Served in the Air Force: Performed management engineering studies and developed manpower standards through the use of management engineering techniques and statistical analysis. Conducted Commercial Activity (A-76) studies to include preliminary planning, performance work statement, most efficient organization, and cost comparison. Managed and supervised the Manpower Standard for the determination of requirements for Air Force SCIF’s, and out-briefed both at the command level and the Pentagon, this standard took only 11 months to develop. Taught the Management Engineering course for 9 years, which included Organizational Analysis, Productivity Analysis, Statistical (data analysis) correlation and regression and Central Limit Theorem. Cashier Nellis AFB Golf Course 2022 August 9 – August 26 2022

Responsible for providing superb Customer Service to each and every customer. Ensuring they received the best possible advice on the golf equipment they needed. Ensuring at the end of day, the funds were spot on. Used the POS computer system to maximize efficiency and effective for each and every transaction. Developed a schedule for the golfers on a weekly basis, so the golfers knew when to tee off and coordinated this with the cart individuals so they also knew who and when the golfers were scheduled. Ensured the Golf Shop was cleaned on a daily basis. Informed each golfer of the special tournaments which were coming and also informed them of any specials on golf clubs and golf balls which were taking place.

Management Analyst Randolph AFB TX 2019 – Oct 2021

Developed and Instructed the Management Engineering Course. This course included a thorough look at the Air Force Manpower Determinate (AFMD) process, data analysis, which included a wide breadth of statistics focusing on Correlation and Regression analysis, Minimum Manning tool and a Public Health Project, where the students had to develop an AFMD quantifying 80 Air Force bases with six equations. Developed three IMI’s on the AFMD, Minimum Manning and Data Analysis for past students to refresh their learning skills. Trained two instructors how to teach the whole course.

Management Analyst Beale AFB CA 2010 –2011 GS-11

Responsible for managing the support functions on base to ensure their manpower requirements were adequate, and pricing out standards for those functions which were undergoing a manpower standard. Supervised the effort to ensure the correct number of Contract Man-Year Equivalents were valid requirements on the Unit Manpower Document. Priced out both the Chaplain and Operations standards.

Management Analyst Randolph AFB TX 2009 – 2010 GS-12

Developed a Manpower Assessment survey to identify the training needs for each of the Manpower Requirement Squadrons, to include an assessment of training needs of each of the manpower offices world- wide, this assessment was highly lauded by the Pentagon. Supervised and led a team of five management analyst to work sample the Consolidated Civilian Classification Division, to determine their manpower requirements for out-years.

Management Analyst, Osan AB, Korea – 2008 –2009 GS-11

Managed the Productivity Program, ensuring all ideas received from the field were viable and coordinated with base finance to ensure the recipients received funds for their accepted ideas. Coordinated with each functional on base educating them on the value of how their ideas can not only improve their operation, but also to earn money for accepted ideas. In addition, provided support to the Civil Engineering function, on the price-out of their existing manpower standards

Supervisor, Manpower Analyst, PACAF, Hickam AFB, Hawaii – 2006 – 2008 GS-12

I was the Supervisor for the A-76, Cost Comparison Program for PACAF. This included coordinating with all the functionals within PACAF to determine which functions would be candidates for a cost comparison study. Also, coordinating with all bases within PACAF to determine if they have potential candidates for a cost comparison study. In addition, coordinated with the Air Force Management Agency, for their expertise. I managed and supervised the Hazardous Material function, which included nine bases within PACAF. Coordinated with the functional the Most Efficient Operation for the in-house function and priced-out the results, which the function staying in-house underbidding the contractor. In addition, I managed and supervised the 324 NDAA HQ Staff tracker, by developing the PACAF strategy to convert contract man-years to civilian requirements. This resulted in a savings of over nine million dollars over a five-year period. I also developed a continuity book for all new incoming personnel to expedite the learning process.

Manpower Analyst, Aviano AB, Italy – 2004-2006 GS-11

I lead and supervised the process to determine the number of contract manpower equivalents on the Unit Manpower Document. We not only determined the number of contract manpower equivalents, but also determined the proper skill level based on working with civilian personnel. Our team received high praise from the Wing level. I also supervised a management engineering study pertaining to the bases Postal Office, determined their workload data, and out briefed the Communication Squadron commander receiving high praise.

Manpower Instructor, Keesler AFB MS – 1996 - 2004 GS-9

Instructed over 200 Officers, Enlisted and Civilians coming into the Manpower career field. The subjects included management engineering, organizational analysis, wartime analysis, productivity and consultant analysis, and the cost comparison program. I not only taught the above subjects, but developed the curriculum, lesson plans, exercises and student handouts. Received many accolades for both my expertise in the manpower subjects, and my professional teaching style.

I developed a statistical exercise which included, operational audit, workload sampling, building a manpower table, plus correlation and regression analysis which mirrored the processes performed in the field operations. These same exercises are still being used at the school house at Keesler AFB, MS, today. In addition, taught the central limit Theorem.

Computer Skills: Proficient with Microsoft Office suite, Word, Excel and Power Point.

Formal Education: Associate Degree, Resource Technology, Community College of the Air Force, 1985. In addition, attended the Manpower Staff Officer Course in 2006, (three weeks).
