This position provides leadership, day-to-day management and oversight of the organization’s clinical and dental operations in multiple sites. As a member of Leadership Team, the COO, assists with the implementation of the organization’s health care plan, program and facility expansion. Provides direct oversight of organizational development, to ensure effective services are administered and provided to the target population and surrounding community.

As the coordinator of ETCHSI’s Quality Assurance/Performance Improvement (QA/PI) program, this position provides oversight to ensure compliance with all applicable law and policy and to encourage performance improvement. This position works closely with all department leaders and key program managers and reports regularly to the Chief Executive Officer, the CPI Committee, and to the Board of Directors directly.

Essential Functions

Leadership and Supervisor Role:

1.Provides positive role model.

2.Participates in Leadership Team meetings; assists in development and implementation of long and short range programs/projects.

3.Works directly with CMO and CEO for the recruitment of provider staff

4.Participates in annual Board training and strategic planning.

5.Participates and ensures the development of organizational guidelines, policies and procedures in accordance with funding source requirements, as well as State and Federal law.

6.Attend seminars, training sessions and in-services, to keep current with trends and practices in health care administration, as needed.

Operations:

7.Directs and supervises Lead Clinical LVNs and Clinical Site Managers

8.Directly coordinates or designates the development and implementation of all patient and services appointment schedules to facilitate efficiency of patient access and staff workflows specifically aimed at:

a.Improving and expanding access to in-scope services

b.Providing adequate patient contact hours to improve clinical providers to attain their productivity goals as defined under each provider employment agreement

9.Coordinates the review and update of ETCHSI’s Policy and Procedure manuals no less than every 3 years or in accordance with current HRSA Compliance guidelines.

10.In conjunction with the Chief Clinical Officer, coordinates the review and update of ETCHSI’s Clinical Protocols/Standing Orders no less than every 3 years or in accordance with current HRSA Compliance guidelines.

11.Assists with the development of the plan of operations and the corresponding budget.

12.Assists with new program development, facilitates participatory decision making and oversees the implementation process.

Quality Assurance, Performance Improvement:

13.Assures that quality performance data:

a.Is assigned to staff for data collection tasks;

b.Tools are collected, analyzed, and assembled into a report; and

c.The data, trends, and recommendations are presented to the PI/RM/Compliance committee

d.Maintains the minutes and documents of the PI/RM/Compliance Program.

e.Facilitates the completion of all QA/PI elements of the annual Uniform Data Systems (UDS) reporting elements as directed by the CEO.

f.Serves as the clinical data coordinator for all Grant submissions.

14.Facilitates and leads assigned process improvement events using methods of culture-appropriate team building, team energizing, data gathering and analysis, problem solving, and project management.

15.Analyzes, recommends and supports practice improve performance on quality measures to engage in work redesign, changes in organization systems, policies and procedures, and quality improvement process within the organization.

16.Seeks and evaluates process improvement information, materials, and methods to match specific organizational needs as outlined by management, and adapts them to use in the execution of process improvement activities.

17.Provides activity follow-up to monitor the progress of planned improvement implementation to assure timely action, appropriate management support, and achievement of expected benefits. Uses appropriate measurement, analysis and evaluation methods to accurately identify and document process improvements.

18.Coordinates with related departments and functions to assure appropriate information flow and understanding of overall process improvement direction.

19.Monitors for program and corporate compliance with primary health care policies and procedures.

20.Monitors staff training-education for compliance with the adopted health care plan.

21.Work side by side with executives in developing transformational strategies in the adoption of process improvement and guide staff in the implementation and execution of process improvement tools and methods.
