SUMMARY OF EXPERIENCE

Mr. Smallwood has more than 20 years of experience providing data processing, records management, and information processing services. Through his employment in the U.S. Army and as a civilian, Mr. Smallwood has gained extensive experience using a variety of databases and has developed hands-on working knowledge of data processing and telecommunications systems. Mr. Smallwood also has experience, in a variety of Systems Information Resources and the related environments. Mr. Smallwood is thus familiar with mainframe operating, reporting, preventative maintenance, and direct user/network support; via DEC VAX/VMS, IBM, and UNIX operating systems and utilities--using a wide scope of applications. Mr. Smallwood has experience in the areas of: personal computers, local area and wide area networking, COTS office automation software, network operating systems, IT industry standards, network protocols and technology trends. Mr. Smallwood does work and communicate well with others, while performing under no supervision.

EXPERIENCE

Department of The Army, Walter Reed Army Medical Center (WRAMC) Washington, D.C. Systems Training Manager- Mr. Smallwood, At various times and locations through out the Walter Reed Health Care System (WRHCS) demonstrated the following examples of the types of duties and responsibilities assigned to The Systems Training Manager. The duties vary according to the size of the post and the requirements of the specific region mission. This list is neither exhaustive nor in priority order:

Administered and operate classified and unclassified computer LANs; install, operate and maintain new hardware and software applications; and ensure computer operations are consistent with current Department of Defense and federal government operating and security policies and practices.

Administered and operate classified and unclassified telecommunications network equipment; including cryptographic equipment, multiplexers, modems, routers, switches and satellite equipment; install, operate and maintain network hardware and software, and troubleshoot and restore outages within the network.

Provided assistance to users of the WRHCS, including training users in the use of new software applications and guidance/assistance with new or amended information technology-related policies and procedures.

Administered classified and un-classified telephone and wireless programs including the installation of new equipment, maintenance and repair of equipment, and guidance/assistance to personnel in the proper use of these systems.

Administered emergency communications network, including the installation, testing, maintenance and deployment of various wireless and satellite emergency communications systems.

Administered and prepare classified and unclassified mail programs at WRHCS locations to include managing the WRHCS Training Database.

Served as part of the WRHCS Information Management Technology Administrative Team. Performed additional duties outside of the normal Systems Training Manager activities as determined by Northern Atlantic Regional Medical Command commander or as dictated by specific circumstances.

Department Of The Army, Walter Reed Army Medical Center (WRAMC) Washington, D.C. Senior Health System Training Specialist- Mr. Smallwood performed his duties under no supervision and provided classroom computer training and individual customer assistance. In support of the training mission for the Walter Reed Hospital (WRH), Walter Reed Health Care System (WRHCS), and Walter Reed Army Medical Center (WRAMC), Mr. Smallwood serves as an expert in the Information System Program. This program included The Composite Health Care System (CHCS), Ambulatory Data System (ADS), Clinical Information System (CIS), Microsoft Word, Access, Outlook, Excel and PowerPoint. Mr. Smallwood served as a consultant as well as a troubleshooter for the training group by assisting customers with mission related problems. Mr. Smallwood also developed training programs through reviews of lesson plans, instruction materials, program evaluation and participant outcome based on mission requirements. Mr. Smallwood performed administrative duties related to training and maintaining records and develops statistical reports. Mr. Smallwood analyzed reports and recommended program changes to the training coordinator. Mr. Smallwood also performed other related duties as assigned.

Mr. Smallwood conducts comprehensive computer training programs for WRHCS, WRAMC, through video tele-conferencing. Mr. Smallwood is a teacher at multiple sites simultaneously using state of the art equipment. Mr. Smallwood served as the manager for the training database. The training database manager duties are to modify or update the training database and to oversee that all day-to-day training operations are going as plan.

