Performs work in conjunction with project and construction management, programming/base development, and/or operations and maintenance (O&M) functions. Manages construction projects for new construction, renovations, and improvements to real property facilities from start to finish, including the performance of pre-construction site surveys all the way to completion of as-built drawings. Responsibilities:

1. Performs design work for new construction, renovation, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of civil, mechanical, and electrical engineering. Design projects are related to a wide variety of facilities and infrastructure systems, including: earthwork; airfield and roadway pavement systems; family and bachelor quarters, high and low voltage electrical systems; heating, ventilation, and air conditioning (HVAC); water and sewage (plumbing); fire suppression; control and alarm systems; etc. which interface with other engineering specializations.

2. Interprets and adapts traditional methods and approaches in developing design calculations, layouts, drawings, and specifications that support project objectives and standards. Prepares conceptual studies and sketches that indicate pertinent design features, material, equipment, and specifications.

3. Develops cost estimates and time schedules (ROM/BOM).

4. Reviews and analyzes preliminary and final designs, plans, and specifications for technical efficiency and adequacy. Prepares necessary correspondence, technical reports, contract documents, fact sheets, and status. Prepares or oversees the preparation of final construction drawings.

5. Coordinates all design phases with appropriate managers and staff elements. Maintains current engineering data for assigned projects. May act as a project liaison with Army Corps of Engineers or other design agencies as required to gather information, objectives and action items to be presented to the COR in order to gain direction from the Government.

6. Prepares architect and engineer (A&E) statements of work (SOW). Provides technical review of A&E design calculations, cost estimates, analyses, drawings, and specifications to ensure compliance with project requirements. Presents technical review comments to the COR in order to gain direction from the Government. Serves as a technical representative for negotiation and/or administration of contracts.

7. Coordinates projects with engineers in other disciplines or with architects. Applies knowledge of other disciplines to determine coordination required to ensure all design considerations have been addressed.

8. Monitors and/or manages site staff and ensure necessary authority and resources are available to effectively carry out new construction, renovations, improvements to real property facilities, including utility systems, utilizing a professional knowledge of engineering.

9. Oversees projects which on a recurring basis include work on airfield runways, utility systems, base utility plants, aircraft maintenance shops/hangars, recreation facilities, administrative offices, dormitories, etc.

10. Uses computer/ computer software such as information management programs (e.g., Microsoft Office), computer aided design and drafting (CADD) programs (e.g., AutoCAD, and project tracking programs (e.g., Microsoft Project) and other engineering design calculation software packages to solve engineering problems with solutions presented to the COR in order to facilitate work.

11. Complies with health, safety and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Ensures deferral and local codes concerning health, safety, and environment are strictly adhered to in the programming, design, and construction of real property facilities.

12. Understands and abides by the standards set forth for ethical behavior and integrity as detailed in the Code of Business Conduct.

QC MANAGER, Parsons 03/2020 to 4/2022

Work as Alternate Contractor Quality Control System Manager in conjunction with project and construction management of quality at Bucholz Army Airfield Runway Repair Project, Kwajalein Atoll, Republic of Marshall Islands.

Bucholz Army Airfield Repair is a design-bid-built renovation project with phasing to accommodate a fully active runway throughout the entire duration of renovation. Works include demolition and replacement of various components of the airfield, including concrete at thresholds, operation, and hot spot aprons by slipform concrete. Surface milling and asphalt paving on main runway and taxiways. Widening of the main runway. Removal and replacement of junction can plazas, runway end and edge lights, PAPIs, REILs, and signs. Installation of new electrical conduits inside duct banks. Excavation and dewatering of trenches. Manage construction of NAVAID building. Additional works includes installing potable and non-potable water line systems, lined water catchment and drainage system, airfield pavement markings, runway and taxiway lighting systems, electric vault, and an airfield electrical distribution system along with upgrading airfield navigation aids for flight operations.

Responsibilities includes.

Overall implementation of the Contract Quality Control Plan and the three-phase Quality Control process.

Review and approval of daily reports.

Attending and ensuring proper scheduling of preparatory, initial and follow-up phase inspections.

Assigning and scheduling personnel for shop visits of fabricators and suppliers.

Prevent, stop, or correct Quality Control deficiencies, defective work, or noncompliance.

Supervise/monitor quality control of materials and installations done by subcontractors on concrete, asphalt, soil, electrical, and mechanical works. Works with the client’s representative in quality assurance tests of all the finished works.

Exercise “stop work” authority when required to prevent performance inconsistent with contract documents.

Investigate, research, define, and isolate quality problems and participate in their resolution.

