Summary:

My experience is extensive in all aspects of technical services Business Development (BD), capture management, and proposal management. I have four years lobbying on the Hill and succeeded in accessing funds from the President’s budget. I have worked on well over a thousand small/medium/large technical and IT services opportunities since the initiation of the Competition in Contracting Act. Several situations in my career have necessitated that I prepare and implement a standard set of best practice policies and procedures for the BD/Capture/Proposal process. I have designed, implemented, and subsequently managed Capture/ Proposal Operations for various size businesses using the Shipley and APMP processes or derivatives of them. I have developed strong skills using Shipley and APMP proposal development processes and tools such as Word, Excel, Project, Teams, PowerPoint, Privia, and SharePoint. I have a good understanding of the DoD Acquisition process and the FARs.

Supporting all size businesses in the implementation of effective BD, capture and proposal management functions leading to proposal development phase with enough preparation to ensure the highest win probability. Supported opportunities from many government agencies including DHS, Coast Guard, NASA HQ, Ames RC, GSA DoD, NAVSEA, NAVAIR, USDA, FT. Supported corporate Information Technology proposal development efforts. Managed a virtual team of 26 people on a winning $50M bid for support to OSD in all aspects of IT. Wrote a very high-quality proposal for the GWAC Alliant small business procurement. Designed and developed extensive CMMI system documentation for CMMI Level 3 certification. Executive Vice President 1994-2005

Responsible for all aspects of operations management, with emphasis on business development, and proposal management. DST is a small business that develops, produces, and markets computer security products and services to the Federal Government and commercial clients. Services clients include DOD, NMCI Program, DOE, NAVAIR, NAVSEA, VA, and the DOD CMIS Program. Work includes the Certification and Accreditation of computer and network systems/applications. Won a bid to perform ITSCAP for the Office of Veteran's Affairs as a subcontractor to the EDS Corporation and a BPA for C&A services to VA. Work includes vulnerability assessment, penetration studies, security test planning and execution and SSAA documentation. Business development performed through normal competitive bid process and earmarked funds obtained through congressional liaison/lobbying.

Capture Manager for hundreds of competitive bids from bid/no bid decision through production of competitive proposals. Established teaming relationships and joint ventures. Prepared cost proposals and overall bid strategy.

Business Development Consultant 1985-1989

Worked in support of various clients in business development support. This included all aspects of competitive proposal development and marketing support. Clients included MANTECH, ERCI, TRACOR, NKF, DIGICON, SYSCON, RAIL, CACI and XETA. This resulted in establishment of automated solutions for business development systems associated with BD/proposal development projects for DOD: NAVAIR, NATC AD, NADC, NASA, and NAVSEA.

Responsible for complete development of a Group Level organization. Built and managed a 150-man organization in three years. Prepared large number of competitive bids with a high success rate. Supported Aviation Supply Office (ASO) performing systems engineering review and test of data packages for aviation systems. Directed the efforts of a team of engineers in the engineering breakout program. Responsible for all work performed on these contracts. Performed reverse engineering and developed an automated data tracking system.

Syscon Corporation

Deputy General Manager Georgetown Division 1982-1983

As the deputy to the General Manager, was primarily responsible for the development of new business for a 600 person division performing all aspects of system design and development. Supported NAVSEA on DDG, DDX and Littoral Ships programs.

General Manager and Business Development Engineer 1977-1982

Performed business development, system design engineering, simulation and modeling, test and evaluation, programmatic support, automated systems development, budget and financial analysis, software development and system effectiveness analysis. Supported NAVAIR on the F/A-18 Test and Evaluation Program developing test scenarios and computer-based performance measures. Was involved in the design and development and operation of the KIWI simulation as a manned, real time, computer simulation of the F-14 Weapon System. Developed the software and specifications for the data collection and analysis routines for the KIWI. Developed the test and evaluation plan for the Phoenix, Sparrow and Sidewinder missile test program using KIWI as the means to “pre-fly” each missile firing profile to be flown by the aircrews at VX-4 as part of the F-14 T&E Program. Performed operations analysis for the UAV program. Supported development of the Cruise Missile and the AMRAAM programs.
