Experience and Qualifications

Ms. Kollin has over 19 years experience in the transportation, engineering and construction industries as an engineer with the Ohio Department of Transportation (ODOT) and with private consulting engineering firms. She has overseen numerous projects and her duties included managing a staff of project inspectors and administration of transportation construction projects that involved complete replacement of pavement, bridges and traffic signalization.

She currently is the Project Manager for a pedestrian safety upgrade project in the city of Cleveland.

Project Experience

Ohio Department of Transportation, (ODOT), CUY Cleveland PSIP, Cleveland, OH (2021-Current) Project Manager on the pedestrian safety upgrade project at over 40 city of Cleveland intersections. This project consists of the construction of ADA-compliant curb ramps, pedestrian refuge islands and curb extensions and the upgrading of signal infrastructures including RRFB, LED pedestrian heads/poles and hybrid beacon installations.

Voinovich Bridge Construction Contract Group 2 (CCG2), Cleveland, OH (2014-2017) Quality Oversight Project Manager on the 273M George V. Voinovich Bridge Design Build Project. This project consists of the demolition of the existing I90 Innerbelt EB truss bridge and the new construction of an approximately mile long, high level, steel girder bridge over the Cuyahoga River Valley. The contract work also includes the construction of four non-viaduct structures, bridge deck replacements, new ramp construction and reconfigurations, MSE wall construction, secondary roadway asphalt and concrete pavement with associated traffic control upgrades and aesthetic enhancements, and the reconstruction of bulkheads along the Cuyahoga River.

Duties include: Supervising and managing quality oversight inspection team. Performing quality oversight of the IQF ensuring that personnel perform work according to project scope and contract documents. Ohio Department of Transportation, (ODOT), CUY 90-14.90 Innerbelt Bridge Construction Contract Group 1 (CCG1), Cleveland, OH (2012-2014) Quality Control Assistant Manager on the 287.4M Innerbelt Bridge Design Build Project. This project comprises the new construction of a nearly mile long, high level, steel girder bridge over the Cuyahoga River Valley along with various bridge deck replacements, 4 new main line structures, new concrete and asphalt roadway construction and the reconstruction of bulkheads along the Cuyahoga River.

Duties include: Reviewing daily construction inspection reports. Also review contractor compliance with ODOT CMS and process relative documentation to upload to project electronic records system. Perform reviews on project quality checkpoints (QCP) and calculate plan project quantities for material quality control and documentation. Create Excel project quantity spreadsheets for improved material documentation control after collaborating with ODOT project personnel.

ODOT Projects (1992-1996). Transportation Engineer 3, Project Engineer responsible for contractor compliance with O.D.O.T. plans and specifications for the following projects:

Villa Angela Bridge, Euclid, Ohio. Construction of a new bridge and roadway thorough Villa Angela park & parking lot resurfacing. Structural work items included cofferdams, bridge pike driving, footing, pier and abutment concrete & re-steel work, box beam placement, new concrete deck, approach slabs, rock slope protection, parapet work and bridge surface sealing. Roadway work included extensive excavation/undercutting/embankment sub-grade work with compaction control, construction erosion control, stormwater drainage installations and roadway/bikepath base construction with asphalt road construction.

Mayfield Road, Mayfield Hts., Ohio. Reconstruction of Mayfield Road. Work items included concrete and asphalt pavement repairs, full depth concrete bus lanes, concrete curb/drive aprons/sidewalk work, storm underdrains, sewers, catch basins and manhole installations, water line repair and asphalt resurfacing or roadway and abutting intersections. Traffic control work items included new traffic signalization at approximately ten intersections which included pole & signal work, pull boxes, controllers, loop detectors and erection of ground-mounted signs and pavement markings.

Richmond Road/I-271 Maintenance Yard, Warrensville Hts., Ohio. Resurfacing of Richmond Rd. I-271 & Warrensville Yard & culvert installation. Roadway work included partial depth pavement repairs, concrete and asphalt drive aprons and sidewalks, asphalt pavement resurfacing and pavement markings. Structural work included bridge abutment repairs and concrete surface sealing. New culvert installation included erosion control and riprap.

Project Engineer duties included: Supervised, instructed and provided training for assistant engineers, field inspectors and college co-op students responsible for project inspection of work items. Interpreted plans to provide effective implementation while minimizing accidents, conflicts and project delays. Prepared design changes to construction plans due to unforeseen field conditions and consulted with utilities to alleviate interference and project delays. Maintained all project records and measurements, correspondence and leading any necessary field meetings. Also performed traffic maintenance control inspections.

ODOT Projects (1990-1992). Transportation Engineer 2, Project Engineer responsible for contractor compliance with O.D.O.T. plans and specifications for the following project:

Interstate I-480, Garfield Hts., Ohio. Reconstruction of I-480. Assisted Project Engineer on roadway work that included full depth concrete and partial depth asphalt pavement repairs, concrete shoulder work, stormwater work including under-drains and catch basins, asphalt pavement resurfacing with density control, overhead and ground-mounted sign installations, lighting striping, guardrail work, seeding & erosion control and traffic control installations at ramps. Structural work included variable depth concrete deck repairs, bridge deck concrete overlays, bridge abutment repairs & sealing and concrete slope protection. Responsible for field measurements, calculations and drawings of completed work items and for 446 pavement density calculations and control. Maintained all project records and prepared estimates, change orders and force accounts. Performed maintenance of traffic control inspections including drawing daily work zones. Supervised support personnel including college co-op student inspectors.