R.O.W. Sciences, Inc., Rockville, Maryland, Technical Information Specialist - Mr. Smallwood worked with the Composite Health Care System (CHCS) for Walter Reed Army Medical Center (WRAMC). Assigned by R.O.W. Sciences, Inc. to SAIC - CHCS with VAX/LAN, and user support-contracted by the US Walter Reed Army Medical Center. Operating System support was provided, not limited to: three VAX -Alpha 7730s, Micro VAX 200, Instrument Mgr. by Data Innovations, Inc., LAN support for WRAMC Hospital and its related remote sites, 47 terminal servers, modem lines, DEC/LGO1 and LA75 printers, Hewlett Packard LaserJet 4 and 5 printers and other related peripherals. Mr. Smallwood supervised the CHCS helpdesk where he insures timely response for all 58,000 users who has/had a problem or problems with their CHCS account. This includes any problems dealing with clinical, dietetics, radiology, pharmacy and the laboratory. Mr. Smallwood has taught hundreds of classes for CHCS users, this is to include ADS and CIS. Further tasks resolved, and requested, via extensive telephone support and CHCS E-mail: users accessing account(s), logging & diagnosing hardware/software errors and other problems, assisted with software/hardware installations, scheduling user training, and detailed documentation of said tasks.

Mr. Smallwood responsibilities also included the PC helpdesk where he worked hands on with the logging and troubleshooting of calls, as well as, installing Windows for Workgroup, Microsoft Office and Windows 95. While working with the PC helpdesk and the LAN team Mr. Smallwood gained hands on experience with Managing Windows NT 4 Server and Workstation, Implementing TCP/IP for Windows NT and 95 and Optimizing and Troubleshooting Windows NT 4.

ROW Sciences, Inc., Rockville, Maryland, Senior Records Management Technician- Mr. Smallwood worked on the Food & Drug Administration/Center For Devices And Radiology Health (FDA/CDRH) contract. In this position Mr. Smallwood were responsible for processing applications when a company requested for manufacture, distribution or selling any medical device in the United States. Mr. Smallwood also received applications requests forms from foreign companies to import medical devices in to the United States. To perform his duties Mr. Smallwood worked with ORACLE 6.0 database system.

ROW Sciences, Inc., Rockville, Maryland, Records Management Technician II - Mr. Smallwood was working on the Document Management and Information Processing contract for the Food and Drug Administration's Center for Veterinary Medicine (FDA/CVM). The contract provides for the full spectrum of records management, document classification, and information processing services in support of FDA's regulatory review of New Animal Drug Applications. As a Records Management Technician, Mr. Smallwood extensively uses the Submission Tracking and Reporting System (STARS) database, an online data entry and reporting system that runs on the ORACLE Relational Database Management System (DBMS). In addition, he ensures the security for the Document Control Unit itself, the safe storage of all documents located in C.V.M.'s document library, and the efficient and timely manner retrieving these materials in response to user requests.

Veterans Administration, Washington, D.C., Loan Processor - Mr. Smallwood worked in the office of loan guaranty, where he processed loans for veterans who applied for homeowner loans through the Veterans Administration (VA). He performed data entry and ensured the accuracy of all paperwork. In addition, he assisted with the submission of files to staff loan specialists.

Veterans Administration, Washington, D.C., Accounting Technician - Mr. Smallwood worked in the finance division of the VA's accounting section. His responsibilities included updating all veteran accounts and completing necessary forms so those veterans were assured of receiving funds owed them by the VA. Mr. Smallwood also assisted in accounts payable.

U.S. Army, Europe and Conus, Fire Support Specialist - Mr. Smallwood's duties included calling for fire on the enemy as well as preplanned or on call targets. This work involved extensive work with the VFMED computer system. In addition to having direct experience with a Digital Message Device (DMD), Mr. Smallwood developed a solid knowledge of telecommunication encryption and decryption devices. He gained experience in the storage, operation, and maintenance of encoding and decoding digital devices. Mr. Smallwood received numerous awards while in the U.S. Army.

U.S. Army, Europe and Conus, School Specialist - In this position, Mr. Smallwood assisted in counseling service members on the education options open to them as well as filing applications for available financial aid. These activities required use of a database system in addition to a strong understanding and level of comfort with records processing techniques.
