Duties and Responsibilities
Maintain all documentation, data and information related to research, policy
Conducting research and preparing reports on research findings;
Coordination of research activities liaising with key stakeholders and partners research institutions
Formulation, development, and implementation of strategies and policies that will enable the Department to achieve its targets
ACHIEVEMENTS
Coordinated the setting up of an Inter-Agency team comprising Technical Officers from different Ministries, Departments’ and Agencies to Review the Policy on Devolved System of Government.
I organized a workshop in Machakos for the team which generated a report that forms the basis for the on-going review process.
I was part of the Ministry team that went round the country (counties) conducting public participation on the Intergovernmental Relations Act Regulations and the County Government Act Regulations which had been drafted by the Department.
As part of the Local Economic Development agenda the State Department of Devolution initiated. I provided technical assistance to the Purko Development Trust based in Narok County in developing a 5-year Strategic Plan, Human Resource and Finance Manuals

Duties and Responsibilities
Carrying out duties assigned in the Integrated Financial Management Information System that is used to purchase goods and services by the Government of Kenya
Liaising with World Bank Kenya office to implement various projects being undertaken in the country and operating their procurement system known as STEP to update various steps of the projects being undertaken.
Advertising Tenders and handling the process until the project is completed.
Liaising with the Finance department in ensuring Local Purchase Orders and Local Service Orders of vendors are paid on time.
Issuing quotations and evaluating them based on current prices as collected during market surveys.
Handling the annual pre-qualification process to identify contractors to be listed on the pre-qualified contractors list in a financial year.
Issuing and receiving goods from the Department stores.
Carrying out annual stock taking and ensuring the goods are at the right quantity to avoid shortage.
Preparing annual procurement plan for the ministry in accordance to the procurement regulations and ensuring that the department adheres to the allocated budget.
Generating mandatory reports that are required to ensure that the state department adheres to AGPO rules as set in the procurement regulations.
ACHIEVEMENTS
Integrated Financial Management Information System (IFMIS) Oracle based e-Procurement software was introduced to Government and I managed to be quite proficient in its usage.
I was Secretary to various tender evaluation committees took minutes, wrote reports and oversaw the process of awarding quite a number of contracts in consultancies and supply of goods and services.
Ensured that the Procurement process in the Department was efficient, Goods and Services were procured on time and payment processed to vendors within stipulated time period.
Representing the Procurement Department, I took part in the process of ISO Certification for the State Department of Infrastructure.
