Over 30 years of experience in design build, as well as design bid-build projects, from start to finish. I have specialized as a Construction Operations / Senior Project Manager for EPC firms self-performing portions of the project scopes and who are responsible for the onsite construction management for all trades for all construction divisions, regardless of them being performed by subcontractors or in-house crews. This has given me the chance to manage individual projects up to $700 million, and project portfolios totaling over $1 billion. Projects and programs managed by me have amassed over 35 million safe employee hours without lost time.

I have worked in multiple US states, US Virgin Islands, as well as in Afghanistan, Djibouti Africa, Iraq, Germany, Romania and Qatar.

My experience includes residential, commercial and industrial construction. Residential ranges from custom single family to track homes as well as high-density like apartments/condos and dormitories. Senior Program Manager, USVI, November 2017 to March 2020 Responsible for developing and implementing a construction project/program management division under the company’s disaster response division.

Project:

Virgin Island Housing Finance Authority “Emergency Home Repair V.I.” (STEP), US Virgin Islands, $700M FEMA Reimbursable Contract. Established the program management framework for this home repair program. Consulted VIHFA in the development of the program’s solicitation documents. Assisted in the Prime Contractor selection process. Managed all preconstruction phase activities. Responsible for recruiting and managing the program team of approximately 120 managers, engineers, specialists and inspectors. Accountable for the oversite of two Prime Contractors (AECOM and APTIM) with up to 15 general contractors working on 3 islands. Oversight of all program phases from program public announcement and advertising to applicant intake, individual scope of work development, funding coordination, construction progress and quality assurance to safety management. Vice President Construction Operations Eastern Europe/ Southeast Asia/ Middle East / East Africa (2009 – 2017) Responsible for client management at the local and headquarters levels. Project consisted of the green field construction of two (2), two story dormitories. Each building’s finished area exceeding 118,000 square feet. The design closely resembled an extended stay hotel consisting of 103 individual suites of 2 and 4-bedroom design. Each suit is equipped with individual vanities per room, 2 toilet rooms and 2 bathrooms as well as a kitchenet and seating area. Other building amenities included 3 day/tv-rooms, 6 laundry rooms and visitor toilets. Construction method is cast-in-place concrete frame with reinforced, grouted, masonry block interior and exterior walls. Building Management System with fire detection and suppressions systems, inclusive of a FM200 for communications and electrical rooms. Associated site utilities installed included (Water potable and fire, Sewer, Electric, and Communications) and connected to existing base-wide utilities. Other site improvements include storm drainage, sidewalks, parking lots and site lighting. Post contract closeout Claim $15M submitted.

Construction of Coalition Compound Billeting (CCB), AUAB, Qatar, $45,273,000. Firm Fixed Price Design Build Contract. USACE Managed the project management staff of 53 consisting of Project Manager, HSS Manager and staff, Quality Control Manager and staff, Construction Managers/Superintendents and staff, Trade Engineers, Scheduling Manager and staff and support personnel. Civil, Structural, Architectural, MEP and specialty subcontractors with a combined workforce of over 1,100 workers direct labor and 105 managers, engineers and support staff at peek ramp.

Construction of twenty (20), two story soldier barracks with 74 double occupancy rooms, 2 male and 1 female communal bathrooms (sinks, showers, toilets), storage rooms, utility room, electrical room, communications room and mechanical room. Each building finished area exceeded 32,000 square feet each. Construction is Structural Steel Frame with Pre-cast concrete panel exterior walls covered with insulated metal panels (Sandwich panels), and steel stud with gypsum board interior walls. Building Management System with fire detection and suppressions systems, inclusive of a FM200 for communications and electrical rooms. Associated site utilities installed included (Water potable and fire, Sewer, Electric, and Communications) and connected to existing base-wide utilities. Replace CFH Chiller Pumps at Al Udeid Air Base, Qatar, $1,728,000. Firm Fixed Price Design Build Contract. AFCEC. Managed the project management staff of consisting of Construction Manager/Superintendent/Mechanical Engineer, HSS Manager, Quality Control Manager, Scheduler. MEP and specialty subcontractors with a combined workforce of over 65 workers direct labor and 10 managers, engineers and support staff at peek ramp. Repairs and upgrades to chiller water system, and installation of a Direct Digital Control System

(DDC). Work consisted of engineering studies of the existing system, enhancements in the cooling capabilities of the systems, and optimizing the systems operations. Afghanistan Defense University (ADU) Campus, Kabul Afghanistan. $84M. Cost Plus Fixed Fee, Design Build Contract on a Brown Field Site. AFCEC/AFCEE. Managed the project management staff of 62 consisting of Project Manager, HSS Manager and staff, Quality Control Manager and staff, Construction Managers/Superintendents and staff, Trade Engineers, Scheduling Manager and staff and support personnel. 2 Demolition, 3 Civil, 3 Structural, 3 Architectural, 3 MEP and specialty subcontractors with a combined workforce of over 3,200 workers direct labor and 300 managers, engineers and support staff at peek ramp.

Demolition of all structures and infrastructure on 75 hectares of land at the ADU. Following demolition, over 50 buildings were constructed, including: Page 6 of 8

Lecture buildings; Classroom Buildings with laboratories; Administration offices; Student dormitories; Multipurpose Theater with seating for over 1,500; Dining facility with kitchen; Gymnasium with four basketball/volleyball courts; Campus health clinic; Military support garrison with barracks, administration buildings, armory and warehouses; Water Production Wells, Water Treatment Plant with 350,000-gallon concrete storage tank; Wastewater Treatment Plan; a 6MW Central Power Plant with 250,000-gallon Bulk Fuel Storage; Vehicle Maintenance Building with work pits and 10-ton overhead crane; and a vehicle wash rack. Managed the project management staff of 58 consisting of Project Manager, HSS Manager and staff, Quality Control Manager and staff, Construction Managers/Superintendents and staff, Trade Engineers, Scheduling Manager and staff and support personnel. 1 Demolition, 4 Civil, 4 Structural, 4 Architectural, 5 MEP and specialty subcontractors with a combined workforce of over 3,800 workers direct labor and 400 managers, engineers and support staff at peek ramp.

Project consisted of demolition of all structures and infrastructure on 10 hectares of land at the KMTC. Following demolition, over 20 buildings were constructed, eight of which are 4-stories. In addition, a dining facility and Gymnasium with four basketball/volleyball courts were also installed. Additional construction consisted of water treatment plant, full utilities and infrastructure. Additional $13M in contract modifications.

Responsibilities similar to dose stated above, but more focused on daily operations as they pertain to construction, quality control, safety and security. Managed budgets and schedules for each project. Produced daily and weekly reports for client and home office. Projects in Northern Iraq (Al Kasik) included construction of a 20 bay and a 5-bay vehicle maintenance facility (VMF), Vehicle fuel station with storage. Two headquarters buildings, Dining facility with kitchen, and eight one-million-gallon epoxy lined build on site steel water storage tanks. 10kw generator power plant, base wide 11kva overhead power grid with 9 substations. GPC Project (Washington, Indiana). CDK Contracting Company was awarded the supply and installation of utility, process and rack piping for the syrup, spirit alcohol and malto-dextrin systems at Grain Processing Corporations new GPC II wet corn milling facility in Washington, Indiana. The project consisted predominately of schedule 5 and 10 stainless steel piping with a small quantity of carbon steel. In addition to the piping systems our scope included the installation of concrete housekeeping pads, pumps and conveyers as well as a railway scale.
