Responsible for administering the D.C. Department of Insurance, Securities and Banking Insurance Premium Tax statutes and ensuring the timely collection and auditing of approximately $70 million in annual premium tax revenues paid by over 1,300 entities.

Organized and established the District’s Premium Tax Unit.

Responsible for ensuring regulatory compliance of each licensed insurance company’s annual premium tax return and tax payments to the District of Columbia.

Developed algorithms for analyzing each insurance company’s premium tax return against the company’s financial statement filed with the National Association of Insurance Commissioners (NAIC).

Created, developed, enhanced and maintained Access and Oracle relational data bases for tracking and reporting on the District’s premium taxes and fees paid by over 1,300 licensed insurance companies.

Designed SQL queries to extract, transform and load data from Oracle data warehouse into Access database.

Analyzed premium tax data and produced Access, Excel and Oracle management reports.

Designed, developed and implemented Java script enabled, web-based PDF online user friendly interactive premium tax and installment collection forms used by insurance companies in filing five lines of insurance premium and retaliatory taxes.

Recommended several changes to certain pages of the NAIC statutory blank financial statements to improve data access, queries and financial reporting by subsidiaries.

Participated in the Insurance Department’s audit accreditation standards review by the NAIC.

Worked with a team of actuaries, statisticians, financial analysts and auditors to document and defend the Insurance Department’s audit performance standards review to the visiting NAIC accreditation team on a three-year review cycle.

Tracked, monitored and audited the statutory amounts and limits of Accredited Certified Investors tax credits acquired by DC Certified Investors and used by the original investors, transferred to subsidiaries, assumed through mergers and acquisitions or sold to other entities over the lifetime of the original credits.

Participated in the development of the District’s short and long range premium tax revenue forecast.

Designed and developed interactive, user friendly PDF forms for reporting and tracking DC Life and Health Guaranty Fund premium tax credits amortized at 10 percent per year over a revolving 10-year cycle.
