Consultancy to Develop/Revise Yobe State GBV Referral Pathway and GBV SOP for Yobe Ministry of Women Affairs/UNFPA 1st July 2021 to October 2021. The overall objective of the consultancy was to understand the GBV situation, prevention and response strategies in Yobe States by developing the GBV service mapping, Revise/Develop a referral directory GBV SOP. The following were the specific objectives of the consultancy and service mapping:

• Identify and document GBV knowledge and perception of stakeholder.

• Develop referral pathways data collection tools by designing a data tool (online Kobo Collect form and excel form) for the service mapping data collection.

• Assess current prevention and response activities within Yobe States.

• Highlight post-GBV care needs at the GBV Services.

• Conduct validation workshop with GBV partners for Yobe State GBV referral pathways.

• Conduct validation workshop with GBV partners for Yobe State SOPs.

• Map existing GBV services in local communities and develop a GBV referral directory for Yobe State.

• Revise Yobe State SOP.

• Prepare booklet for Yobe State SOP.

• Develop an infographic for GBV service mapping and include on the Yobe State GBV referral pathways. Research Field Officer, Samuel Hall/ IOM- Nigeria Yobe State Northeast Nigeria. 1st May 2021 – June 2021 Samuel Hall is a social enterprise with office in Afghanistan, Kenya, Somalia, Senegal, and a presence in France, Germany, Turkey and the United Arab Emirates that conducts research on a broad range of topics, including community resilience, migration and displacement, and children and youth, the mandate of Samuel Hall is to produce research that delivers a contribution to knowledge with an impact on policies, programmes and people. Samuel Hall has been commissioned by the International Organization for Migration to support the Federal Government of Nigeria (Office of the National Security Adviser) in drafting a communications plan to promote the defection of associates from NSAGs and their return and reintegration into their local communities in Northeast Nigeria. The key activities are as follows:

• Identifying the needs of the Government of Nigeria for technical support and capacity building on communications for defection and reintegration.

• Assessing the impact and reach of existing messaging platforms.

• Conducting and centralising research on the drivers and motivations to join and leave NSAGs and on the challenges encountered during reintegration into local communities.

• Assessing the capacity of local communities to reintegrate ex-associates, accounting for gender and age biases, as well as varying concerns across different priority groups, namely victims and IDPs.

• Developing a strategy that clearly articulates how the GoN should go about communicating on defections and reintegration (key messages, communication tools, communication channels etc.) Information Management Officer IMO, Child Protection: UNICEF Damaturu Yobe State of Nigeria. 1st June 2017 – 30th April 2021.

Support relevant State Ministries (YSSCD-Yobe State) establish and operationalize the child protection information management system at state level and ensure the consistent use of the IA case management (CM) forms. CPIMS set-up and functional within the respective State Ministry in Yobe State. IA case management tools available for use by government social workers. Key Ministry personnel including data clerks, case management supervisors, and social workers are trained and coached on a continuous basis on the CPIMS and supported to use the system & the IA CM tools. A system for collection, review and verification of completed CM forms from social workers, through to the data clerks for data entry is put in place and functional. Backlog of completed CM forms are reviewed and entered into the CPMIS, and a new backlog is prevented from developing through timely entry of new cases into the system. Linkages made with the GBVIMS. Support relevant State Ministries (YSSCD-Yobe State) to put in place systems for overall documentation and record keeping for child protection cases. Indicators and Means of Verification for the different components of Ministries' work are developed to track implementation progress. Data collection tools for use by the Ministry are developed based on the agreed list of indicators for the different programme components, and key Ministry staff are oriented on their use. Monthly progress reports are produced for the respective Ministries based on the data collected using the different data collection tools deployed, and generation of CPIMS reports. A system for record keeping including for archiving of case files is put in place, and is functional. In collaboration with the relevant ministries (YSSCD- Yobe and UNICEF child protection team), I conduct an assessment of formal and informal IDPs camp and host communities to map out the caseload of unaccompanied and separated children. Review and compile a listing of all the available sources of data on UASC, highlighting definitions and methodology used for the registration. Map out current UASC programme coverage by partners, and the current deployment of government social workers at State, Zonal and LGA levels. Prepare a list of areas with high concentration of UASC that are currently not being covered to inform programme scale up. Support the drafting and share minutes of CPsWG monthly meeting. Follow up on implementation of agreed actions with members. Support preparation of CPsWG documents as necessary including compilation and analysis of the CP case statistics from members. Prepare state specific coverage maps for child protection (caseload and partner coverage). Contribute to UNICEF and CPsWG weekly and monthly sitreps. Support collection and collation of 5Ws for the CPsWG at State level.

Zonal Data Assistant (ZDA): World Health Organization, North Central Zonal Office, Minna, Niger State. January 2016 – May 2017.

