PROFESSIONAL WORK EXPERIENCE

Institutional Research and Evaluation—(1992 to Present)--Currently serving as the Director of the Office of Research and Evaluation for an urban school district serving approximately 15,000 students in grades pre-kindergarten through twelfth. Served three years as a Reviewer in Divisions H and L of the American Educational Research Association (AERA). Served as a Panel Discussant one year for Division H of AERA. Served as lead evaluator on a 21st Century Grant. Served as lead evaluator on Hampton University’s Worldview Alliance for Business and International Education grant. Served as a Review Panel Facilitator for the U.S. Department of Education. Participated in a roundtable discussion sponsored by the Education Task Force studying the status and needs of African-American Males in the Commonwealth. Co-chaired the Enrollment Projection Committee of which a major study was developed, conducted, written, and presented to Cabinet, School Board, and at the Regional Virginia Education Research Association Conference. Analyzed and interpreted data collected as part of a two-year study sponsored by a university research association. Contributed to the writing, editing, and data analysis of research findings submitted for publication and recognition by the Virginia Educational Research Association and the American Educational Research Associate. Published in the area of at-risk students. Served as a consultant to doctoral candidates seeking assistance with research design, statistical analysis, and issues relating to internal and external validity, reliability, and data interpretation. Responsible for designing surveys and evaluation instruments, collecting and analyzing data, conducting evaluations and preparing needs assessments. Assisted with the development of several studies and evaluations of which the results were presented to the School Board and other audiences of interest. Planned and conducted a variety of evaluations: descriptive, formative, summative, impact, outcome, process, and product. Served on several committees as a research consultant (e.g., Strategic Planning Team; Curriculum & Instruction; School Improvement Process; Grants; Technology; and District Parent Advisory Council). Worked closely with school improvement teams in an effort to assist with the writing of objective outcome measures and the setting of benchmarks.

Supervision and Management—(1993 to Present)--Director of the Office of Research and Evaluation for pass twenty years. Supervised five (5) staff members in the Office of Research. Supervised the administration of the Summer Literacy Passport Testing Program. Responsible for training supervisors, test coordinators, and teachers in test administration and security. Responsible for coordinating and overseeing the system-wide evaluation program assessing the impact of all educational programs on student achievement. Responsible for coordinating the completion of all State reports. Instrumental in the development of a division-wide performance report card. Developed, coordinated and facilitated all Title I parent in-service activities and workshops of interest to parents. Responsible for the planning & development of the Parent Resource Center activities. Designed and served as editor-and-chief of a quarterly Parent Newsletter. Served as a resource person to principals, teachers, and guidance counselors assisting them with improving and maintaining a strong parental involvement program.

Computer and Database Management—(1993 to Present)--Served as a computer expert/technician while functioning in various capacities within various organizations. Possess a strong background in computer hardware and software utilization. Responsible for maintaining Title I student database, extracting and manipulating data to complete mid-year and annual evaluation reports. Assisted with the extraction of pertain information from the school system’s database in order to complete various state and district level reports (e.g., vocational education report; graduate report; OAP report; enrollment projection report; school profile booklet; SAT report; etc.). Received formal training with the following: Achievement Series Assessment Software; Harvard Graphics; Access; Condor; Abacus; ScanTools; SAS; and SPSS. Proficient using computer platforms (e.g., PC or MAC).

Secondary and Higher Education—(1987 to 1993)--Functioned as an adjunct psychology professor at Texas A&M University and Tidewater Community College (i.e., Norfolk Campus). Planned and conducted classroom lectures, discussions, and examinations. Conducted research for course design and implementation. Also taught at-risk and special needs students’ in an urban public school district. Served as an internal consultant to school principals, teachers, and school improvement teams in planning and developing survey instruments.

Employee Training—(1989 to 1994)--Served as an assistant training coordinator for a North Carolina municipality consisting of 1700 employees. Coordinated training and development activities to align with organizational policies and changes such as Commercial Driver's License, Adult Basic Education, computer literacy, defensive driving, and tuition assistance. Responsible for evaluating and reporting on the impact of various programs. Developed workshops and presentations for various audiences including city employees, city council, citizens, principals, school board members, teachers, school improvement teams, and sales associates. Workshop topics have included the administration and interpretation of national standardized tests, the appropriate use of data to enhance school improvement and student achievement, interpreting standardized test results, practical study skills to teach students, effective supervisory skills, customer service, new employee orientation, workplace literacy, and substance abuse in the workplace, etc. Presentation topics have included results of research projects, impact of performance on the commercial driver’s license test as a function of Adult Basic Education training, district’s achievement data, and the interpretation of test scores for student/classroom improvements.

Retail Management—(1986 to 1987)--Managed a shoe store consisting of seven employees. Management duties included inventory control, merchandising, employee scheduling and supervision, training, general accounting, customer service, and maintenance of the facility.
