Over ** years in the construction, commercial and residential; refineries, minerals, mines, steam power generator, natural gas, smelters, boilers and cogens, geothermal, coal dryer, biofuel, pipelines, fabrication shop and tank battery storage. Through the years of supervision, I have directed and worked with the safety department to help educate the coworkers,

“safety starts with them first”, “their rights to stop work if unsafe”, recognize potential hazards, buddy systems and worker participation with safety.

Oversight of the project in the field with a focus on quality, compliance with engineering drawings, applicable code and standards, and construction schedule and cost. All activities and responsibilities include consideration of; safety, personnel management, labor relations, public relations, government relations (governmental regulatory permits including personal contact with designated officials), legal and regulatory compliance.

Obtains subject matter expert knowledge with the scope of work, project requirements, establishing welding procedures, construction drawings and contract documents. Review the project scope with the inspectors and survey party chief to determine which inspectors are qualified for the various phases of construction.

Provides advance planning and organization of inspection duties, survey duties, utilization of Company furnished materials, construction activities, and tie-in activities.

Inspects the activities of the Contractor and judges work to be in compliance to construction drawings and contract documents. Takes appropriate action if out-of-specification work is identified. Action may include stoppage of work.

Verifies all proposed design changes or material substitution changes and obtains proper approval prior to work commencing.

Secures proper documentation before the contractor performs any work off the right-of-way, and working with the right-of-way agent to resolve any landowner problems.

Verifies through the right-of-way agent and or the appropriate office that all permits and agreements necessary to perform the project have been acquired, and that any special requirements associated with these permits and or agreements are performed.

Establishes and maintains communication with appropriate with state and local agencies associated or impacted by the project as well as local company supervision. Communication plans will include the scheduling of personnel to be present when excavating existing pipelines; pre-job meetings; scheduling "tailgate" meetings for hot tie-ins; and verifying that the pipeline is coated and back filled before being placed in-service.

Perform a material "take-off” to assure that materials are available to complete the project.

Verifies the certifications of the contractor's hydro static test and welder testing instruments and equipment.

Verify that approval has been obtained for any proposed subcontractors prior to their initiation of work.

Verifies that the radiographer's certification is complete and correct, that acceptable radio-graphic procedures are established, that the technicians(s) has a copy of the Company specification and current API-1104 edition, and that the technician is familiar with Company procedures for film identification, form completion, documentation for the disposition of rejects, etc.

Assures the qualified radio-graphic procedure is utilized, quality of radio-graphs is acceptable, and proper documentation is maintained by the radio-graphic crew(s), including the disposition of each rejected weld and repair of same.
