II.APPELLATE EXPERIENCE

Appellate Counsel, District of Columbia Court of Appeals, Washington, D.C., 2008 to 2013. Member of Criminal Justice Act Panel, prepared appellant briefs and oral arguments before court. This appointment enabled me to utilize my specialized ability to analyze, interpret case law, apply regulations, agency orders, and to utilize electronic and manual legal research tools, writing, and oral communication skills. I functioned independently as cases were assigned.

Attorney-Advisor, Board of Veterans Appeals, Bureau of Veterans Affairs, Washington, D.C., 1987. Researched legal and medical issues necessary to draft appellate decisions for the Board regarding veteran claimants’ entitlement to veterans benefits; reviewed evidentiary record to determine the proper appellate issues; noted and responded to disposition of appellate issues, formulated Findings of Fact and Conclusions of Law; rendered a judgment; participated in administrative hearings.

Law Clerk, Federal Trade Commission, Washington, D.C., May-August 1984. Clerked in

Commission’s Bureau of Competition/Antitrust Division, which dealt with regulation of

the professions, exclusive of healthcare. Research and analyzed extensively the issue of

potential antitrust violations involving Section I of the Sherman Antitrust Act in Superior Court Trial Lawyers Association, Dkt. 9171. Researched the point of law concerning: (1) whether the strike for higher pay conducted by the Superior Court Trial Lawyers constituted an illegal conspiracy in restraint of trade or a boycott; and (2) whether the per se rule or the Rule of Reason applied in this action. Briefed the 40 cases that dealt with this point of law. Digested trial transcripts. Researched whether the attorneys, as members of a “learned profession,” were exempt from regulation, a point of law grounded in Footnote 17 of Goldfarb v. Virginia State Bar, 421 U.S. 773, 781-85 (1975). FTC Litigation Experience: assisted the trial team write and verify findings of fact in Dkt. 9171
