BUDGET ANALYST: Work closely with the 16 program offices during the budget exhibit timeframe to ensure that all changes have been accounted for and to ensure the final totals are correct prior to submitting the budgets. Review and submit the budget exhibits for the Department of the Navy, for the Office of the Secretary of Defense and the Presidential Budget. Maintain sound professional working relationships with the program offices. I work with the program offices on a daily basis in reference to their purchase requests. Provide guidance via email and the phone to the program offices and the warfare centers when creating funding documents in the financial system. Guidance to the program offices consists of providing them with the proper documentation, sample SOWs and addressing questions. Analyze Midyear Review submissions for the program offices for accuracy. Proficient knowledge of budget concepts and appropriation laws when reviewing/approving purchase requisitions on a daily basis. On a monthly basis review 400 funding documents to ensure the information provided is correct and consistent with the funding requirements, the statement of work and updated policies to avoid misappropriation of funds. By reviewing these funding documents efficiently it ensures funding is put into place in a timely manner.

Military Sealift Command (MSC) is the leading provider of ocean transportation for the U.S. Navy and the rest of the Department of Defense (DOD)—operating approximately 110 ships daily around the globe.

PROGRAM MANAGEMENT: Manage the implementation of multiple Information and Communications Systems projects, including the Navy/Marine Corps Intranet (NMCI), the Department of the Navy’s (DON) shore-based mandated enterprise network in the U.S. Direct the development of project plans to support installation and operational acceptance of approved systems, changes, and modifications. Provide lifecycle management of all systems projects or initiatives following implementation. Direct the sustainment of operations and all other aspects of lifecycle support for the ashore Information Technology (IT) environment. Monitor project schedule, cost, performance, and risk. Conduct audit of MSC IT programs and projects. Ensure Quality Assurance methods are in place.

BUDGET ADMINISTRATION AND MANAGEMENT: Plan, organize, and execute $17M annual NMCI budget and $6M One Net budget, overseas area command computer and network requirements. Review, approve, disapprove, and recommend budget requests. Execute budget and fund management utilizing MSC’s Financial Management System (FMS). Perform a wide variety of administrative and analytical duties connected with the review, justification, and presentation of the budgets for organizational programs. Assist MSC with programming, analysis, and controls of funds. Employ a Planning, Programming, Budgeting, and Execution (PPBE) system to develop and analyze immediate and long-range (multi-year) budgets. Develop narrative and statistical justifications for requested funds.

BUDGET ANALYSIS: Gather and analyze requirements and justifications from area commands. Analyze and evaluate changes in component monthly execution plans and their effect on financial and budget program milestones. Meet monthly with the Chief Information Officer (CIO) to categorize IT expenditures as Run, Enhance, or Transform to facilitate better IT investment decisions and project prioritization. Analyze execution of assigned programs to recommend funding and/or policy adjustments. Interpret new and revised mandates from the Department of the Navy (DON). Advise program managers on the status and availability of funds and the impact of the budget status on all programs. Make recommendations to assigned program managers and other activities in executing their programs in a timely manner.

CONTRACT ADMINISTRATION: Administer provisions of complex, multifunctional IT contracts. Oversee multiple contracts established to provide essential program support of NMCI. Monitor contracts to ensure proper interpretation and compliance by both contractor and government personnel. Serve as the Contracting Officer’s Representative (COR). Verify and approve payment of invoices for $17 million for IT purchases. Assess requirements for contractor support plan and administer the work performed by five contractors.

COMMUNICATION AND NETWORKING: Prepare briefings and reports to management and higher-level authorities on the status of IT budget and the financial aspects of specific IT projects. Communicate project requirements to a wide range of individuals and organizations both within and outside of MSC. Negotiate and/or persuade higher echelons or management officials to support additional funds for new or unfinanced requirements. Communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. Influence officials to implement recommendations for program improvement and effectiveness that are critical to ensure satisfactory program progress.

SUPERVISORY MANAGEMENT: Managed five contractors. Assigned work to the contractors based on priorities.

ACCOMPLISHMENTS:

*Managed consolidation of two buildings into one and moving personnel computers from Washington, D.C. to Norfolk, VA, preparing and executing the budget to include the estimate and execution of the budget, writing the charter, setting up and coordinating meetings with stakeholders, identifying the available space for individuals, and providing direction to four contractors.

*Achieved 100% reconciliation between the Ashore IT Investment Portfolio and the Ashore Budget Project Account (BPA) received from the Comptroller.

*Upgraded 700 unclassified computers and 125 classified computers from Microsoft (MS) Windows (WIN) XP to WIN 7 ahead of schedule, ensuring no lapse in security.
