Acquisition Program Manager for a $1.85B Construction Services Contract for the NRO. Also serve as the Contracting Officer’s Technical Representative for this contract.

Certified as a Defense Acquisition Workplace Improvement Act (DAWIA) Level 3 Engineer.

Served as a US Army Senior Supervisory Civilian Program Manager managing a multi- million dollar program for the Ninewa Department of State Provincial Reconstruction Team that established essential services for the entire Ninewa Province in Iraq. This effort positively impacted approximately 2 million Iraqi citizens centering around the major population center of Mosul, Iraq. Also acted as a Principal on the Team that developed the master plan for the region called the “Ninewa 2030 Master Plan” which provided a detailed path to continue the effort to create/improve/maintain essential services after US disengagement. These efforts required extensive management, leadership, interpersonal and technical engineering skills and communicated with numerous governmental, non- governmental and foreign governmental agencies on the strategic/operational level. A very unique requirement of this position, given that the environment was a combat environment with limited resources, was the requirement that I operate on the tactical level as well. For example, I was involved in; the design and construction of bridges and buildings, water supply pipe and pump sizing; extracting a large unexploded missile from beneath a commercial building, technical engineering assessments on the Mosul Dam and the design and sizing of landfills and waste transfer stations. This position required the full extent of my engineering training and experience from technical engineering calculations and design to large scale program and project management.

Created a Strategic Management Plan and acquired a Federal Government Contracting Vehicle (GSA Contract) for Tremco, Inc. that increased federal sales from approximately 3M dollars to nearly 200M dollars in less than seven years. The Plan included a global sales, marketing and contract implementation strategy.

Developed a Master Plan and supporting Annual Management Plans for approximately 225 separate facilities comprising over 7M square feet covering an eight state (US) region. The Plan garnered multi-million dollar projects and effectively addressed real- world crises which included Y2K, hurricanes and tornadoes. This plan not only saved UNCLASSIFIED

millions of dollars but significantly increased operational effectiveness. One example is the US Army Reserve Center in Orlando, FL which was funded and fast tracked due to the fact that a thorough and effective plan existed resulting in establishing a modern facility in a strategic location which maximized utilization and power projection yet reducing overall costs.

While deployed overseas, participated as a principal team member in a US Ambassador directed Emergency Response Energy Initiative to increase Iraqi energy production from approximately 2000W to 4400MW which mitigated undesired results during a critical period of unrest in Iraq in 2003.

Acted as a US Army Corps of Engineer Executive Officer on a 1B dollar Bechtel contract to perform reconstruction in Iraq. The contract included renovation/new construction on Government Buildings, Schools, Clinics, Electricity, Oil, Telephone/TV, Wastewater, Water Supply and other infrastructure projects. Providing these essential service products contributed greatly to re-establishing peace to a war-torn Iraq. Extensive coordination for this effort was required at the strategic/operational level with the US Department of State and the Provincial Government of Iraq.

Developed and published formal presentation and contracting products/methods and vehicles for Tremco, Inc. to demonstrate and market objectives for both foreign and domestic clients. Participated as a principal team member in developing a GSA Contract to use as a vehicle to procure products and services in the construction, renovation and facility management areas.

Designed proprietary products to not only grow sales but also to obtain a niche in desired markets. One example was to design a flat concrete roof system for a Florida clients. The design was unique because it consisted of interlocking square concrete tiles which produced a completely smooth, flat surface. The white, reflective, durable and energy efficient tiles were all installed on grade with only minimal slope for proper drainage. Another example was to develop one-of-a-kind molds to replicate historic stone architectural pieces using new glass fiber reinforced concrete technology. At the time, both the manufacturing process as well as the product were on the leading edge of technology in the stone, traditional concrete and glass fiber reinforced concrete markets. Some of these products can be witnessed on the Whittle Communications Building in Knoxville, TN (70,000 SF); the Martin Luther King Courthouse in Newark, NJ (80,000 SF) and the Omni Hotel in Charlotte, NC (80,000 SF). All projects were completed ahead of schedule and under budget.

