Directs and oversees the daily operation of the human resource department which includes being responsible for personnel recruitment, including job descriptions, postings, resume screening, interviewing, and testing, reference checks, pre-employment physicals, recommendations for hiring, prepares appointment/rejection letters and conducts orientations with new employees.

Recommends, formulates, communicates, implements, and interprets policies and procedures for all matters affecting city personnel in compliance with applicable federal and state employment laws and regulations, personnel policies and collective bargaining agreements. Works independently with city labor and employment counsel as necessary.

Responsible for human resource administration, including maintenance of personnel files, leave and attendance files, job descriptions, and position evaluation and classification.

Responsible for the dissemination and enforcement of employment laws and policies.

Ensure that all aspects of the hiring process are conducted in compliance with civil service laws; generates lists; certifies applicants and requests lists.
