Lead Repayment Specialist Duties:

oAs the lead, I fulfilled the Repayment Specialist duties for three FTE’s within the AAO during a period of approximately 5 years. Within those 5 years I preformed the following administrative, water, budget, contracting, Program Management, and Program Analyst duties as listed below.

oRelay management decision to the Districts the CCR is being performed on and manage communication to keep a positive collaborative effort in place between Reclamation and the Districts.

Repayment/Contract and Budget /Finance

oWork closely with Safety of Dams, Technical Services, and Chama Field staff to review work performed and upcoming work needed on the Nambe Dam and Reservoir, Carlsbad Irrigation District, and the Conejos Water Conservancy District -San Luis Valley Project- Conejos.

oBudget, expenditures, costs, contracts, start and completion dates, and many other facets of this activity are reviewed. Builds budget for upcoming fiscal year for submittal of estimated O&M billings to contractors according to due dates as provided for in repayment contracts. Participates in contractor involvement meetings to provide transparency of reimbursable funds collected on O&M expenditures and activities as well as to provide stakeholders a voice on these issues.

oI have knowledge of budget/finance procedures both appropriated and reimbursable revenue accounts. I initiate pre-validations, obligations, and de-obligations to ensure payment to contractors for water acquisition.

oMonitor the Projects forecasting budget expenditure, assess the progress and status of the projects; I facilitate any construction and operation & maintenance of the facilities, dams, and reservoirs. I extract, collect, prepare, and formulate data from legal, historical, or technical documents for the compilation and preparation of reports. The reports are then analyzed to ensure they meet the operating needs of the projects and recommendations are suggested for efficiency in productivity and have effective procedures to produce timely and adequate information

oWork closely with Regional Repayment/Contract and Budget /Finance staff in the execution of contracts and resolving complex billing issues.

oManage the execution phase of the budget process, update monitor and track reports and available resources of obligations and expenditures.

oI establish management controls, such as forecasting expenditure rates, management guides and reviews to reflect program status, and schedules and financial obligations.

oAs Project Manager for the reimbursable budgets, I am responsible for analyzing increases in budget demands, cost analysis, and evaluation of District activities. I assist the Program Analyst in facilitating a wide variety of planning for facility maintenance, dam repair and operation and maintenance (O&M) costs. Reimbursable budgets are billed to the Districts for O&M performed on the dams by Reclamation employees. Payment must be made to the United States prior to work being performed.

oDevelop the reimbursable budget for 3 outyears. I prepare, analyze, formulate, execute the budget requirements for O&M obligations/expenditures.

oI perform year-end reports to analyze the variance between the estimated and actual budget per year.

oThe Projects requires annual budget projections, workplan development for outyear budget requests, administers and tracks current-year budget performance, review budget reports, and execute the budget yearly and handle any inconsistencies that arise.

I participated on 2 Bureau of Reclamation’s Safety and Occupational Health (SOH) Program improvement teams and I worked with members from across Reclamation regions.

Team #2 was tasked to evaluate the agency’s implementation of Reclamation safety policy SAF P01 (dated July 23, 2013) to implement the principles of American National Standard for Occupational Health and Safety Management System (ANSI Z10).

Team #6 was focused on developing guidance to strengthen employee commitment to the SOH Program. The teams met in person and through teleconference to discuss and review the SOH policy and D&S’s in the process to improve the program. Both teams made recommendations to the Reclamation Leadership Team (RLT).

I was recognized for a job well done.
