Serves as a Senior Advisor (Temporary – Remote) to the Department of Justice, Justice Management Division, Asset Forfeiture Management Staff for Contract/Procurement Related activities to include Professional Services Support, Service Contract Act Services Support and IT/Systems Services Support for enterprise level support to a federal government multi-agency program with service to 12 or more federal agencies with contract values nearing $3B. Also, advises on program evaluations and reviews regarding enterprise services for effectiveness, efficiency, and in meeting program goals. This is a six-month remote/temporary assignment following retirement.

Serves as Assistant Director overseeing Contracts and Program Evaluation supporting the Department of Justice, Assets Forfeiture Program (AFP). This includes conducting cradle to grave contract services, procurements, and simplified acquisitions. These enterprise level contracts valued at approximately $3B in overall contract value, support the Administrative Services, Investigative Services, Systems, and Audit/Financial Management aspects of the AFP. This is done through GS-14 Management and Program Analyst/COR Level 3’s covering specific functional areas for the enterprise which consist of the 13 Agencies representing the DOJ Assets Forfeiture Fund (FBI, DEA, ATF, USMS, USAO, OCDETF, MLARS, FDA, USDA, DOS/BDS, and DCIS) under 28 USC §524, as well as supporting the TEOAF and the 31 USC (Treasury Forfeiture Fund) agencies (ICE/HSI, CBP, IRS, USSS, and USCG). Also oversees the Program Evaluation team consisting of two GS-14 Management and Program Analyst that provide program evaluations and reviews and data analytics relative to the program and focuses on program operations and efficiencies, budget, adherence to regulations, and contracting related programs spanning the entire enterprise. Examples of program overview include investigations, contract functions and support for investigations, seized property investigations, Title III, Judicial Wire Intercept Program (JWIP), Pen Registers, Joint Law Enforcement Operations (JLEO), Equitable Sharing, Kleptocracy Asset Recovery Initiative (KARI), KleptoCapture, Special Operations and numerous other law enforcement program activities and initiatives. Provide advice and counsel to the various agency program managers and DOJ Senior Management as necessary. Additional activities include support to the AFP budget process and agency allocations utilizing Special Funding Provided by the Assets Forfeiture Fund with a total annual budget of approximately $2B.

Oversee the DOJ Asset Forfeiture Investigative Service Support ($625M) and Professional Assistance Contracts($475M); monitor advanced acquisition planning, providing agencies with recommendations regarding requirements and Statements of Work; prepare acquisition packages for awards of task orders against PACs contracts; and provide program support in the Program Management, Financial Management, and Criminal and Civil Investigative disciplines.

Program lead for the AFISS $625M procurement; coordinate compliance with program requirements with a wide range of government agencies; develop the Advanced Acquisition Plan and government cost estimates, in addition to preparing requests for information and coordinating with the Office of Small and Disadvantages Business Utilization to prepare statements of work and technical evaluation plans.
