Mr. Powers is a seasoned surveyor with over 45 years of experience in the survey/ mapping industry as a leader in cadastral, public lands, federal, and tribal lands who specializes in GPS surveying . He carries SURVEY license in 35 jurisdictions inclusive of Hawaii and Alaska, is a Certified Federal Surveyor (CFedS) and a Certified Photogrammetrist (ASPRS CP).

EXPERIENCE Mr. Powers’ experience began with his tenure of 22 years as operations and designated surveyor of ‘out-of-state’ large boundary projects. In that position Mr. Powers spent the majority of his time surveying and conducting transaction and design surveys across the nation. Mr. Powers is founder of a successful nationwide survey firm based in Oklahoma. As leader of this company he broadened his experience to include Aerial, Federal, Construction, Tribal, and Large Commercial concerns. Mr. Powers has also served as vice-president and president of multiple other companies in the survey industry. His state and federal license requires he maintain extensive knowledge of the many individual state laws and requirements, along with all Federal laws that govern them. His Federal License qualifies him to issue certifications on Federal, State, and Tribal Lands. Mr. Powers is an acknowledged leader in his field.

RESPONSIBILITES: As A LEADER in Surveying, Engineering and Mapping Mr. Powers’ duties include the establishment and implementation of his company-wide QA/QC procedures for individual surveying tasks and overall surveying project requirements; establishing and/or approving the technical procedures used in the collection and processing of surveying and mapping data; supervising staff performing field collection and office processing of field collected data; post-processing GPS survey data of control fields, base stations and Ground Control Points (GCPs) to support imagery and LiDAR projects; planning GCP locations and reviewing/approving flight plans for ortho-imagery projects; report preparation and certifying accuracies of collected data; reviewing independent accuracy assessments and certifications of Photogrammetric data used by the company and its clients; and performing QA/QC reviews on digital data sets prepared for its clients. Mr. Powers supports the collection of terrestrial LiDAR data for transportation corridor surveys, including the supervision and/or review of collected data and the preparation and/or review of certifications and accuracy statements prepared for projects. As well, Mr. Powers oversees project schedules, assignment of tasks and reviews and approves tasks performed by professional and technical sub-consultants.

HISTORICAL PERFORMANCE

Los Angeles, CA -2010

Mr. Powers was originally contracted to perform the ground control surveying for the GIS photogrammetry project for Los Angeles County, California and then became involved in the planning and oversight of the project in later seasons. The geographic area covered in this project exceeded 4,000 square miles, which was controlled by 300 total GCPs, broken down into 285 GCPs on the contiguous lands of LA County and another 15 points, offshore, on Catalina Island. These GCPs consisted of all standard mediums of GCP, consisting of "photo-identifiable", "painted targets", as well as "panels placed". The method of data collection, for these points, was set predominately using "OPUS" observations. Other methods used during these projects, although narrowly used, included RTK with calibration to the HARN performed on single point observations and checks made to interdependent observations. Sight-based "conventional" infill observations and RTK post process observations. I was provided flight schedules and grid schematics for the purpose of project planning and crew scheduling, which brought the net time for project completion, in the field, of slightly longer than three weeks. The tasks of placing, painting and collecting coordinates on all assigned targets, were completed within the scheduled timeframe and budgetary restraints and returned to the office.

Maricopa County, AZ – 2018

I was the PLS/ CP in oversight of this project and my company was contracted to perform the ground control surveying for the Ortho/ Oblique photogrammetry project for Maricopa County, Arizona . The geographic area covered in this project exceeded 9,000 square miles, which was constrained by 500 total GCPs. I worked with the teams involved to execute the flight plans, geomatics, AT and image corrections to provide this project approved on time and under budget.

FPL Boron, SW United States, CA - 2006 I had oversight of survey 0f 3,000 acres of Desert, occupied by a solar power plant, to accomplish a random inventory of corporate holdings. We were provided, by the client, an entire host of drawings, plats and prior surveys, both boots on the ground and office generated, for the purpose of our project. Along with the other documentation, we pulled all of the original GLO notes and plats relating to this area. I oversaw the field work by establishing a baseline and localized vertical control for the purpose of setting the GCPs to house the needs for the photogrammetrist. We were given a nine week timeframe, with which to work. We satisfied the time constraints and submitted the final plats, drawings and reports, two weeks before deadline.

Howard Hughes Center Las Vegas, NV - 2020

I was chief surveyor performing the boundary survey for real estate transaction purposes. I worked with a 3rd party firm and planned the GCPs and oversaw the imagery portion of this project. I provided the horizontal and vertical coordinates on all of the photo targets for mapping purposes. Due to the immense size, value and high profile nature of this project, I was only allotted a short amount of time. I used a creative approach and thorough planning to accomplish the survey using RGB imaging with cadastral field crew support and great drafters to pull it all together for a successful transaction.

Red Bud Energy, OK - 2007

I was chief surveyor for 1300 acre power plant with a 9 mile water line corridor requiring extensive Ortho photography. It required creating GCPs and property corners set to company specifications. We remained flexible while using ingenuity and creativity to produce high accuracy. I also worked effectively with the introduction of the industrial compound waterline, created and plotted multiple easements, and right of ways in the perimeters of the boundary created by a breakdown of multiple sections.

International Paper/ Georgia –Pacific - 2007

Chief surveyor for a 5 site, 3 state, approximately 1100 acres and 17 miles of railroad deal. Heavily forested terrain required GPS and Ortho photography, as well as conventional survey methods, conference calls with client, lawyers, title company and county ensued and all issues were resolved. Locations themselves were very hazardous, and required extreme attention to their surroundings by our survey crews. There were also portions of the site that were so dangerous our crews were not allowed to enter the proximity. To overcome this obstacle we heavily utilized photogrammetry. Boundary information was scarce, and we utilized non-standard forms of measurement and monumentation. Such obstacles were overcome with the help of the on-site PLS. I dispatched the research department into the heart of these projects and gathered all relative information in the field. As a result, we completed several tasks the title company was unable to and completed a satisfactory survey.

Waimanalo Federal Authority Survey Hawaiian Homelands, Oahu, Hi –2021- 2022

This was a 2,800 acre boundary survey on the island of Oahu. This was the first ever federal authority survey performed in the state. The survey(s) were conducted for the Department of Interior ( DOI ) in conjunction with the Bureau of Land Management ( BLM ) and Red Plains Surveying Co. for the Department of Hawaiian Homelands ( DHHL). I was the lead Certified Federal Land Surveyor (CFedS ) as the cadastral surveyor on this project heading a team of Hawaii State licensed and Federally Certified surveyors. We used many survey methods in creation of this survey to include; Static observations, conventional surveying and RTK, LIDAR locations of topographic features as well as others. I did the required training and provided oversight for all aspects of the project. I worked closely with the DOI and BLM to create a survey to meet the federal standard to be signed and recorded into the federal registry for the Department of Hawaiian Homelands (DHHL).
