PROFESSIONAL EXPERIENCE:

Special Investigations Detective / Field Training Officer/Gang Narcotic Homicide

Dolton Police Department, Dolton Illinois

October 2003- May 2021

As part of a two-person Special Investigations Unit (SIU), I was responsible for initiating and completing investigations on mid-level to cartel-involved gang narcotics investigations. Also, assist in handling and closing Homicide and cold case homicides. Accomplishments included:

Between 2011 and 2017, SIU executed over 200 positive search warrants based upon citizen information.

Collectively, SIU seized more than Two Million dollars in US currency and over One Million dollars in property owned by Gang's and Cartel members.

SIU maintained a 98% conviction rate for both State and Federal charges submitted for prosecution.

Decreased Homicide rate by 90% and eradicating open-air drug sales within the Village and surrounding towns. Assigned Complex Narcotics Cook County State's Attorney due to corruption and the confidential nature of cases.

The FBI recruited the Dolton PD SIU for the Major Crimes Task Force and assisted with numerous high-profile narcotics cases initiated by SIU and charged federally.

SIU was twice nominated for the FBI Director Awards for work in apprehending Federal Human Trafficking Offenders.

SIU partnered with DEA Group 6 to assist in a high level of long-term narcotics investigation that resulted in transnational arrests and convictions for Cocaine and Heroin trafficking. These arrests impacted multiple states and the Southern Suburbs of Chicago.

Responsible for rapid response for all Hostage and SWAT situations as well as Federal Bank robberies.

Established and wrote Grants for procurement of equipment and vests for officers.

Conducted a total restructure and audit, and took control of Asset Forfeiture for both State and Federal units.

SIU was initiated by the mayor and started with assistance of Deputy Chief James Creighton(EOW 10/05/2014). SIU was a two man team that utilized Illinois State Police and Department of Justice protocols for paperwork, vetting of informants and search warrant criteria for anonymity of cases due to known police and gang corruption in and around the Dolton Police Department. Even after the passing of Deputy Chief Creighton, the SIU unit continued on in full force in his honor.

As a Detective, I investigated general felony level crimes with a particular emphasis on gang related crimes. I utilized citizen contacts and cultivated confidential sources to actively reduce open-air narcotics markets and address Gang-related Homicide and Weapon cases. I worked closely with the Cook County Sherriff's Police, the FBI, The Illinois State Police. and the ATF to investigate and prosecute Weapons, Narcotics, and Public Corruption cases in the Village.

In this assignment functioned as part of an armed response team designed to patrol and prevent Radiological Sabotage and Counter-Terrorism at the station. Additional duties included conducting access background checks for Contractors, Exelon Employees, and Foreign and Local dignitaries. Responsibilities also included providing executive protection details for dignitaries. Acquired and Maintained a Secret Clearance status due to the nature of the nuclear plant operations. Protectect and observance of " Power Grid" from Foreign and Domestic Threats.

Duties included restructuring a challenged police department and regain public trust. As Chief, I secured funding from the LESO program to build a new Police department from a one-room office into a certified facility to include a state-certified secured Evidence Storage section and began foot and bicycle patrol within Village to gain back public trust.

Increased patrol force to Five officers and brought department into new modern crime-fighting methods.

Installed Mobile Laptop Computers in patrol vehicles for report writing and an internal gang/offender/ contact database.

Constructed a 100-yard Firearms Training range using modern and Earth-friendly systems.

Worked closely with State and County Police to effectively take the department from an Eight-hour department to a 24hr department.

Provided officers with individually issued and advanced weapons training with donations from Benelli Shotguns and Heckler and Koch Guns. A significant consideration due to the remote location of the town.

I Began a program for all schools within the Village, providing access to an officer with a visible presence made at all schools. My proudest success came when I prevented a nine-year-old student from retrieving a gun from his home and returning to school to shoot a student bully. I had established a rapport, and the student came to me before retrieving the weapon.

Established a program for juvenile offenders with the help of the Juvenile Magistrate to assist the police department and community with clean-up and other needs and tasks, and in return, negate a juvenile record.

Chicago Housing Authority Police Department, Chicago, IL

June 1993- May 2000

Police Officer assigned to Chicago Police Department BITE unit. BITE (Building Interdiction Tactical Entry) was a joint CHAPD/ CPD taskforce responsible for High-Intensity Gang Narcotics enforcement efforts related to all crimes with a gang nexus impacting Chicago Housing development and designated city-wide hotspots. Bite was very successful and was frequently deployed on a city-wide basis as needed in response to incidents demonstrating gang involvement. BITE utilized many tactics including undercover scenarios as well as advanced intelligence and surveillance methods to combat crimes. BITE was specifically trained in new gang crimes and weapons techniques from various internal and federal agencies. The Unit was the first of its type to deploy what is now known as Shotspotter. In 1998 the Unit was dissolved due to political reasons unknown to the team. On average, BITE was responsible for retrieving over 100 firearms a month off the streets of Chicago along with offenders prosecuted.

After the BITE Unit was disbanded, I was assigned to the Internal Affairs Unit. There, I investigated officer-involved shootings and allegations of misconduct and corruption within the department.

While assigned to Internal Affairs, I partnered with the Offices of the Inspector General for both the Justice Department and the Department of Housing and Urban Development. In these partnerships we investigated and prosecuted department members on several charges to include official misconduct and RICO statutes and money laundering.
