• SRR Design Review Lead for a program. Used MBSE techniques to create visual linkages from mission scenarios to mission, system, and some segment threads to demonstrate our understanding of the Government requirements and their decomposition. • Was considered the “go-to-person” for quickly writing quality ICDs for programs that discovered they were missing required them for their upcoming design reviews. Constantly received accolades for my ICD writing ability for both system/segment/payload internal and SoS, systems, and segments external ICDs.

• Led teams of 15 members proposing updates to existing ICDs for capturing external interface behaviors supporting time sensitive ISR TCPED satellite operations.

• Developed a “perspective focused” approach for writing and executing I&T test plans/procedures extending concepts learned during Government acquisition training. This approach uses different personnels’ perspective, e.g., satellite operator, maintenance, security, support, training, and launch support.

• Mentored 10 variously skilled specialist on how to write test procedures, how to conduct a test readiness review (TRR), and how to successfully execute a test event. Team feedback was, “This is the first time anyone showed me how to do this. Now I understand why you had us build the system the way you did.”

• Authored test plan and procedures for security requirements leading to the first FQT in 5 years on the Mid- Band IR Next Generation Jammer Pod. Verification and Validation (V&V)

• Considered the sector’s “go-to-expert” on verification receiving numerous accolades from leadership.

• Developed a technique for early definition of requirement’s verification strategies starting at SRR. The strategy defines the proposed test environment, test inputs, a short execution description, requirement’s verification artifacts, and success criteria. At a SRR event, the Government’s CE said, “This approach helps me to understand if we wrote good requirements, and if it conveys the meaning we wanted. Good job.”

• Team Lead for an independent anomaly resolution team of ~ 40 specialist tasked to resolve an intermittent, but critical satellite payload anomaly detected during TVAC testing. Worked with all levels of experts across different skill domains to create a fish bone diagram with 64 bones that facilitated finding the root cause of the intermittent payload problem.

• Leveraged MBSE activity views to describe the proposed verification strategies for customer feedback.

• Led and co-authored Customer approved requirements verification plans (RVPs). RVP was mapped to each system requirement with defined verification strategies, test environment, and success criteria for CDR.

• Development test (DT) co-lead during testing and author of the final VCRM report for a DARPA/Army UAV ground auxiliary program.

Model Based System Engineering (MBSE), Mission Engineering (ME), System Threads Architect

• SEIT Lead/Architect for a think-tank tiger-team that won the 2018 Simon Ramo Award for System Engineering Excellence. On a DARPA Study, I architected, and my team defined the proposed behaviors of a revolutionary SoS needed to combat a new national threat.

• Developed Rhapsody models, DoDAF models, and Use Cases exercising end-to-end mission and system threads to demonstrate an understanding of requirements, capabilities benefit, CONOPS, and opportunities. The program’s PM, a 2-star USAF general, stated, “Now I understand what is so special about this space program. Your diagrams and explanation made it understandable. Can I get copies of these charts and permission to present them to Congressional committees?”

• Leveraged MBSE activity views to develop a comprehensive testbed demonstration highlighting our unique approach to meeting mission needs for customer and their customer’s feedback.

• Co-authored updates and configuration control of the MBSE Model capturing the Key Management Server

(KMS) Server to KMS End Crypto Unit’s (ECU’s) behaviors, thereby providing architecture diagrams, interface diagrams, and behavior diagrams for multiple SDRLs required for NSA certification. SoS/System Concept of Operation (CONOPS) and Operational Concept (OPSCON) Definition

• Co-author for an ISR space-based radar system's SoS CONOPS defining eight global scenarios highlighting different and unique aspects of system operations and their benefits to the user community. The use of these scenarios allowed us to demonstrate the benefit of our unique satellite design approach.

• Acknowledged sector expert for developing and exercising mission and system threads helping to reduce the risk of late program discovery of needed behaviors and operationally derived requirements. These threads were used on cross-domains, e.g., satellite, satellite ground, UAV ground, UAVs, MAVs, and mobile USAF/USA mobile ground systems.

• Authored and co-authored several CONOPS from large satellite constellations down to a Russian anti- HIND Air Defense explosive driven laser round ammunition for the M203 grenade launcher and expended STINGER shrouds.

Chief Engineer

• Co-chaired the Engineering Review Board (ERB) with the Government’s Chief Engineer. Experience at running CCBs, ERBs, and TRBs for programs in different phases of their life cycle.

Strategic Planning Skills and Proposal Support Skills
