Purchasing & Supply Management Specialist/Contracting Officer
I was a Contracting Officer and buyer for snow and landscaping services for Post Offices throughout the United States. I wrote over 320 contracts in a short two and a half years. In Fiscal Year 2016 I analyzed and negotiated 1.25 million dollars in snow removal service cost savings. In quarter one of Fiscal Year 2017, I analyzed and negotiated over one million dollars on snow removal service costs. I prepared presentations and participated in knowledge sharing sessions with the entire Supply Management Services Portfolio. In my time as a contracting officer, I performed over 330 contract actions: more than any other team member.

Purchasing Shared Service Center (PSSC) Tier 2 Purchasing Specialist
I provided leadership to the Tier 1 Purchasing Specialists. Working directly with contracting officers, I conducted extensive research of purchasing policies of the USPS to write “scripts” to be applied to requisitions declined by the Tier 1 specialists. I created, conducted, and analyzed the Customer Satisfaction Survey for the Purchasing Center. The data was used to improve customer satisfaction and employee performance but was also used in determining pay increases in the Pay for Performance Program. I rewrote many of the training materials for our department and trained new employees.

At the PSSC, I was a Helpdesk Specialist guiding and advising Postal employees in proper purchasing procedures. I identified spending violations on requisitions and made recommendations for the appropriate or alternate method of purchasing while encouraging cost reduction. The PSSC conducted teleconferences to train internal business partners on proper purchasing procedures; I assisted in creating material for the training and was one of the presenters.

I monitored 177 blue mail collection mailboxes for graffiti or damage; maintained records for 13 Commercial Mail Receiving Agencies (i.e. The UPS Store) and monitored and audited 6 Postal Contract Stations. I created and presented training on various projects, including Safety, to the employees of the Boulder Post Office and Postal employees around the states of Colorado and Wyoming.

Family Medical Leave Act (FMLA) Coordinator (Detail Position)
FMLA Coordinators at the GMF enforce the Family Medical Leave Act Law and its application for all Colorado and Wyoming Postal employees. It was important to me that both the employee and the Postal Service were protected under the purview of the FMLA. I approved/disapproved requests for FMLA, sending correspondence to employees, management, and Health Care professionals.

Safety Specialist (Detail Position)
The Safety Specialist at the Denver NDC is responsible for the safety program for hundreds of craft and management employees, 24 hours a day. I Chaired Labor Management Safety and Health meetings, monitored the chemicals entering the facility, including analyzing the Material Safety Data Sheets. Responded to OSHA complaints, conducted facility inspections, and prepared for the Program Evaluation Guide (PEG) Safety Audit. I advised management and craft on safety concerns and issued weekly safety talks that I often had written myself. I took advantage of the opportunity to rewrite the safety Standard Operating Procedures and many other safety documents that were required to be on file at the facility.

Supervisor Customer Service
I supervised up to 70 employees in the Delivery Distribution Unit at the Boulder Valmont Station. I was responsible for safety, timekeeping, and scheduling in addition to making sure the mail was processed and dispatched on time. This included overseeing the operations of 6 Delivery Barcode Sorting Machines, a large parcel sorting area and many manual letter and flat sorting cases.

Supervisor Distribution Operations
In 7 years as a certified supervisor at the Denver Processing and Distribution Center, I was afforded the opportunity to learn the entire flow of mail processing. I supervised the manual outgoing operation for most of the time, but also spent time supervising dock operations. As a manual operation supervisor, I relied on mostly allied help to get the mail processed and dispatched in a timely fashion. Normally I ran the operation which staffed 90 employees, with the assistance of one acting supervisor. Through careful planning, I was able to accomplish efficient processing and dispatch discipline. I was commended for my abilities and efficiency in a study conducted by the Postal Inspection Service.

Assistant to the Senior Manager Distribution Operations (Detail Position)
As the Assistant to the Senior Manager of Distribution Operations, I tracked and researched mail delivery failures, filtered and responded to email sent to the Senior Manager, on his behalf, and worked on special projects. One special project required that I submit a request to the Western Area Office for 2 additional Managers, Distribution Operations. Conducting extensive research of workload versus management workhours, I was able to compile the appropriate documentation and wrote the request to get the positions approved.

Manager Distribution Operations (MDO) (Detail Position)
As an MDO at the Denver General Mail Facility, along with 2 other MDOs I managed 35 supervisors and approximately 1500 craft employees on the swing shift. Everything surrounding mail processing and delivery is contingent on deadlines and the impact on down-flow operations. I was responsible for coordinating mail processing operations, ensuring smooth flow of the mail through the facility, and making timely dispatches from one operation to another and then out the door of a 600,000 sq. ft. facility.

Multi-position Letter Machine Clerk (MPLSM)
This was a lesson in humility. I was a part-time flexible clerk, meaning I worked whenever and however many hours I was needed. Part-time in the Postal Service means from 40 to 72 hours a week; not what I was expecting. I worked the swing shift and made it my quest to learn all I could so that I would not be at the mercy of inept managers for the rest of my life.

This was my first detail as a supervisor in the US Postal Service. I learned about union contracts and issuing corrective action; I removed my first employee from the USPS. I learned how to manage a large workforce and utilize allied help. Having recently come from the private sector, I was not hesitant to hold employees accountable.

I waited on customers, conducted inventory daily, ordered gasoline and merchandise, calculated profit margin, conducted price comparisons and calculated payroll. I even wrote the payroll checks for my employees. After being robbed at gunpoint twice in one week, I felt it was time to find a new career even though I enjoyed the job.
