On the operations side of Trigyn, I ran the Federal, New Jersey, and New York State contracts with emphasis on innovated technology improvements to the customer. The PMO operations included over 30 staff resources where I had to balance the staffing, pricing and contract compliance. Ran over 14 contracts for technical programs at the Federal Aviation Administration (FAA), US Army, and Transportation Security Administration (under the DHS S&T). I guided the contracts and helped define and maintain the standards and processes related to project management within the organization. I used repeatable processes in the execution of projects that lay the foundation for source documentation, guidance, and metrics in project management, timelines, resources, and project execution. Overall, I controlled over $9 million in revenue and was responsible for the program planning, profit/loss, and development of metrics, contract deliverables, and internal controls. The following are contracts that I oversaw:

1)FAA - eFAST HFE IT – Human Factor Engineering IT Support. On this project, I led a team of JAVA software developers that used agile programs for code development to sync multiple data devices into one unique in-house developed program called SimViewer. This software uses complex event processing for data consolidation and tracking of test events.

2)FAA – eFAST Systems Safety Management Support. On this project, I led a team that used a more traditional waterfall approach to develop a Facilities Risk and Safety tools Oracle database for the National Air Space system.

3)FAA - eFAST VPOS- Verification and Planning Support. On this project, I led a team that worked with SharePoint, WEB, and Access database development for multiple customers within the FAA. I ensured that the proper templates and HTML code were maintained in GIT and that the code was 508 compliant.

4)FAA – eFAST Aircraft Safety Regulatory Support– Software Digital Safety and Security. On this project, I guided a team that identified potential security and safety problems within FAA software and digital systems.

5)FAA – SOS7 –Multiple Second Level Maintenance tasks for SOS7 prime. I led multiple teams that performed both hardware and software maintenance to existing NAS platforms. The hardware team was developing multi-function circuit boards to replace ASR-9 Radar subsystems. The software team was developing fixes to identified program bugs on multiple system using Java and Asp.Net programming. I also had a team deploy new STARs equipment to the field.

6)FAA – SOS8 –Multiple Second Level Maintenance tasks for SOS8 prime. I led a team responsible for managing and providing system engineering, Mission Analysis (MA), Investment Analysis (IA), and software development and testing. I participated in testing reviews of the systems at each Network Operations & Control Center (NOCC). Through the life cycle of the program, I documented all deliverables, schedules, risks and funds for performance monitoring and quality assurance.

7)FAA – SE2020 SIR 2- Advanced R&D for SE2020 prime. My skills helped in the execution of programmatic tasks to reduce risk across the portfolio of projects. I developed an Integrated Master Schedule (IMS) that defined the overall float and Critical Path Management (CPM)/analysis, fulfilling all requirements for time box scheduling (PERT) leading to successful performance of the task in accordance with the SOW.

8)Volpe Transportation Information Project Support (V-TRIPS). I managed a remote team that provided to FMCSA application development and maintenance, quality assurance, and service desk for the suite of applications used by FMCSA regional and national staff, investigators, and industry stakeholders.

9)FAA - BITS II TO 30 – Web/SharePoint Development for Privacy Office in FAA. I led a program that performed data mining of FAA databases to purge privacy issues. Helped develop a SharePoint site for the tracking and mitigation of software privacy issues.

10)FAA - BITS II TO 10 – RMLS Database and Oracle support. I led a team that performed a re-host of current hardware and software on an Oracle platform, providing guidance and insight in requirements analysis, band width analysis and architecture design.

11)DHS - S&T EXP Division - Multiple program support for new airport security equipment. I provided program management on the DHS contract for tasks requiring technical direction/support, using innovative techniques/approaches in analyzing/conducting technical trade studies/Alternatives of Analysis (AoA), and high-level studies, simulation scenarios, and operational testing. Additional responsibilities included overall management of the programs/projects and the Program Requirements Document (PRD) for technology life extension of checkpoint security programs. I developed TRD/ORD, Test Readiness Reviews (TRR), DT&E/DT, Qualification Readiness Testing, and Regression Testing and have prepared Quick Look Reports (QLR) for complex systems. Program management included generating program plans, baseline reviews, analysis of VRTM, scrutiny of technical and fiscal controls, risk management plans, acquisition plans, technical documents, Engineering Change Proposals (ECP), SOWs, procurement procedures and contracts management.

12)Internal Software Support - I handled the design, development, and administration of the knowledgebase repository/portal for Hi-Tec’s internal portal. I transformed the current repository/portal using agile programming into a state-of-the art tool that enabled work-flow management, metric reporting, document/product control, and effective information sharing. I also provided customer support and training for use of the knowledgebase repository/portal to enable continued effective use of the repository/portal after the term of the contract. My team also supported the integration of SharePoint as the major tool used in the FAA projects.

In addition, I also served as Lead Business Development Director. I captured many FAA, DHS, and DoD contracts by tracking opportunities and assigning resources as required to win proposals. I have a large network of companies and contacts, allowing me to build teams when necessary. I served as Capture Manager on large and small proposals and coordinated both technical and cost volumes. I wrote and won many of the eFAST proposals that I currently manage.

Over a 20-year career, combined with my technical strengths and managerial capabilities, I progressively grew from an entry level engineer to a Senior Management position. Since June of 1997, as Project Manager of IT, I supervised a 12-person team of highly skilled professionals in development and implementation of complex, state-of-the-art systems and technologies. Responsibilities included program management, decision-oriented recommendation for resource needs and their allocation, providing technical leadership, determining information and data needs and its quality for technical analysis, policies and procedures development. I also analyzed technology trends and performed cost modeling/ROI for technology insertion.
