Assisted Operations Management and Operations Training in proceduralizing clearly defined Operations Standards and implementing method for training / evaluating Operations Teams implementation of human performance tools / Operations Standards both on the simulator and in the control room. Developed performance indicators for Operations Teams implementation of error reduction tools that are used as a feedback mechanism for content of simulator training. Training was designed to upgrade operators’ knowledge of EOPs, AOPs, and Transient and Accident Analysis, enhance leadership roles of control room management teams, and focus on control room conduct of operations and management expectations. Upgrade of operators’ knowledge resulted in 100% pass rate on the annual requalification examination, and removal of the Yellow finding related to Operator knowledge deficiencies identified by the NRC. High Intensity Training was also cited by INPO during ATV as being a direct contributor for strength in Objective #1: Training is used as a strategic tool to improve operator performance.

Revamped and proceduralized simulator training methodology and developed, proceduralized, and implemented method for evaluating Operations Teams implementation of human performance tools both on the simulator and in the control room that resulted in strength during the INPO ATV. Responsible for tracking and reduction of backlog of tag-outs greater than 90 days old, operator workarounds, operator burdens, and control room deficiencies.

Implemented, proceduralized, and conducted oral boards as the final qualification for non-licensed operator watch-stations. At the request of the IPEC Operations Manager (owned by Entergy by this time) developed an administrative procedure that outlined and documented the responsibilities, expectations and details related to my position and responsibilities that I had fulfilled during my tenure at IPEC. This was a new position (AOM-Training) created due to discussions the Operations Manager and I had prior to me assuming the position. We both agreed that in order to be an effective agent of change, I needed to be inserted into the operator’s food chain to allow me to effectively address performance issues identified in the Yellow finding related to Operator knowledge deficiencies and Conduct of Operations performance issues identified by the NRC. This procedure was approved and implemented by IPEC. Eventually this newly created management position and administrative procedure guidance were implemented Entergy fleetwide based on my successes creating and fulfilling this position during my tenure at IPEC.

1/01-12/01 Employed at Prairie Island Training Center as Operations classroom, simulator, and OJT instructor for NLO Training, Initial License Training and Licensed Requalification Training (contract position). Assisted in assessing operator training programs and development of ASER in support of re-accreditation. Cook received an NRC shutdown order in a Confirmatory Action Letter from the NRC. Duties included scheduling, resolution of technical issues, and obtaining inter-departmental support and reviews. Originally assigned this responsibility due to the fact that the project was dangerously behind schedule and running the risk of impacting the predicted restart date (Critical Path issue). In addition the Operations Training Manager requested I conduct observations and coaching of inhouse simulator instructors with the intended goal of improving their performance.
