The Office of Management, Office of Acquisition and Project Management (APM)
develops and directs and surveils implementation of policies and procedures governing
DOEs construction and environmental project management efforts. As such, my role
included providing senior staff support to the Chief Financial Officer and the Deputy
Secretary, staff interface with all Departmental line organizations for the direction and
coordination of corporate and program initiated improvements to project management.
I was responsible for the oversight of those functions executed within the division. Some
functions within the division are cost analysis, EV compliance and execution, site
reviews and evaluations.
As deputy I provide advice, direction and served as subject matter expert (SME) for
these and other functions in the areas pertaining to Capital Asset Projects and
Environmental cleanup projects; to include associated issues and coordination with
senior DOE officials at the Assistant Secretary level such as General Counsel, the CFO
and the Secretary of Energy’s personal staff.
Responsible for the development of policies, tools and training to enhance
project management, specifically to focus on the improvement of Earned Value
as a management tool within the agency.

such as factual accuracy reports and timeliness of scope, cost and schedule

Execute on site reviews of suppliers project management systems, to include
execution of system surveillance. Development of tools, processes and
methodologies to enhance effectiveness of such reviews with a focus on
reducing the government footprint while increasing efficiencies and
standardization of the process and results.

Expert Consultant for government business system implementation and compliance as
related to Program Management, Earned Value, manufacturing and production, supply
chain and integrated critical path scheduling. Provide expert direction for pre and post
government Earned Value Management reviews. Provide expert level direction for DoD
suppliers to recover their Earned Value Management system after government
decertification. Additionally, provide direction for manufacturing improvements to include
cycle time reduction, data mining and metrics development, build plan adherence MBOM
development. Additional improvements in cross functional integration and collaboration
between procurement, mfg, material handling, planning and quality. Emphasis of data
mining, data integration and data mining to establish metrics driven performance and
data driven decision making.
One example of achieved process improvement and cost savings was a 70% reduction
in a DoD production line cycle time to include repeated on-time delivery delays to on or
ahead of time deliveries as well as massive reductions in testing and quality issues.

Supply Chain Predictability for the Defense Contract Management Agency (DCMA)
The DCMA is an 11K employee organization and is responsible for all DoD contracts in
support of major system acquisition and sustainment. The organization is responsible for
cost, schedule and technical execution of contracts ranging from aircraft carriers to
helicopter sustainment parts.
I have direct responsibility for policy, training, and surveillance development,
implementation and compliance in regard to all aspects of the manufacturing
engineering and supply chain organizations for DCMA. As such I was the lead subject
matter expert (SME) responsible for policy formation, inter and intra agency
collaborations, strategic, operational and tactical strategies and development and
implementation of advanced concepts in manufacturing and supply chain execution and
s well as advanced tool conceptual design. This engineering competency has direct
oversight of a financial analysis branch, a supply chain predictability branch and
functional responsibility for the major program support competency. I currently have
direct responsibility for supervision of 35 direct reports as well as functional responsibility
for all Agency Industrial Engineers, Industrial Specialists, Supply Chain Integrators,
Performance Integrators and Financial Analysts. In addition I was responsible for the
establishment of the Supply Chain organization from the ground up. As such we have
formulated all policy, procedure, surveillance and metrics as well as staffing. The supply
chain function is responsible for identification and mitigation of risk for the DoD supply
chain. This consists of major acquisition programs as well as sustainment contracts
numbering in excess of 40K per month.
I am directly responsible for policy oversight for compliance to engineering standards,
engineering surveillance and engineering analysis of contractor performance in regard to
all manufacturing engineering duties to include, but not limited to, production scheduling,
MRP/ERP system evaluation, design for produceability, engineering yield
determinations, engineering failure modes analysis as well as root cause analysis and
corrective action processes, manufacturing plant lay-out, process flow and evaluation,
process assembly and product engineering, statistical process control, materials and
manufacturing processes and engineering design optimization, analysis of cycle time,
process variability determinations and analysis, reasonableness of scrap, Bill of Material
(BOM) accuracy.
I am responsible for all agency core functions related to manufacturing engineering such
as, but not limited to Material Management and Accounting Standards, technical support
to Contractor Purchasing System Reviews (CPSR), manufacturing engineering industrial
capabilities, technical support to negotiations in support of progress payments, material
management and inventory/warehouse evaluations.
I am also responsible for the establishment of training requirements and Master
Development Plans for manufacturing and industrial engineers for the agency, industrial
specialists, supply chain integrators, program integrators and financial analysts. In
addition, I am responsible for IT solution identification for improved functional
performance, visibility and metrics.

