Facility Security Officer/Contract Personnel Security Officer

My security experience is all encompassing and includes over 20 years of working with classified document control, support of classified contract proposal activities, delivering multiple levels of classified security briefings, processing of collateral and SCI personnel security actions, management and coordination of US and Foreign visit requests, DD 254 formulation and administration, orientation of cleared personnel. In-depth security knowledge base includes NISP, DoD Directive 5205.07, DoD Instruction 5205.11, DCID, SAP and other pertinent Contract and Government Security guidelines in addition to 20+ years Air Force experience in this field. Technical skills include all Microsoft Office platforms (Word, Excel, Power point, Outlook) and classified security systems to include EQip, SIMS, DISS and JADE.

PROFESSIONAL EXPERIENCE

Facility Security Officer/Contract Personnel Security Officer 9/2013 to present

Provide full spectrum Contract Personnel Security Officer/Personnel Security Manager specialized support to classified training operations at Luke AFB, Arizona, for USAF and six currently assigned Foreign Partner countries training in the F35 aircraft. Responsibilities include, but are not limited to; physical security, personnel security, document control, classification management and foreign official short-term visits as well as assigned foreign members in long term training billets and permanently assigned Foreign Partners in instructor roles. Maintain a current Top Secret security clearance as well as prior and current Special Access Program (SAP) security experience. Over 25 years of knowledge with classified information systems security requirements. A motivated leader with the ability to bring together teams of various experiences and possess strong interpersonal skills and able to communicate confidently across the security career field with in-depth knowledge and experience working with contract, government and foreign security and military personnel.

Develop and administer security programs and procedures for classified government and contractor proprietary materials, documents, required re-occurring training and operational and training equipment.

Review and implement federal security regulations that apply to government and contract operations for DoD and Foreign Governments Special Access Program security principles at various levels of classification.

Received exemplary grade on Joint Program Office (JPO) Headquarters Security Inspection in 2022 for the Special Access Program (SAP) processes and procedures I developed for Lockheed Martin and USAF F-35 pgm.

Obtains rulings, interpretations, and acceptable deviations from guidance and regulations from higher headquarter govt agencies to ensure mission success while ensuring integrity of classified program security.

Contributes experience and knowledge to the publishing of manuals outlining regulations and establishing procedures for handling, storing, and maintenance of personnel records and for granting personnel and visitors access to restricted SAP records and materials.

Deliver broad spectrum security education classes to USAF Active duty, Reserve, Guard and contract personnel.

Investigates security violations and prepares reports for local govt agencies and higher HQs specifying violations or breeches of security and offers suggestions for preventive actions to be taken to mitigate further incidents.

Experience in formulation and management of security procedures, daily management of secured facilities and handling/storage of classified material consistent with DoD/Contractor Proprietary info security regulations.

Process background investigation, security paperwork, administrative computer data entry, and training on the use of security devices consistent with DoD SAP security programs for over 800 personnel since taking position.

Area Security Monitor – Lockheed Martin 4/2013 to 9/2013

Provides employees with training required by DoD 5200.1-R Industrial Security Program Regulations, Chapter 10, AFPD 31-4, Information Security, and AFI 31-401, Information Security Program Management. Training included follow-on training provided to contractor personnel working in Air Force Controlled/Restricted Areas.

Initiated and reviewed requests for personnel security investigations consistent with JFAN directives ensuring verifying all documentation accurate before processing requests by certifying applicants for eligibility.

Prepares and maintains security databases, rosters, and other tools necessary to administer the security program.

Maintained library of classified/unclassified operational documents conducting annual inventories of accounts.

Maintained current security training plans/assisted training personnel to ensure security management plan is met.

Contractor Personnel Security Officer/Facility Security Officer– General Dynamics 3/2008 to 4/2013

Provided full spectrum Contract Personnel Security Officer/Facility Security Officer (FSO) specialized support to classified training operations for over 200 GD employees. Responsibilities included, but were not limited to; physical security, personnel security, document control, classification management, and visits. Maintained a Secret security clearance and prior and current special access program security experience.

Responsible for administering requirements for required DoD Security Directives to ensure proper levels of protection are provided to prevent leaks, spills or damage to national security for all levels of classified ops.

Developed and administered Security Education Awareness and Training (SETA) programs for more than 300 employees assigned for proprietary materials, documents and equipment.

Coordinated with the Defense Security Service (DSS) and local government and contract security agencies to obtain ruling, interpretation and approved security deviations for company compliance.

Exceeded security inspection criteria during DSS security inspection. Program received zero write-ups ensuring integrity of all facets of the General Dynamics security program for the facility and classified operations.

Provided security direction and informed security knowledge to program leadership and fellow employees.

Monitored visitor requests and databases and the preparation of security related regulations, manuals, policies and the development of a system to handle, store, and maintain company records.

Highly proficient in various government security databases and software programs such as JAPAS, EQip, ISFD

Trained an average of 300 personnel annually in mandated security recertification. Constantly updated curriculum to ensure compliance with security regulations, observations in security trends and response to violations and incidents that had been reported in the security industry ensuring leading edge security posture.
