PROFESSIONAL SUMMARY:

I am a Shipley-Certified Sr. Proposal Writer/manager with over 15 years of

New Business/Capture Management and proposal development experience

at the corporate levels. I have written proposals for almost every

government agency, the DoD, and military branches; and, most of the

healthcare agencies including the DHHS, NIH, CDC, CMS (here in

Baltimore) and the Military Treatment Facilities (MTF) nationwide.

Experience developing responses to Federal opportunities (SSN’s, IDIQs, BPAs, RFQs, RFIs, RFPs) including required sections (Technical Response/PWS, QASP, Conflict of Interest CoI), Executive Summary, Management, Staffing, Past Performance, Transition Plans,). Experienced proposal writer / capture manager, with experience responding to GSA IT Schedule 70 and GSA Professional Services Schedule (PSS) task orders.

Ability to understand complex technical solutions and communicate with technical staff. Flexible, able to work as an individual or in a team environment, and have flexibility to work non-traditional hours, when necessary, in an often stressful, deadline-oriented environment.

Extensive experience reading and analyzing instructions, requirements and evaluation criteria of the solicitation opportunities and, the Federal Acquisition Regulations (FAR/DFAR) that govern Federal contracting, to determine a compliant and compelling format for the response. Exceptional organization, grammar, proofreading, and spelling abilities and able to work in a deadline-driven environment to complete the response on time and within budget constraints. I work to communicate the proposal requirements in various ways to technology partners and team members, including Data Calls, graphic layouts and Power Point presentations. I develop the Compliance Matrix and either develop the template for the proposal, or, ensure that an established template is followed for volume layout; and, work with the Proposal team in building and managing the proposal pipeline. I also work with the proposal team to ensure the color reviews, and that deadlines are met. Work on multiple proposals at the same time and am responsible for communicating the progress of proposals to the management team including:

· Analyzing Government solicitations, identify all requirements and criteria for evaluation, and conduct proposal development research.

· Develop & maintain a response schedule; prepares, leads/conducts/participates in meetings and reviews at all stages in the proposal (kick-off, planning and working sessions, team status calls, color team reviews, and lessons learned sessions).

Develop data calls and proposal templates,

·Develop win themes, best value proposition, and discriminators. Maintain focus on the win strategy throughout the proposal process and infuse that strategy and its resultant tactics effectively throughout the entire proposal.

· Respond rapidly to RFP amendments and implement required changes to proposals.

· Identify roles and responsibilities to the detail level; communicates data calls, tasks, and objectives clearly and unambiguously and ensures accountability on all requirements.

· Proven experience guiding the proposal team, dispersing information and overseeing the production of all the parts of the proposal, making sure all the aesthetics and written content is on point.

· Provide final quality control check, including proofreading for grammar, request for proposal (RFP) compliance and conformance to established strategies and plans.

· Verify complex technical solutions, strategies and themes are easily understandable, readable and compelling. · Comfortable with reviewing the work of the proposal team and returning the artifacts back with directions for any revisions, making sure everything is up to the standard before presenting it to clients.

Oversee the Pink, Red and Gold Team reviews,

· Develop, format, organize, and assemble proposal deliverables including the proposal volumes, CDs, cover letters, and other attachments in a timely manner.

· Prepare status reports and briefings for management.

· Define, document, implement, and support continual proposal process improvement.

· Engage management, technical leadership and staff in understanding and implementing capture management and proposal development best practices; provides on the job and just in time training accordingly to line staff, proposal writers and reviewers as needed.

· Act as a liaison with the Contracts Department if support in negotiating contracts is needed.

· Establish short and long-term proposal objectives consistent with organizational strategy.

· Participates in strategic planning that includes evaluating marketing intelligence, identifying customer concerns, and key issues, and developing win strategies.

· Assists in the development of other marketing tools such as brochures, company website, etc.

· Deep relationship in the Federal government and the contracting community,

· Highly proficient with the MS Office suite, metrics and performance management.

As a Proposal Director, I Managed a 70-person Proposal Center of Excellence for McDonnell- Douglas Aircraft Corp. Long Beach, CA. Now the Boeing Company, Managed $500 million – $Billion proposals.

Performed proposal work for major companies in the area, including Large, Small, small & Disadvantaged Businesses (SDB), 8(a), Hubzone, EDWOB, and Service-Disabled Veteran-Owned Businesses (SDVOB).

Marketed to most of the Government agencies, military establishments in the DoD, as well as, DISA NSA, NASA, DHS, FEMA, Coast Guard, DHHS, NIH (next generation of anthrax), CDC, CMS, etc.

Subject Matter Expert (SME) in the preparation and delivery of ‘Award-Winning” proposals. Also, Integrated Logistics Support (ILS), CM, Transition Plans, Quality Assurance, Cyber Security, Transition Plans, and Risk Assessment/Management.
