The project is to reconstruct and widen Route 3 from the current two lanes (two-lane bidirectional roadway) to five lanes (two through lanes in each direction plus a median lane/Two-Way Left Turn Lane). The work area is approximately 2.8 miles in length. The project also includes signalized intersections at Route 28, Artero drive and Chalan Kareta and the construction of one new main gate entrance to the future Navy Finegayan Cantonment Area.

Work includes clearing and grubbing, grading, new and upgraded hot asphalt concrete pavement, drainage, bio-swales, infiltration trench, concrete retaining walls, concrete sidewalks, concrete/asphalt pedestrian path, signalized intersections including lighting, utility relocations and adjustments, guardrail, pavement markings, signs, traffic control, security fencing, erosion control, and Munitions and Explosives of Concerns (MEC) notification.
