Over the past 40 years I have been a professional law enforcement officer with the Jacksonville Sheriffs Office, and with the Fraternal Order of Police as a Staff Representative and Business Agent.

I was responsible for the safe and secure operations of a squad Sergeant, with supervision over up to 10 full time police officers. I was charged with the interpretation, enforcement, and application of all Florida State Statutes including Criminal and Civil. I was also responsible for the practical interpretation and application of Sheriffs Office General Orders, Written Directives and employee Collective bargaining Agreements, and conflict resolution for our employee’s.

Florida State Lodge, Fraternal Order Of Police Inc.-Tallahassee, FL

In the areas of law enforcement, I negotiated collective bargaining agreements between city governments, municipal police departments, County Sheriffs’ Offices and the local FOP lodges. I represented law enforcement officers in disciplinary matters to include Internal Affairs investigations, Line of Duty incidents, Critical Incidents such as Officer/Deputy Involved Shootings, and In Custody/Institutional Deaths. Representation of officers and deputies where agencies have violated the Florida Law Enforcement Officer/Correctional Officer Bill of Rights, and any labor related issues. I was available 24 hours a day, 365 days a year.

Fraternal Order Of Police, Consolidated Lodge 5-30 -Jacksonville, FL

President of the largest local lodge in the State of Florida (3300 officers), and the fifth largest lodge in the United States.

Operational control of several commercial properties, with an annual budget exceeding one million dollars.

Chief Negotiator for Collective Bargaining Agreements for the FOP with the City of Jacksonville.

• Oversaw daily administrative operations, to include all labor issues that arose between the

membership of Lodge 5-30, the City of Jacksonville, and the Jacksonville Sheriffs Office.

• Resolution of any violations or issues regarding the six Collective Bargaining Agreements in force.

• Representation of members in Internal Affairs interviews, Civil Service Hearings, Disciplinary

Hearing Boards and Shooting Review Boards.

• Filing and management of grievances of the Collective Bargaining Agreements.

• Political Action, to include endorsements and support of local candidates seeking elected office in the Mayors, Sheriffs and City Council races, also for State Senate and Congressional races.

• Management of Lodge staff to include office support personnel, a business agent and two in house attorneys.

In the span of my 34 year law enforcement career with the Jacksonville Sheriffs’ Office, I served as a Corrections Officer, Corrections Sergeant, Police Officer and Police Sergeant. I have institutional knowledge and experience in both major areas of law enforcement. Responsibilities for the following: Management of Patrol Squads, Training of new recruits, and re-current training of police officers. Employee evaluations.
