacher of the Year” for NNSH in 1991. I coached the women’s varsity basketball team for one season and served on various committees.
