Health, Safety, Security, Environmental Director

As Health, Safety, Security, and Environment (HSSE) Director for a liquefied natural gas (LNG) plant it was crucial to ensure the safety, security, and environmental sustainability of the facility. My primary responsibilities were:

Responsible for the development and implementation of comprehensive HSSE policies and procedures that comply with all applicable laws, regulations, and industry standards. All HSSE policies and procedures shall also be in alignment with strict Venture Global LNG’s Corporate and Operational Plant’s goals and objectives.

Responsible for conducting thorough Risk Assessment to properly identify potential hazards and risks associated with the operations and storage of LNG plant operations. Identified and developed risk management strategies to mitigate identified risks, including implementing appropriate control measures, training programs, and emergency response plans.

Effectively stayed up to date with all Compliance and Regulatory Oversight relating to all health, safety, security, and environmental regulations and ensuring compliance with these regulations within the LNG plant. Maintained and tracked an understanding of industry best practices and benchmarking to ensure continuous improvement.

Developed, implemented, and monitored Health and Safety Management programs to prevent accidents, injuries, and occupational health hazards. This included conducting safety audits, inspections, and investigations to identify and resolve any safety concerns.

Developed and presented all HSSE related training to ensure proper education and exchange of information between parties. Performed random safety audits and inspections to effectively gage and promote a strong safety culture through acknowledging the amount of knowledge and understanding of our effected audiences.

Developed and implemented Environmental Management strategies to minimize the environmental impact of LNG plant operations on our environments. Developed Emergency Preparedness and Response plans and procedures to address many potential incidents or accidents within the LNG plant. Ensured that all the appropriate emergency response resources, equipment, and training are in place to effectively manage and mitigate multiple types and sizes of emergencies. (Team specific training, personnel education, exercises, drills, and actual events)

Oversite of Security Management included security measures and protocols that ensured the protection of all personnel, company assets, and the LNG plant. My oversite included conducting random security assessments, drills, community meetings, implementing access control systems, and coordinating with Government Agencies (USCG), law enforcement agencies (Calcasieu Parish Sheriff) or private security providers when necessary.

Responsible for the development and submission of the Facility Security Plan (FSP) for approval to the USCG. Once approved by United States Coast Guard it legally permits the start of production activities as well as being assigned the site’s Facility Security Officer.

Development and overview of Incident Investigation and Reporting systems that were in place to determine the root causes of accidents, incidents, and near misses. Ensured that accident/incident investigations were assigned to the correct personnel to ensure the investigations were performed correctly and incident investigations reports were generated, and the findings were shared in a timely and public communications or means to prevent similar occurrences in the future.

Continuous and active engagement and collaboration with internal and external stakeholders, including employees, contractors, government agencies, and local communities, to promote a crystal clear and proactive HSSE culture that accurately addresses concerns, and maintain positive internal and external relationships.

Established, monitored, and reported key performance indicators or metrics to accurately monitor the many levels of HSSE performance within the LNG plant as well as at the corporate level. Responsible for preparation and presentation of KPI reports, key findings and recommendations to Plant leadership, senior management, ensuring full transparency and accountability to our status.

Developed, educated, and led a Behavioral Based Safety (BBS) program and develop safety campaigns that drive safety culture based on Leading Indicators.

BASF Corporation – Port Arthur, TX 06/16 – 12/19

Environmental Health, Safety, Security Manager

Provided complete oversight, planning and execution of the Environmental, Health, Safety and Security aspects for the 2019 BTP Turnaround and the Port Arthur Site. Responsible for the proper identification, planning and execution of all EHS&S activities, contracts, personnel, budgets, and safeguards to ensure effective and safe performance during the execution of our site wide turnaround activities. I was personally accountable for over 3,000 people (2,800 contractors and over 200 BASF corporate and or site personnel/employees)

Worked very closely with the TAR Core Team and the Port Arthur Site personnel to properly identify any areas of potential risk for personnel and property. Once identified, I assigned a timeframe/schedule, effective control measures, communication, and training to effectively control or eliminate all potentials.

Developed our EHS&S Concept, Plan and Manual that established a clear and concise path to excellence for all planned activities. This only occurred when we were able to control all hazards or risks properly through effective identification and precise execution of the mitigation plans or protocols.

Worked very closely with the Port Arthur Site EHS&S Team Leader and Site EHS&S teams/department to establish and maintain cohesive and effective alignment. I utilized this effective integration of the current Site EHS Team to set roles, responsibilities, and expectations, to ensure success.

Created and delivered a detailed and sustainable TAR Orientation training curriculum and program that ensured that over 3,000 people involved with our activities had a very clear and concise understanding of their role, responsibilities and at all times possessed the knowledge required to recognize the hazards or risks before they access the site.

