Within these organizations numerous variations of the following processes, practices and functions existed: skill teams, employee stabilization boards, advertising, recruiting, hiring, contingent labor, staffing forecasts, college relations, intern programs, redeployment, and re-assignments. These processes and activities exist at varying levels of maturity and function without an integrated strategic plan. An evaluation of these organizations determined ineffective processes for anticipating and defining skill requirements, fragmented recruiting, limited and inconsistent use of tools, slow and confusing processes, too many players and no overall accountability. Therefore, a Strategic Staffing Solution was created. This solution was to ensure that Boeing has the right people, with the right competencies, at the right cost in the right place, at the right time.