Designed a complete renovation project for a 60,000 square foot commercial facility in Birmingham, AL. Work included designing a modular furniture layout, landscaping plan, restroom remodeling and mechanical and electrical upgrades. This project was significant in that the customer, an 80,000 member strong Two Star Army Reserve Headquarters, required very specialized state-of-the-art equipment and mandated that there would be no operational “down time” during the renovation process. Customer also placed significant emphasis and requirements on energy efficiency and being environmentally conscious. This project, constructed during the early 1990’s, was an industry leading edge project transitioning from traditional furniture and communication systems to the modern modular furniture and computer/information communication systems.

Led a Technical Team that detailed how a 21.5M dollar annual design budget would be utilized which equated to approximately 200M dollars in construction costs. As part of this budget utilization, acted as the designer and project manager for a 1.1M dollar Army Reserve Center Renovation Project in Birmingham, Alabama. Performed various functions related to this project including design, design review, environmental assessments, value engineering and commissioning.

Managed and acted as the Contracting Officer’s Representative for several Special Operations Command contracts including a $1.3M dollar Furnishings Management Contract. This contract utilized the “Issuetrak” work order management and reporting software system. Over two thousand work orders were completed annually on average utilizing this management and reporting software system. III. EXPERIENCE:

IAP, Inc., Quantico, VA, Project Manager and Design Engineer (2018-2019) Served in a contractor capacity as a Project Manager and Design Engineer for the FBI Project Management Office, Finance and Facilities Division, Quantico. Developed project scopes, estimates and designs and provided project management for capital improvement as well as renovation and maintenance and repair projects. Examples of projects included are a $2.5M Electrical Upgrade to the Quantico Consolidated Utility Plant, Construction of a $3M FBI Simulated Ammunition Training Facility in Chicago, IL and a $2.5M Facility Renovation and Upgrade Project for the FBI Critical Incident Explosives and Demolition Response Group. OGSystems, Inc., St. Louis, MO, Environmental Engineer (2016-2017) Served in a contractor capacity as the primary Environmental Engineer on the National Geospatial- Intelligence Agency’s (NGA) N2W Design & Construction Team. Served as a Senior Supervisory Program Manager having overall responsibility for programs, projects and special assignments in the Ninewa Province of Iraq within the US Army Corps of Engineers (USACE) Gulf Region Division Area of Responsibility (AOR). Through a support staff and subordinate project managers and professional engineers, managed a multi-million dollar engineering and construction program including projects directed by USACE, 3rd and 4th Infantry Division Headquarters, Department of State and the Government of Iraq utilizing the Contingency Emergency Response Program (CERP) and the Money as a Weapon System (MAAWS) procedures. Also acted as the program’s Contracting Officer’s Technical Representative (COTR). The program’s main goal was to establish a critical mass of sustainable infrastructure and essential services within the Ninewa Province of Iraq as well as an overall long-range Master Plan to sustain, grow and mature the services and infrastructure to establish and garner peace and stability with the region. This position reported to the Command Engineer of the 3rd and 4th Infantry Division and the USACE Gulf Region Division Commander. 81st Regional Support Command, Birmingham, Alabama 1994-2000 Director for Engineering and Facility Management, GS-1640-13 (1998 -2000) Supervised and directed over 120 personnel (approximately 50 civilians and 70 army reservists) grouped in five divisions: Headquarters, Operations, Plans, Environmental and Budget. Responsible for the engineering and facility management for approximately 225 facilities consisting of over 7 million square feet of building space spread throughout an eight state southeastern US region supporting over an 80,000 member Army Reserve Command. US Army 7th Infantry Division, Fort Ord, California 1984-1989 Commissioned Active Duty Army Aviation Officer, 2LT - CPT Supervised up to fifty personnel and managed over fifty aircraft in support of US Army Aviation missions for a rapid deployment Combat Aviation Brigade. Activities included managing, operating, scheduling, maintaining and providing logistical support for assigned aircraft and personnel. All duties required significant engineering and systems management skills. IV.
