More than twenty years of significant management experience with increasing responsibilities in the field of Operational Accounting: formulating & managing budgets, forecasting, accounting, personnel management, develop procedures, & financial support. Founder/owner of Rolanda Tate LLC, a Public Accounting Firm. Ran a successful business for 20 years. Served over 10 nonprofit organizations with more than $10 million of annual revenue. Also employed six staff associates. Responsible for accuracy & supportive presentation of financial data with executives & auditors. Every annual audit received a positive review (an unqualified opinion) from 9 different CPA firms, including Clifton, Larson & Allen, LLP.

WORK EXPERIENCE:

CITY OF ALEXANDRIA-FINANCE July 2016-present

Manage, monitor & execute approved budgets for grants, general fund and CIP. Monitor, evaluate the obligations of appropriated funds. Prepare budgets in collaboration with Program Managers. Lead of Fiscal Office for four months while hiring for manager. Review budgets anticipated expenditures for compliance. Analyze budgets vs. actuals. Determine variances, analyze complex budgets & financial issues. Make recommendations for meeting budget goals, resolve problems/issues regarding budgets. Prepare internal/external financial reports ensuring compliance with Government Accounting, Auditing & Financial Reporting (GAAFR). Manage Fire departmental assets/inventory; with trade-ins and selling items. Interpret policies & procedures. Examine impact of new/revised policies/procedural changes. Analyze accounts & determine if Supplemental Appropriate Ordinance (SAO) are needed. Prepare SAOs if necessary. Review and analyze all pcard (credit card) transactions. Oversee biweekly payroll for over 300 personnel. Assist with the formulation of budget plans. Set up new ledger accounts. Prepare budgets & recommendations to assist with meeting budget goals. Initiate City of Alexandria’s budget revisions & budget transfers. Prepare financial statements for Program Managers. Assist with City of Alexandria’s State audits.

Develop expenditure projections for grants & general funds. Assist with City of Alexandria’s annual year

end close.

Review & approve all expenditures for compliance & accuracy. Initiate set up encumbrances & purchase orders. Review, convert requisitions & approve purchase orders. Review, approve, manage & analyze

Amer Diabetes Assoc-Estate Admin Dept. Correspond with attorneys and fiduciary institutions. Manage over 50 active revenue accounts, reconcile revenue accounts. Gather documentation for Finance and Treasury Dept. Write letters to donors, attorneys, and fiduciary institutions. Wrote a 22-page American Diabetes Association-Estate Administration Instructional Manual.