Provide TS (Technical Support) to colleagues within the zone. M&E field visits to 7 states under North Central Zones NCZ. Assist in the entry and fill of all disease surveillance, SIA, and routine immunization data. This includes establishing and maintaining files, data verification and entry. Preparation of electronic formats (MS Excel, MS Access, EPI-INFO), for easy analysis and automated charting of data. Prepare reports and disseminate as required to relevant levels. Assist in the training of LQAs surveyors. Support Screening, conducting and supervising the zones IPDs data entry, ensuring all MDD data is uploaded on servers and prompt respond to any MDD challenges. Keep track of any active case search conducted by cluster consultants LGA facilitators and field volunteers in the zone. Keep track of case verification and ISS performed by cluster consultants. Prepare the zonal Monitoring tool and the accountability framework for the ZC and ZDM to review. Assist in conducting job analysis on request. Verification, collation and analysis of SIA data (i.e NIDs, IPDs, IMCs) as well as their subsequent report preparation. Collaborate with the state coordinators, and central level to ensure that data is available and updated. Participant in quarterly M & E and Zonal review meetings. Support the ZDM, ZLA, ZRO, ZOA and the M & E officer while on leave. Ensuring weekly/monthly reports are actioned accordingly. Any other duties as may be assigned by the supervisor (ZC). Development of Nigeria Emergency Preparedness Platform: I served as National UNICEF Emergency focal person to support the development of “Nigeria Emergency Preparedness Platform”, it covers Across all the six geo-political zones of Nigeria, the Nigeria sub-national risk analysis covers 12 different risks at the level of Local Government Areas (LGA), including floods; epidemics; and conflict and violence. This initiative was led by the Government of Nigeria via the National Emergency Management Agency under the supervision of the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development (FMHADMSD) with support from UNICEF. The objective of this analysis is to eliminate or curtail the impact of these multiple risks, by assessing and forecasting the risks people face at the community level, understanding related vulnerabilities and capacities, and fostering effective risk management approaches among agencies addressing the same or similar threats. Development of Kaduna State Emergency Preparedness and Contingency Planning: I served as National UNICEF Emergency focal person to support the development of Kaduna State Emergency Management Agency (KADSEMA) in the development of the platform. The Emergency Preparedness site was designed to serve as the Kaduna State Government's Emergency preparedness actions repository. The data and information on this site include risk analysis and disaster management-related plans across the different sectors designed to improve emergency preparedness coordination. The overall objective of the 2022-2023 Kaduna State Contingency Plan is to ensure that Government, development partners, and Civil Society mount a timely and coordinated response to the impact of armed violence, flooding and cholera in a gender-sensitive manner to minimize potential negative humanitarian consequences and ensure the early recovery of affected communities. The contingency plan is to ensure that vulnerable people who experience multi-sectoral and high- severity risks in the Northwest states have reduced morbidity and mortality through equitable and dignified access to critical cross-sectoral essential services to meet their needs. Following the outcome of the emergency and preparedness workshop conducted by us in Zaria Kaduna State, it was estimated that 300,000 people would require humanitarian assistance in the most likely scenario; therefore, the estimated budget requirement for emergency preparedness is Five Hundred Million Naira (N500,000,000). Development of Yobe State GBV Standard Operating Procedure booklet with partners: I served as Consultant to develop Yobe State GBV SOPs and it was printed as a handbook for Yobe State partners. The Standard Operating Procedures (SOPs) are recognized as international best practices during an emergency humanitarian action to boost coordination and quality of Gender-Based Violence (GBV) prevention and response interventions. Developing SOPs in an emergency setting has proven to be essential to promote coordination in service delivery and to boost coordination and enhance the quality of GBV programming for both response and prevention. This document describes minimum actions to be taken to respect international standards and a survivor-centered approach in caring for GBV survivors within the Yobe State humanitarian response. It outlines the guiding principles, procedures, and roles and responsibilities of all actors for the response to and prevention of GBV in this context. By setting out minimum standards to ensure quality, coordination and coherence among organizations and actors, this SOP aim to facilitate joint action by all actors to respond to, prevent and mitigate GBV within the Yobe State humanitarian response, and to improve services offered to GBV survivors and all individuals exposed to GBV.

Development of Yobe State GBV Referral Pathways booklet: I worked as a consultant to create the Yobe State GBV Referral Pathways for Gender Based Violence Sub-Sector Working Group GBVSSWG partners. In order to guarantee that survivors are active participants in defining their needs and selecting the solutions that best satisfy those needs, it encourages the use of a survivor-centered approach. It can be used by service providers to monitor service delivery, follow up with survivors, and advocate for survivors' access to resources. 5 P a g e
