Project Manager for State of Maine solicitation/contract development, Consultant Feb 2021-Oct 2021

I spearheaded the research, development and creation for the solicitation for the State of Maines’s division of Liquor Licensing and Enforcement. They needed to implement an end-to-end licensing and enforcement solution to address transactional licensing needs, reporting, mobility for liquor licensing inspectors, and elimination of paper - digitizing paper-based files within a modern framework to serve as a historical record.

The research, information and recommendations I provided aided in determination of the type of contract best suited for the requirements.

The solicitation package created promoted competition by ensuring the specifications were clear and complete and adhered to contracting regulations as well as aligned with the intended outcomes for the solicitation.

I created and prepared the relevant determinations and findings to leverage upon receipt and evaluation of proposals/quotations, along with price/cost analysis alignment to our government estimates.

The solicitation to be put out to the public needed to include creating a public facing self-service portal where licensees and applicants can manage their licenses. This was a complete re-engineering of the processes, technologies and capabilities, as envisioned by the State of Maine.

I leveraged my knowledge of a variety of contract types, such as Firm Fixed Price (FFP), Time and Materials (T&M), and Cost plus Fixed Fee (CPFF), in an effort to assess and plan the procurement.

The research and recommendations that I provided led to successful determination of the contract type, promotion of competition and alignment with contracting regulations.

I worked for the Director and Deputy Director to plan the solution strategy, to clear roadblocks, and to provide status to the Director and overall Stakeholder team.
