Senior Consultant in IWAI to deal exclusively with a World Bank Technical and Financial Assistance of US $375 Million to IWAI for implementation of a Mission Mode Project of Indian Prime Minister i.e. Jal Marg Vikas Project (JMVP) for the planning and execution of the National Waterways especially Varanasi to Haldia Waterways on Ganga River.

Setting up of 21 new All India Medical Institutes (AIIMS) and upgradation of 76 Government Medical Colleges spread across the Indian Territory. Superannuated on attaining the age of retirement of 60 Years from GOI on 31.01.2016.

2. Director (Centre-State Division)

July 2012 to September 2014

Supervised the Centre State Relations issues, Creation of new States under the State Re-Organisation Act, 1956, Appointment of Governors, Issues relating to the pay, allowances and perks of Ex-Presidents and the Ex-Prime Ministers. Supervised the affairs of the National Crime Record Bureau (NCRB). Dealt with a Mission Mode Project costing more than Rs.5000 Crore i.e. Crime and Criminal Tracking Network & Systems (CCTNS) in association with the State Governments and UTs and Private Software Cos.Supervised the matters of the Inter-State Council Secretariat (ISCS) and arranged meetings under the Chairmanship of Prime Minister and Zonal Council meetings under the Chairmanship of Union Home Minister and Annual DGP’s Conference.

General Crime matters, Cyber Crime and Cyber Security in the country and UNODC matters on Crimes, Cyber Crime and Cyber Security, Private Security and matters of Crime against women, children and elderly persons. Attended the Interpol Meetings and UNODC Meetings held in India and abroad. Supervised the infamous "Nirbhaya Case" and looked after the affairs of the Verma Committee set up for giving recommendations. Supervised functions of many more Commissions and Committees under the MHA and assigned as either a Member of such Committees or Convener.

3. Deputy Secretary (Security)

Supervised matters of Narcotics Control Bureau (NCB), NDPS Act, NSA Act, Arms Policy and host of other sensitive security issues and UNODC/UNTOC matters. Administrative, establishment/procurement and vigilance matters of NCB were supervised. Also worked as Staff Officer to former Union Home Secretary about 8 months in addition to my own duties as Deputy Secretary (Security Division). Represented India in various meetings held in Headquarters of UNODC and other parts in India and abroad. Organised/attended the Quarterly Review Meetings and Monthly Action Plan meetings held by Home Minister/Home Secretary.

As mentioned above, for the sake of brevity, I am not elucidating the positions held by me from 1985 to 2008. I have worked as Group A Officer in the Ministry of Petroleum, OSD to the Railway Minister, Ministry of Chemicals & Petrochemicals, Department of Pharmaceuticals. Have expertise and experience in the field of Hydrocarbons, Railways, Petrochemicals, and the Pharmaceuticals. During this two and half decades, I have dealt with Hydrocarbon Projects, Mega Petro-Chemical Projects, Navaratna PSUs,/Pharma PSUs, Autonomous Institutes, set up grass root Offices, Institutes, Health Care Programmes,New Pharma Policies/Initiatives, Pharmaceutical Pricing, Pharma PSUs, Restructuring of sick Pharma PSUs. The National Pharmaceutical Pricing Authority (NPPA) watchdog for Pharma Pricing, Department of Pharmaceuticals was set up by me.

Multi-Lateral Donor Agencies Assistance and sovereign guarantees (World Bank Loan, UNIDO Loan and OPEC Soft Loans.) were handled by me in IWAI, Department of Chemicals & Petrochemicals and Ministry of Petroleum. Widely travelled abroad and in India and have good inter-personal skills and good liaison with Corporate Sector, Industry Associations, and Ministries/Departments. Organisations, Institutes and the State Governments.