Initiate and maintain Quality Control and EM-385 records, review procedures, and monitor documentation for completeness, accuracy, and compliance with contract requirements.

Review submittals, monitor and update the submittal register.

Ensure that as-built drawings (redlines) are accurately maintained.

Monitor work of Special Inspectors, laboratories and batching plant to ensure it operates in compliance with applicable ASTM, ACI, USACE standards, and subcontractor’s Quality Control.

RESIDENT ENGINEER/CONSTRUCTION MANAGER, AECOM 02/2012 - 12/2019

- Work as Resident Engineer/Construction Manager in conjunction with project and construction management of DC Water FY 2010-2019 Capital Improvement Project, Micro tunneling, Road Rehabilitation and Small Local Rehabilitation.

- Also work as Quality Inspector in conjunction with project and construction management of the Department of State Overseas Building Operations responsible for the Quality Assurance (QA) of the Roofing and Facades Renovation of US Embassy Personnel Housing Compound at Sablieri, Libreville, Gabon, Africa.

Organize and manage a team of supervisory staff in monitoring contractor’s works and materials used in fulfilling the requirements of the project contracts, drawings, and specifications.

Water Treatment Plant Sedimentation Basin and Access Road Improvement - Department of Public Utilities, Richmond. Construction of new access roads and infrastructures. Demolition and replacement of four sedimentation basins with its infrastructures.

UTILITY ENGINEER/INSPECTOR, Washington Suburban Sanitary Commission (WSSC)/PHOENIX Engineering 01/2009- 0 2/2012

Oversee temporary traffic control implementation. Monitors contractor’s QC works. Manage construction of storm drains, sidewalks, street lighting and markings, along with coordinating with utility companies on ongoing works to protect, and underlying embankment. Remove and replace existing sewer line. Backfill using approved materials and compact. Re place subgrade, and aggregate layers. Laid out new hot mix asphalt pavement. All works and materials shall be following the project contract, drawings, and specifications.

- Woodmore Town Center and Road Project. Convert 260-acre wasteland into a town center. Construct 10,000 linear feet of interconnected full depth asphalt roads and box culverts. Install complex water distribution and sewer collection system including directional tunneling for 16” carrier DIP within a 48” steel casing. Construct residential condominiums, townhouses, Costco, cinema theater, banks, gas station and commercial/retail buildings.

- Annapolis Road (MD 450) Four-lane Asphalt Pavement Rehabilitation and Waterline Replacement Projects.

CIVIL ENGINEER, ECS Mid-Atlantic LLC 05/2008 - 01/2009

Project – New American University School of International Service Building,

Conduct quality assurance and quality control on materials incorporated into the construction of the building with the new asphalt parking area.

Responsible for the design of street grades, storm drain, street trees and lights. Design water distribution and sewer collection systems on new subdivision projects. Worked with land development designs on various Fairfax and Alexandria County projects.

Responsible for the land design of single-family dwellings including demolition, site grading, storm water management, landscape, erosion, and sediment controls. Specify required QA/QC inspection and testing requirements. Manage responses to field discrepancies and render opinions on Request for Interpretations (RFI)/Request for Clarifications (RFC). The scope of the work includes pre-construction surveys of cell sites and access roads. Design access roads and their infrastructures. Monitor and manage construction of GSM and SRS cell sites throughout the kingdom of Saudi Arabia. Project is for the Telephone Expansion Project 6 of the Ministry of Telephone and Telegraph, Saudi Arabia.

Scope of Work includes QA/QC of tower erection, cabling, antenna installation, erection of shelters to house transmission cabinets, installation of solar panels/batteries, and construction of access roads and infrastructure. Maintain mark-up or As-Built drawings. Monitor rejected and unsatisfactory work. Prepare non-compliance report for Contract Manager’s review. LABORATORY PAVEMENT SPECIALIST - AAROTEC/Airways Engineering Associates, Mongolia 07/1994-06/1997.

Construction management of a thirty-nine million ($39 million) US dollar rehabilitation project jointly financed by the Asian Development Bank and the Aviation Authority of Mongolia.

Scope of Works included QA/QC of runway surface milling, hot mix asphalt overly, widening and extension of runway, demolition and replacement of existing asphalt taxiways and concrete aprons, construction of additional taxiways, rehabilitation of main terminal, cargo buildings, and airfield lighting. Installation of two new jet bridges. Construction of new airport traffic control tower, hangar, and power plant. Ensure all these QA/QC tests follow the project specifications, drawings and contract.

Set up and manage concrete testing laboratory. Ensure that the laboratory operates in compliance with ASTM, ACI and FAA standards for testing and laboratory certifications.
