Operations Lieutenant

retired as a Senior Operations Lieutenant, where I provided 20 years of supervision, care, and correctional treatment of inmates. As a supervisor I was responsible for carrying out assignments as an expert and an authority in institution security, contributing to the health and welfare of 5200 inmates and 1100 staff and the promotion of good public relations. Carrying out assignments, which may include, undercover operations, surveillance, search and seizure operations, making arrests, interviewing witnesses, interrogating suspects, and as a training instructor I acted as a subject matter expert and an authority on the fields of education, training and instruction, with a focus on instruction in supervisory, management, and leadership techniques and disciplines.
I was responsible for enforcing rules and regulations governing facility security, inmate accountability, conduct to ensure judicial sanctions are carried out and inmates remain in the custody of the bureau of prisons. From time to time, I was authorized to carry a firearm and to use physical force, including deadly, to maintain control of inmates. During institution emergencies or other periods of heavy workload or limited staff, I was required to work long and irregular hours, unusual shifts, Sundays, holidays and unexpected overtime. Information as to operations and procedures is provided by post orders, BOP program statements, local supplements, custodial manual, internal correspondence and staff meetings. I was flexible and had a broad knowledge base to use my own initiative in the resolution of problem situations. Plans, directs, and executes investigations of diverse housing programs and activities both within and outside the Department. This involved investigations that are of major inter-regional or national coverage.
Reviews legislation, reports and other background information and holds discussions with program personnel in order to become familiar with program requirements and operations, determine any potential problems, develop required connections to offices, organizations, and program personnel; and identify preliminary scope and course of investigations. Develops the investigative strategy/plan. Throughout the course of the investigation, modifies the plan by changing and/or adding areas of emphasis and devising new approaches as required to meet unanticipated developments or complications. Makes assignments of portions of the investigation to members of the teams.
I have conducted highly complex criminal investigations usually within established geographical and jurisdictional boundaries but sometimes outside these boundaries, often working with cold information and/or evidence or with highly reluctant witnesses or suspects, handles a significant volume of complex and sensitive internal affairs investigations possibly on high ranking officials. I have conducted highly sensitive and complex cases which may, include arson, assault, bribery, burglary, criminal fraud, disclosure of classified/sensitive matter, narcotics violations, sabotage, rape, sexual assault, subversive activity, and other violations of Federal statutes and regulations. I can meet organizational goals and customer expectations.