Provided daily and direct support and guidance to the Port Arthur Site EHS team by aiding and assisting in the development and updating of all site policies and procedures. I owned the responsible for reviewing and approving the site safety policies and procedures, increasing safety awareness, and assisting the site in the realization of our EHS goals and our journey to obtaining a Zero Incident Mindset culture. Utilized my proven skills to proactively motivate and coach personnel on the effective safety practices that were expected and that were in alignment with the Port Arthur site and BASF corporate policies.

Consistently driving the site and BASF corporate safety processes, while challenging personnel to make small strides in improving their daily performance. (Eating the elephant one bite at a time) Proactively identifying and sharing best practices with all personnel and groups involved.

Worked closely with corporate procurement group in the selection and contractual steps of identifying and selecting our contractors for our turnaround. We utilized multiple methods of review and gap analysis to accurately select the most aligned technically and commercially while focusing on the best possible match with our EHS&S expectations.

Contractor Safety Specialist/ OSBL Leader

I provided technical expertise to manage and improve site contractor safety. I performed daily work primarily in the field as a boots on the ground leader and asset. I was responsible for monitoring all contractor safety programs, increasing contractor’s safety awareness, and assisting the site in the realization of it EHS goals and Zero Incident Mindset. I utilized my skills to proactively motivate and coach my contractors and site leadership on the effective safety practices that are in alignment with our site and BASF Corporate policies. As a result of my work, I diligently protected the contractors and BASF assets by eliminating incidents, injury, illness, property damage, and environmental risk. I focused up to 80% of my time in the field conducting and observing contractor jobs and job tasks. I created and effectively administered training to all new contractors or additionally provided refresher training when needed. I consistently challenged our personnel to question the status quo to ensure we are performing our actions/functions correctly and for the right reasons. Chaired and participated in a safety support group comprised of safety contacts on sites. Manage auditing process and data tracking for Safe Work Permit and job audits. Responsible for all Technical Engineering Services and Contractor related (AIM) Accident Incident Management reports and root cause analysis reviews. BASF Corporation – Palmyra/St. Louis, MO and Beaumont/Port Arthur, TX 01/12 – 10/15 Site Safety Supervisor/Maintenance Coordinator/ TAR Specialist

Provided professional services as a Site Safety Supervisor within the Site EHS&S Group at agricultural/Pesticide chemical manufacturing site. Duties included the development, implementation, and training of safety policies and procedures for operations, maintenance, and contractor personnel with an emphasis on exposure reduction and practicality. Recognized by senior plant management as a positive influence and critical liaison between operations personnel and EHS&S. Primary Safety Focal Point for the Site’s major TAR efforts at 4 sites while training and managing teams of safety professionals for oversight of excess of over 300 contractor personnel. Developed multiple training and presentation programs to support the development of these sites. Training officer for confined space entry, fall protection, safe work permit auditing and operational training. Responsible for amending and updating multiple policies or procedures in preparation for corporate audits. Formed and chaired a Safety Support Team comprised of BASF and Contractor Safety professionals at all sites. Utilized these teams to improve the communication streams between the contractor bases and established a team mentality approach to safety at the site. Trained Beaumont personnel on effective approaches to identifying root causes and completing AIM reports within 5 days. These actions resulted in 100% closure of incidents within 7 days. Other duties include supporting operational units in the development of a sustainable safety culture. CSE reviews/approvals, construction and operational issue resolution, jobsite, and documentation auditing, manage all the Site’s ER teams, training and payout procedures, Create and administer weekly toolbox presentation for the Sites. Provide a mentoring and educating approach to contractors, peers, and BASF personnel. Regularly host or participate in safety stand-downs to deliver needed information to employees and contractor bases. Created a forum to assist with fluid communication between BASF leadership and the contractor personnel on site.

BASF Corporation – Palmyra, MO 11/05 - 01/12

Operations Supervisor/Maintenance Coordinator/TAR Specialist

Primary responsibilities were as an operations supervisor responsible for the management oversight and continuous production of agricultural/pesticide chemicals for three production plants (IMI-1, IMI-2 and Thimet Counter). Responsible for safety of operations, maintenance, and contractor personnel, production of products that met quality requirements, supervision and training of all identified operations personnel, maintenance of process equipment, process safety, compliance with regulatory and corporate requirements, and accurate recordkeeping. Actively led and directed all shift personnel within the plants to ensure that we operated in a safe, clean, and efficient manner to achieve the required profit and level of customer satisfaction. Ensured that all employees had completed all plant operational and environmental log sheets and or checks to ensure compliance with regulatory and environmental guidelines and expectations. Created and updated over 100 specific LOTO files to support all three sites and production units. Created and updated all Confined Space Entry forms for all equipment and vessels. Worked closely with site Engineering on resolutions of potential issues that plagued or delayed our process and batches. Reviewed/inspected machinery/equipment to ensure safe operation and established tracking and reporting metrics for all bad actors. Reviewed inventory lists daily and ensured effective ordering measures for raw materials to ensure sufficient levels and materials. Actively communicated all daily operational data and results to my shift personnel, site leadership and required contractors to ensure they are aware of the status of business and safety responsibilities.
