Executive Vice President Strategy – MAYVIN Inc. Feb 2023 - Present

Mr. Porter leads the strategy, marketing, and business development organization. He plays a crucial role in setting the vision, strategy, and plan for corporate growth across the Federal and State and Local public sector with a plan to expand into the commercial sector. Mr. Porter’s strategy development has been key to predicting market trends and moving into solution development to stay ahead of key competitors.

Vice President CTO, Emerging Technology Practice - CGI Federal Feb 2020 to Feb 2023 As Vice President, Emerging Technology Practice Mr. Porter manages and leads CGI Federal emerging technology Center of Excellence (COE) under the Consultant, Application, Solutions and Technology Group. This organization is charted to lead CGI Federal in development of emerging technology solutions, frameworks and services solutions. He is key in leading the development and execution of the Emerging Technology Practice strategy for CGI Federal.

As Vice President Mr. Porter’s role develops technology roadmaps for Machine Learning (ML) & Artificial Intelligence (AI), AGILE, Cyber, SecDevOps, and strategy for Low/No Code technology. Under his leadership ETP develops and executes CGI’s Federal Strategy to support develop new intellectual property based on emerging technology. In this role Mr. Porter is responsible for the business development and growth of current IP, new IP and establish growth targets and obtain new contracts. Mr. Porter has had direct customer responsibility in the IC community, DoD, Law Enforcement and other Government agencies. He is a key member of CGI broader market supporting Public Sector, Digital Services and Innovation Domain along with engaging with CGI’s commercial clients globally. He represents CGI Federal with speaking engagements, Conferences, and direct customer engagements.

Mr. Porter led and managed 8 practice areas: Data Science Practice, Machine Learning & Artificial Intelligence, CYBER, UI/UX, Accessibility/508 Human Factors, AGILE, Solution Architecture, Low/No Code, On-Shore Development Center and Innovation Practice. Mr. Porter established a robust cyber practice focused on FedRamp, Zero-Trust, governance, SOC and Red Team. ETP deploys rapid built prototypes for CGI IP and micros services around customer technology initiatives.

Mr. Porter’s management of this team has led to increased capacity, reduction in operating budget and significantly elevated CGI Federal Digital Services capabilities. The team generated nearly 200% of planned revenue over the last two fiscal years and has exceeded their booking requirements for growth.

Chief Technology Officer, Senior VP Engineering - UNICOM 7/2017 – 2/2020

Mr. Porter had the key role of providing sound technical leadership in all aspects for Unicom customers. Manages all local and remote engineers. Reviews and manages technical partners and evaluate technology for customer solutions. Lead Unicom engineers, and work with stakeholders and customers to create the vision of Unicom’s technology solutions and ensure they meet the current and future requirements of our customers. Provides strategic thinking and strong business acumen both internally and externally. Generate product roadmaps for UNICOM solutions. Create solution set based on UNICOM Systems technology to promote data science, mainframe modernization, and maintenance and product solutions. Create product roadmaps for global development teams ensuring government standards are met. Develop engineering playbooks. Work with marketing to brand UNICOM within the IT industry; participate speaking engagements, hosting and participating in industry panels and conducting presentations. Manage and establish key relationships with partners like Intel, Microsoft, and focus on business partners for Storage, Analytics, Compute, AWS, and Azure.

Evaluate, select and deploy technologies for cyber operations and mentor program managers and accountable for ensuring the team’s operational performance to achieve all the Government stakeholder expectations.

Accountable for all cyber operational performance parameters of an established portfolio (e.g. contractual, management, resourcing, technical, and financial, risk, etc.) Provide hands-on surge support to individual programs, as required. Portfolio focus was Cyber Security, Security Operations, State Department Information Security Program, Dev-Ops, and application development for NOAA, Department of State, DoD & DHS.

Chief Technology Officer - Organizational Strategies, Inc. (OSI) 10/2011 -7/2017 Mr. Porter as CTO oversaw corporate infrastructure and managed daily IT operations. He acted as the customer-facing executive, branding OSI technology and developing innovative solutions to maintain OSI's leadership in global IT. His work supported Fortune 500 companies, mid-tier Systems Integrators, international deployments, and U.S. Federal Government SETA programs. As an experienced CTO Mr. Porter functioned as a subject matter expert, Systems Architect, and provided strategic business development support.
