Systematically and independently manage the abundance of accountable property and property records throughout the NIH Clinical Center and specified departments.

Work closely with acquisitions department and POTS (Purchase Order Tracking System) to track costs and obtain specifications of new property to be considered accountable and determine distribution.

Arrange and familiarize procurement specifications with types of equipment or property cataloged and their uses.

Proactively prepare property for identification decal tagging, system update using NIH New Business System (NBS) in compliance local directives and applicable regulations.

Provide management interpretation of guidelines and information on how all property issues should be handled using property management policies.

Recommend program changes, determine disposition of property and discuss guideline and regulation changes.

Conduct communication between departments and determine disposition of property for surplus property, collection or disposal, and records transactions.

Generate reports and maintain accountability of newly issued property in Property Management Information System (PMIS) database.

Ensure the accuracy of data entered; categorize equipment, assign proper custodial code as there are at least fifty different departments and codes to be accounted for.

Responsible for real and capital property transactions both in-house and outside.

Issuance of property loans, property passes, trade and exchange forms, trade-ins, certifications and property cannibalization are a few of the intricate services offered .

Coordinate annual inventory for all Clinical Center (CC) accountable property using hand held scanners to verify information previously programmed by PAO..

Supervise inventory done by New Year Tech, Inc.; using technicians with scanners, capture and update database of accountable property, then assist the CC departments Property Custodian Officers (PCO) in location and reconciliation of the property.

Property Shortage, Overage Reports and excess property reports are provided through PMIS from annual inventory completed, then used to reconcile property shortages in designated departments. Strategies are recommended to prevent overages and shortages.

Provide guidelines and assistance with the preparation of the Report of Survey after inventory is done.

Supply all updated reports for NIH property audit, maintain reports of all discrepancies and infractions, analyze current and historical data that may alter database information proficiencies.

Generates report to disseminate to PCO of respected department after annual inventory.

Provide property management issues, answer all property related calls, provide liaison support between management, in house staff and PMIS staff.

Facilitation of multiple department moves within the Clinical Center using two-way radios for dispatching the decommissioned property locations to the supervisor and contract movers.

Issued government Property Passes to CC employees who remove property on and off the campus.

Monitor and update the NBS (New Business System) ensuring that all property has been scanned and inventoried for the Fiscal Year.

Use Excel Spreadsheets to update and maintain property for each department; also working along with IT Techs, when tracking movement of accountable equipment, (etc., blackberry’s, cell phones, laptops, monitors, printers, and desk tops) when being switched to another user or for surplus.

Generate surplus forms thru Adobe Reader to send to PCO’s and to place the form on the item for surplus and the Government Distribution Center scan the document on the equipment and takes to the government warehouse.
