Roger Randall has over ** years of experience in the construction industry, including work for DIA, NSA, GSA, as well as for other Federal agencies such as the AOC, FAA, FBOP, NIH, USDA, USAF, US Navy and Marines and other more sensitive federal clients. Construction Project Manager and Team Lead inspector - Architect of the Capitol (AOC) - Contract for Project Management, services to manage the tunnel improvements for the Utility Distribution Systems serving the Capitol Hill complex. The improvements included asbestos removal and pipe re-insulation, structural repairs, design and construction of new OSHA compliant egress structures, power distribution and lighting improvements, mechanical ventilation improvements, steam and chilled water system repairs / replacement for approximately 12,800 linear feet of walkable tunnels and 2,000 linear feet of non-walk able tunnels. Controls a staff of 7 inspectors.

LINKS Foundation Inc. Construction Project Manager. Jacobs provided Construction Management (CM) Services for the new LINKS Foundation Inc. Headquarters. A Townhome renovation in the N.W. Washington DC with a total construction cost of $6.8 million dollars. Estimated $64 million-dollar overall project budget. Roger was responsible for managing the Contractors along with change order process, construction estimates, and responding to contractor RFI’s. GSA NCR, E. Barrett Prettyman Federal U.S. Courthouse, Washington, DC. Construction Manager/Project Engineer. Jacobs provided Construction Management (CM) Services for the New Annex and Renovation Project. $120 million, 327,000 SF. Roger was responsible for managing MEP Inspections, change order process, construction estimates, and responding to contractor RFI’s. He kept the daily records of meetings and contractor activities.
Jacobs – 2000 - 2004
Department of the Interior HQ Renovation, Washington, DC. MEP Inspector Phases I and II of 6 phase 1.3 million SF. federal building renovation. The project is a full historical renovation of office, mechanical, electrical, telecommunication and support spaces. Jacobs is providing CM services for the second wing, with options for the remaining wings. The overall building is nine stories (including basement and mechanical level). This comprehensive renovation involves architectural restoration, asbestos abatement, structural enhancements, HVAC, plumbing and electrical upgrades and significant IT, telecom, and security enhancements, the installation of fire/life safety equipment, and elevator repairs. Tenant fit-out activities have included construction of numerous high security/classified areas (SCIF and computer rooms). Roger’s responsibilities included preparation of daily reports, contractor consultation, coordination, and oversight of all MEP installations.
Jacobs Engineering – 1998 - 2000
National Institutes of Health (NIH), Bethesda, MD. Task Order Manager- Jacobs has provided A-E and CM services for major NIH facilities projects over the past decade, including both new construction and modernization. Roger was the Task Order Manager for an “existing conditions” survey on a 150,000-SF building. He was also the Task Manager for an equipment relocation project consisting of 16 labs/institutes and 20,000 pieces of equipment.
Federal Aviation Administration (FAA), A-E Services, Nationwide
Discipline Leader - Jacobs has provided on-going services to FAA for 15 years. Under our current National A/E Design & Design/Build Services Contract with FAA, Jacobs provides renovations, expansions, and new facilities for some of the nation’s most critical infrastructure. The projects managed under this program often involve facilities that must remain operational 24 hours a day, 7 days a week, and include air route traffic control center (ARTCCs), terminal radar approach control facilities (TRACONs), air traffic control towers (ATCTs), and other FAA-owned, operated and sponsored facilities.

USDA Laboratories, Greenbelt, MD. Plumbing Engineer – Responsible for reviewing in-house plumbing drawings for medical piping, specifications, and design data handbook. This project involved the new construction of two laboratories totaling 80,000 SF.
Lord Fairfax Community College, Campus Master Plan and Academic Building, Warrenton, VA. Plumbing Engineer – Responsible for reviewing in-house design documents for 100% design, reviewing in-house specifications for 100% design and reviewing the in-house design data handbook for 100% design. Roger provided a master plan for the 50-acre satellite campus and the design of a new 60,000-SF main education building.
USPS Construction Support Contract - Nationwide. Plumbing and Fire Protection Discipline Leader responsible for providing design services for the renovation and upgrade of six existing postal facilities. In addition, Roger provided 75% design documents for three new postal facilities in Florida, Virginia and Indiana.
McClier Corp – Atlanta, GA – 1991 - 1993
Naval Weapons Development Center, Warminster PA. Task Order Manager- McClier has provided A-E and CM services for major BRAC facilities projects over the past years. Roger was the Task Order Manager for an “existing conditions” survey on an existing Navy base building to be relocated to the PAX River Facility. He was also the Task Manager for an equipment relocation project consisting of 26 labs/institutes and 100,000 pieces of equipment.
