General Summary,

I have been responsible for directing/sequencing work activities for facility construction, maintenance for and infrastructure for projects as large as $380M. In addition I have also led a positioning team responsible for evaluating the prospect of bringing cutting edge technology to home site. Cost of work was estimated to be $680M. I have relied on Primavera to track and evaluate performance against schedule (PAS). I also have some experience with EVMS which was used by a previous employer, although most of the administrative scope was performed by a PA and I reviewed and approved inputs. As Project Execution Manager I was responsible for engineering (all disciplines), planning, maintence, and resourcing of projects. I also believe in finding solutions that allow scope to be performed in operating facilities. In addition execution of projects shal seek solutions that will ensure zero unscheduled down time (ZUD), work arounds will be implemented where necessary. All activities have and will continue to be executed in an incidrnt and injury free (IIF) environment. I would expect that my management would support a Root Cause Analysis (RCA) and implement mitigating measures in the event an incident does occur. As for safety I want my staff going home as healthy as they came in to work. Safety is not a priority it is a behavior as priorities can change. Promoting an open door non punitive environment for unintential incidents typically removes the threat of not reporting an incident. Exceptions are not following process, proceddures, and malicious acts.

I am very familiar with the need to adhere to design at all cost. In my pervious Hi-tech assignment it was called Copy Exactly (CE) and was subject to audit. Any change to scope or schedule must be approved by customer. I do not allow either of these to be altered without a fully executed Change Order (CO).

Project Exection Summary

As a Project Manager I owned project scope, schedule, and budget. I ran a construction crew of two superintendents, six gerreral foremen, and thirty five construction hands. In addition I oversaw the commercial requirements of the project, prepared construction proposals, reported to the president project health, and met with client to understand the changing needs of the project.

As the Engineering Project Execution Manager (EPXM) I have led a total of 22 engineers, project managers, estimators, and drafters in the execution of United States Air Force project delivery. Projects ranged from retrofits to full mission capapability buildings. I assembled a staff of 22 through typical hiring process while ramping up a project load of over 144 projects for current fiscal year. This also required a steep learning ramp with respect to Air Force design, contracting, and construction requirements.

As the Engineering Design Manager I have managed multi-discipline engineering teams and multiple A&E firms. I have 27 years experience delivering multimillion dollar projects to a very demanding factory customer base. My responsibilities included project positioning (current state) project programming (end state) detailed design, and services during construction (construction support). In each of these phases I supported budget and schedule development. I have a broad knowledge in the use and implementation of Master Construction Specifications (MCS) and Master design Standards (MDS) as well as revision control. My role required I provide weekly updates to factory customers on scope schedule and budget i.e. design performance to schedule, budget performance to forecast and change control (performance to scope).

As an individual contributer I provided conceptual design for data centers that ranged from 1 MW to 26 MW. These data centers were designed to support equipment being produced on another site. Several concepts were explored, mobile, retrofit, and new building. Constantant coordination and communication provided successful design criteria and concept.

As the fire protection engineer/system owner for the site I managed a support group that performed all compliance (NFPA) and maintenance scope. My scope also included upgrades to existing systems (N2 purge system to inhibit corrosion in wet systems), fire pump upgrades/replacement and general leak repairs. The breadth of the scope included two 600hp diesel fire pumps supplying a fire water loop to over 2M square feet of office space, warehouses, industrial support spaces, and manufacturing clean room. The fire pumps supplied water that looped a 200+ acre campus and fed wet systems, dry systems and deluge systems. In addition several foam systems and dry chemical systems were also in my management duties. After taking ownership of the fire protection system on the site I implemented a very robust maintenance and compliance tracking system. The Brady System is a closed loop tracking system that once implemented will not allow closure of inspections or maintenance until all units, pieces, or systems have been addressed. The Brady System also provides robust reporting tools for compliance audits. This tool was well received by Factory Mutual (risk insurers)

Sincerely,

Gerald B Tapia