Acquisition Chief for SAF AQ within the Pentagon supporting the Air Force SAE. I had
responsibility for a cross functional team of specialists and supplemental contract
support individuals, at a Headquarters level, for the evaluation and establishment of
policy, establishment of direction and guidance in regard to effective program
management practices and automated tool development across the Air Force Enterprise
to improve program execution for major weapon system acquisitions. I developed
guidance, tools and policy for the Air Force community. Executed Program Manager
workshops as well as Integrated Master Schedule workshops and Cost Integration
workshops. Developed job aides for use in Integrated Baseline Reviews (IBRs),
schedule development, CPR analysis and daily program execution. Established
statistical approaches to the review of data in determination of program performance via

several major DoD contractors.
Cost team lead for $1b+ Navy contract. Presently implementing an earned value system
from the ground up and converting from MS Project to Primavera scheduling software.
Developed program metrics and utilize these in conjunction with earned value
management techniques and metrics and accepted project management techniques.
Utilize, analyze and produce earned value management reports such as CPRs and
variance analysis. Participated in numerous IBR's where compliance with earned value
standards and excepted project management techniques are evaluated. Participated in
earned value system (ANSI-748) compliance reviews with major defense department
contractors, again reviewing their compliance with the contractual requirements of
earned value management as either the Review Director or area lead. Lead auditor for
multiple earned value compliance reviews in support of naval audit service. Reports
were presented by Navy auditor general at the highest government levels. Intimately
familiar with earned value ANSI standard 748-A. Have had a paper on earned value
management in accordance with ansi-748-A and critical path scheduling published.
Previously assigned to $9b project with major Navy contractor. Worked with contractors
evaluating their project management practices and implementation. These consisted of
evaluating their supply chain management and procurement processes as well as
incorporation of engineering changes, quality assurance processes manufacturing work
flow model, scheduling system evaluation including such concepts as advanced
planning and scheduling, MRP and critical path scheduling. Familiar with and have
performed numerous project management and engineering techniques such root cause
analysis, engineering material equivalency evaluations for fit, form and function, failure
mode effects analysis, shelf life determinations and others.
Knowledgeable of contractors management/production scheduling systems and an
understanding of the technical parameters of the program drivers in order to analyze,
evaluate, and interpret the contractors proposed plan in relationship to proposed plans,
current and potential overruns/schedule slippage/funding shortfalls, contractor's analysis
of problems and proposed corrective action, proposed changes in cost estimating and
accounting techniques. Provide direction, guidance, consultation and advice to Navair
IPT leaders, site managers, and other personnel.

01/1991 to 05/1998; Responsible procurement engineer (RPE); Baltimore Gas and
Electric, Calvert Cliffs nuclear power plant, Lusby MD;
As a RPE I was responsible for procurement of safety related replacement components
to support operation of a dual unit nuclear generating facility.
As a procurement engineer I served as the onsite technical expert for numerous pieces
of equipment. Interfacing with system engineering, station management and vendor for
resolution of discrepancies. In addition I wrote and revised numerous procurement
contracts ensuring all technical requirements as well as legal requirements were meet.
This included sole source justification, failure mode effects analysis, engineering
equivalency evaluations ensuring all parts were identical in fit form and function to that of
the original. Also performed shelf life evaluations for components. As a procurement
engineer I assured compliance with all federal standards as related to nuclear
procurement of items, participated in and provided direction to ensure all aspects of
contracts were met by vendor. Interfaced and provided direction to buyers. Provided
yearly analysis for cost reduction and savings to company. Key team member in reengineering process to transition from a paper drive procurement process to a paperless
process. This included working with vendor to assist in software development to perform
all tasks required of the system.
Prior to this assignment worked in testing of balance of plant components. For example
pump performance testing, HVAC testing, and heat exchanger testing. Designed and
built testing platforms to support and establish methodologies for testing various
components. This consisted of utilization of various types of test equipment such as, but
not limited to RTD's, thermocouples, thermistors, accelerometers, pitot tubes, flow
transducers, differential pressure transducers, anemometers, manometers, DVOM's,
scanners, and data acquisition software. This equipment was assembled into testing
platforms for data acquisition, both real time and event triggered. Afterwards data was
downloaded into Excel or Lotus or other type software for analysis and evaluation into
report form. This also included troubleshooting software problems for the various testing
platforms. In addition, to the testing component there also was the
specification/procedure development, test performance and evaluation. Utilized various
software programs such as Excel, Microsoft suite applications, Lotus, Basic, AutoCAD
and others. Performed analysis of engineering data, compiled data into report form and
provided evaluation of data to station management to determine operating status of
systems and components. Also in charge of establishment of a test and calibration lab,
maintained all calibration records and provided training to new personnel.

Mechanical Test Engineer/Shift Test Engineer. Supervised and directed all craft
personnel in support of the build, test and turn over to Navy all systems pertaining to
nuclear generation and propulsion of nuclear aircraft carriers and nuclear submarines.
This consisted of construction, test and initial criticality of the reactor and all associated
support systems. This also included procedural development, test performance and
evaluation. While at NNSB&DD also worked in the design department for initial
development of SSN21 Seawolf Submarine. Utilized various 2D and 3D computer
programs and other proprietary computer programs for the design of the Seawolf
Submarine. Held secret clearance. Wrote and revised test procedures to support all
testing evolutions.
08/1986 to 05/1988; Nuclear Control Room Operator/Technical Writer; Virginia

Nuclear Control Room Operator. Operated various plant systems and wrote
corrective/preventive and predictive operating procedures for various plant components
in support of dual unit nuclear generating facility. First person to qualify in allotted time
(without requesting an extension) at Surry Nuclear Power Plant.
