Information Technology, Florida Institute of Technology, Melbourne, Florida, 2011 Until retirement December 31, 2012, Andrew Loebl held the positions of Program Manager and Senior R&D Staff Member at Oak Ridge National Laboratory (ORNL). December 2013 through Present, Development of a new theory Extended Electrodynamics

(EED). This work was focused on theoretical, computational, and experimental research and development correcting the errors in Maxwells equations defining the electromagnetic theory. This work was a collaboration effort lead by Lee M. Hively, PhD and began in 2012, resulting in several papers being published in refereed, international journals. This proven theory radically changed one of the most extensively employed theory of Physics (since 1850) and has shown that the Physics of electro-magnetic wave cosmology, radio and TV broadcasting and a host of other applications should be revised. Loebl saved as the Executive Director of Operations for Gradient Dynamics, LLC during the period December 2013 through July 2016. This resulted in a patent granted to Gradient Dynamics by the United States Patent Office (US 9,306.527 B1, April 5, 2016) and later resulted in a publication of the entire theoretical, computational and experimental work documenting this discovery in a peer reviewed, International journal. 2000 until Retirement, Loebl was assigned to developing a non-probabilistic risk assessment methodology applied to cargo shipments into the United States and improving logistics security systems. Prior to this Loebl was assigned to developing and managing a peta-scale uniform, analytics-based data medical system to detect waste, fraud and abuse in Public Healthcare Programs of the Federal Government. Prior to the Healthcare efforts, Loebl pursued work for the Nuclear Regulatory Commission in the area of generation-2 Nuclear Power reactors for electrical generation and the shift from analog to digital systems for safety and operations; analysis of the electrical power outage in the Northeastern United States and Canada, as well as a unique perspective on the effects upon Grid stability in an era of smart, self-regulating, site specific meters and automatic control of power to end users; business manager for the development of the Chemical Security Analysis System of the Department of Homeland Security, and technical support to security issues associated with Federal Aviation Administration cargo security responsibilities.

Prior to ~2000, Dr. Loebl was assigned to various specialty areas and advisory capacities on command and control systems and software engineering in development of the Army’s Future Combat System as well as Objective Force concept development activities. Between 1979 and 2000, Loebl was responsible for a program at ORNL that focused on data and model validation for both the Department of Energy and the Department of Defense (DoD). DoD work began with safety systems analysis, expanding to introduction of computer based, reliability centered maintenance initiatives for each Service (beginning ~1982). Development of modern logistics systems for each military transportation/logistics command (beginning ~1984) lead to modernization of the U.S. World Wide Military Command and Control System (specific to the Army and Air Force Programs, beginning ~1987); modeling and simulation for the Joint Chiefs of Staff(~1989); command center modernization for the Pentagon and several Major Command headquarters around the world resulting also in DoD adoption of several new 1

Standard systems for both strategic and tactical operations (ending ~1991). This work focused on micro-processor based software, computer, and network concepts and configurations reforming, for example, integrated, mobile command and control; on-board training systems for the Navy;

reliability-centered analysis for Army aviation; support to design and development of the Navy’s SeaWolf Submarine, Amphibious Assault Vehicle (AAV), Advanced AAV; and microprocessor- based system de-compartmentalization of military command and control intelligence and operations cells.

Credibility of work resulted in, for example, ORNL direct tactical and operational support to Desert Storm and other, similar actions. The work also lead to development of modern concepts of 4th generation computer, data, and information fusion technology applied to decision making, communications, networks, modeling and simulation, strategic planning and operations. The Program eventually grew to an annual scope of over: 125 inter-agency agreements and 200 separate projects.

Other major past assignments undertaken by Loebl encompassed R&D relevant to environmental management, environmental statements development, classified work in epidemiology of low level radiation exposure, site population factors and population distribution around nuclear power reactors, transportation energy conservation, environmental remediation and brown fields development, epidemiology, and digital systems security. Recent assignments included safety-critical digital systems engineering, software architecture and model-driven software development management. Loebl has also served as the on-site representative to the Defense Nuclear Facilities Safety Board and cognizant official for the Price-Anderson Amendments Act.

Loebl has been delegated increasing levels of responsibility and authority throughout his 40- year career at ORNL supporting all federal agencies of the Executive Branch and held a DOE Q clearance throughout this time period, with occasional higher level authorities, as well. 2
