Electrical Engineer – National Institute of Standards and Technology (NIST) (2/2007- 2/29/2020)

Staff engineer at the NSIT Center for Neutron Research. Responsibilities are to support the scientists and researchers in designing, maintaining and updating neutron instruments. Technologies applied involve neutron detectors, motion control, data acquisition, embedded controllers, magnet power supplies, analog and digital circuitry. Designed circuitry and PCB as needed, using OrCad. Search nist.gov for Peter Tsai for co-authored papers. Specified and contracted for high power DC power supplies (up to 500V, 500A).

Consultant – (8/2006 – 2/2007)

Designed and produced human interface system for simulation of combat infantry leg motion. Used strain gauges to sense axial and rectilinear forces. Interfaced the strain gauge signals to PC through USB.

Engineering Director – Falcon Systems Engineering, Crofton, Maryland (2/06/2006 – 7/21/2006)

Responsible for the work of a staff of more than five engineers and technicians. Managed product development, prototyping, production and out sourcing for DOD projects involving far IR and battery packs. Responsible for schedules and costs. Worked closely with administration and marketing-sales to establish effective organization.

Director of Engineering --- for PowerGrid Fitness, Laurel, Maryland (2/2003 – 2/3/06)

Designed and fabricated embedded system for exercise equipment using strain gauges, LCD display, PIC microchip, assembly software, low voltage analog and digital IC’s. Responsible for development of the manufacturing processes and methods for products, specifically for China. Lead person in negotiating and implementing procurement and manufacturing in China. Patents in product designs.

Multi-functional engineer in process development, product design and embedded real time software and hardware. Used expertise in analog and digital circuitry. US Patent 6,326,739 B1 for an RF exciter. Patents pending in ceramic processing, and RF control system design. Designed circuits for instrumentation and control, PCB’s, embedded software for feedback control systems, optical systems, and RF structures. Resource person for manufacturability evaluation and designs.

Senior Design Engineer Advanced Manufacturing Center of Cleveland State University, Cleveland Advanced Manufacturing Program, Cleveland, Ohio, (1994–1997)

In charge of equipment design teams in plastics, paper handling, and computer based data acquisition for small businesses. Trained undergraduate and graduate students in manufacturing processes and equipment design. Met prospective clients and generated quotations for automation projects in specialized automation equipment, data acquisition, machine control, and office automation. Senior Manufacturing Engineer MK-Ferguson, Cleveland, Ohio (1990 – 1991)

Consultant to client companies in food, auto, auto parts, chemical, defense, and consumer products industries:

Determined feasibility for relocating manufacturing plant by analyzing manufacturing capacity, utilization, inventory requirements, and logistics, given projected sales. Client successfully and profitably relocated.

Evaluated engineering specifications for material handling systems, using computer simulation to check client's equipment specifications and production requirements. Client modified specifications per recommendation to get desired results.

Used computer simulation to establish staging requirements for "C" containers so that client can ship from Pacific Rim Plant with minimum cost and maximum customer service response.

Projected inventory facility requirements as client consolidated manufacturing plants nationally.

Managed six designers and engineers to design equipment for double ended IR quartz lamps for GE Lighting:

Robot controlled and loaded fourteen quartz lathes seal and exhaust machine (approx. $500,000/copy).

Robot controlled and loaded lamp assembly machine using plasma welding, machine vision, and servo stepper controls (approx. $400,000/copy).

Upgraded seal exhaust machine for 25% increase in rate and 50% labor reduction. Responsible for mechanical, electrical, and software design and implementation (approx. $600,000 project).

Engineer, Advanced Projects General Electric, Lighting Group, Cleveland, Ohio (1978 – 1987)

Redesigned and built a new halogen exhaust machine, increasing speed by 25%. Saved over $300,000 by simplifying and improving designs (approx. $2 million machine).

Redesigned and built a new magnetic suspension flashing machine for 25% increase in speed and 100% improvement in process capability (approx. $1 million machine).

Designed and produced a wire forming and lamp attachment machine for head lamps that reduced direct labor costs by 80% and eliminated inventory for performed wire. Payback for machine was within 2 years.

Headed the manufacturing equipment development for GE Lighting's 9004 head lamp.

Designed and built glove boxes and high vacuum high temperature furnace system for the production of high pressure sodium vapor arc tubes. (approx. $1.6 million project)

Designed and implemented computer control system for a metal halide exhaust machine.

QA Supervisor Ohio Nuclear, Solon, Ohio (1977)

Designed and built X-ray instrumentation calibration equipment, reducing inventory of needed instruments.

Supervised automated test equipment designs for component parts of CT scanners. Improved quality and reduced costs by confirming performance of components before assembly.
