• Recommend the most appropriate and efficient method for strategic sourcing initiatives and agreements for the Metropolitan District from analysis of institutional spend, end-user activity and marketplace researching State of Connecticut Contracting portal and GSA.gov portals;

• Compose bid specifications in a team environment to meet the needs of the stakeholders; prepare RFP packages;
